IOM is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing technical expertise to governments, migrants, and host communities through a wide range of sustainable solutions contributing to support populations affected by forced migration.
As of December 2025, there are approximately 1 million displaced people from Ukrainian in Poland, and the majority indicate their intention to remain in Poland in the months ahead. They continue to face significant health needs exacerbated by language and cultural barriers. Many require primary healthcare services, including maternal and child health. The strain of displacement, coupled with challenging living conditions in collective shelters, changes in the legislation increases vulnerability to health issues. Tailored health information on topics such as navigating the Polish healthcare system, vaccine hesitancy, and prevention of transmissible diseases is essential to improve understanding and uptake of services and overall health outcomes of vulnerable groups.
Under the overall supervision of the Senior Programme Coordinator, and the direct supervision of the National Programme Officer, and in coordination with the Migration Health Division at Regional office in Vienna and the Sub Regional Office in Brussels, the successful candidate will be responsible for the overall management, coordination, and support to strategic guidance of IOM’s Migration Health programming in Poland.
Responsibilities
Independently coordinate the preparation, implementation and monitoring of migration health projects in coordination with operational and support units and Regional and Sub-Regional units as necessary in line with IOM SOPs, thematic and operational guidance, and migration health good practices.
Monitor compliance of projects and programs’ financial, administrative and technical oversight with IOM rules and procedures and donor requirements.
Provide technical guidance and support to health mediators.
Proactively support resource mobilization by identifying areas of new opportunities, and donor priorities, and proposing project ideas, in close collaboration and coordination with supervisor and the programme support unit.
Coordinate the preparation of regular status updates on activities using designated monitoring and reporting tools and channels, including contributions to situation reports on achievements and challenges, and ensure proper documentation of health-related activities.
Identify and document good practices and lessons learned; contribute to the development of Standard Operations Procedures (SOP), policies and concept papers and support the development of new projects.
Coordinate, support and provide guidance to implementing partners in order to strengthen and promote efficiency of IOM programs in coordination with relevant departments.
Plan, coordinate and conduct capacity building workshops for relevant internal and external parties.
Support coordination with the Ministry of Health, Ministry of Interior, World Health Organization (WHO) Country Office and other UN agencies, relevant NGOs in order to develop a migrant health agenda at country level (including through the contribution to the preparation of memorandums of understanding at country level, participation in technical meetings, and so on) which is aligned with Regional and Global IOM priorities.
In coordination with Program Coordinator and Senior Management, participate in relevant coordination forums, maintaining collaboration with local health authorities and partner organizations.
Perform additional tasks as required.
Qualifications
EDUCATION
- Bachelor's degree in public health, Development Studies, Migration Studies, Human Rights or related fields from an accredited academic institution with minimum 5 years of relevant professional experience, or
- School diploma with seven years of relevant experience
Accredited Universities are those listed in the UNESCO World Higher Education Database.
EXPERIENCE
- Operational and field experience in implementing health activities for migrants, refugees and displaced persons and other vulnerable groups.
- Demonstrated experience in coordination and liaison with government authorities, knowledge of structures and functions of the primary health care system, and of national, UN and international health agencies and donors.
- Experience in project development and resource mobilization is an advantage.
- Experience working in the region is an advantage.
SKILLS
In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
- Knowledge of UN and bilateral donor programming.
- Knowledge of financial rules and regulations.
- Excellent communication, presentation and writing skills with strong computer literacy, especially advanced working knowledge of Microsoft Office.

- Proficiency in English and Polish is required.
- Ukrainian or Russian is desirable.
