To support the mainstreaming and monitoring of environmental and social safeguards across WFP programme activities and ensure effective application of risk mitigation measures in line with WFP’s ESSF and safeguard standards of the International Financial Institutions (IFIs).
KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):
Support WFP and cooperating partners to ensure programme activities comply with environmental and social safeguard requirements outlined in the WFP Environmental and Social Sustainability Framework (ESSF) and relevant International Financial Institutions (IFIs).
Coordinate the application of environmental and social risk screening tools and sign-off completion, working jointly with the social safeguards team, and provide technical guidance to integrate appropriate mitigation measures into project design for all WFP programme activities.
Work closely with WFP monitoring teams and cooperating partner field staff to systematically monitor the implementation of respective mitigation measures and ensure timely follow-up, documentation, and quality assurance.
Support the management of environmental-related feedback and complaints received through WFP’s grievance redress mechanisms, ensuring appropriate analysis, documentation, and response.
Coordinate with programme teams and cross-cutting units to integrate environmental safeguards into programme design processes, monitoring and reporting tools, and developing the capacity-building materials, and behaviour change messages.
Assist in delivering awareness sessions and capacity-building activities for WFP staff and cooperating partners on environmental safeguards, in collaboration with the social safeguards team.
Facilitate the organization of semi-annual Environmental and Social Safeguards Focal Team (ESSFT) meetings jointly with the Programme reporting office and social safeguard team, including preparing inputs such as key monitoring findings, challenges, and recommendations related to environmental and social safeguarding.
Coordinate with the social safeguards team and the programme reporting officer in providing inputs on environmental and social safeguard implementation for project proposals, donor meetings, progress reports, and corporate reporting—including the Annual Country Report (ACR).
Document, consolidate, and share best practices and lessons learned on environmental and social safeguarding to promote continuous improvement and strengthen programme quality.
Expected Deliverables
Environmental and social risk screening inputs completed for all relevant programme activities.
Regular field monitoring reports documenting compliance and gaps in environmental mitigation measures.
Semi-annual ESSFT meeting minutes prepared and documented.
Inputs provided on schedule for ACR, donor reports, programme proposals, and briefing documents.
Updated capacity-building materials and session documentation.
Consolidated best-practice notes and lessons learned on environmental safeguarding.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education: University degree in Environmental Science, Environmental Management, Natural Resource Management, Social Sciences, Development Studies, or another related field.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
Typically, 4 or more years of progressively responsible experience in environmental safeguards, environmental management, climate-related programming, or related fields.
Experience working with environmental safeguard systems (e.g., WFP ESSF, IFI safeguards, or environmental compliance frameworks) is an asset.
Experience engaging with non-governmental organization, international organizations, community groups and experience working in the implementation of the rural infrastructure and livelihood programme activities is desirable.
Knowledge & Skills:
Understanding of environmental risk management, mitigation planning, and field monitoring.
Ability to interpret safeguard frameworks and apply them to diverse field contexts.
Strong coordination, facilitation, and communication skills.
Ability to work collaboratively with multidisciplinary teams and partners.
Good analytical, organizational, and report-writing skills.
Language: Fluency in both oral and written communication in Myanmar and English.
