PROJECT BACKGROUND

The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as green growth, which integrates economic development, environmental sustainability, climate resilience, and social inclusion. GGGI supports member and partner countries through policy advice, project development, capacity building, and investment facilitation.

In Papua New Guinea (PNG), GGGI works closely with government counterparts, development partners, and private sector actors to advance climate-resilient and low-emission development. GGGI PNG currently implements a portfolio of programs under the broader country platform, including the Australian DFAT-funded Climate FIRST project, which supports climate finance mobilization, green investment pipeline development, and the preparation of bankable projects aligned with PNG’s climate and development priorities. GGGI seeks to engage a short-term international consultant to provide technical support for priority infrastructure-related climate finance workstreams under GGGI PNG country program.

OBJECTIVES OF THE ASSIGNMENT

The overall objective of this consultancy is to provide technical support to the GGGI PNG country program on climate investment origination and development for infrastructure-related sectors, with a focus on road infrastructure, water, solid waste management, wastewater, energy, health, among others.

The consultant will work on a home-based basis with missions to PNG, as required. He/She will report directly to the Country Representative for PNG, SI, and Vanuatu and will coordinate closely with the Climate FIRST Project Manager. He/She will also coordinate with government counterparts, development partners, and other stakeholders as needed to advance identified climate investment opportunities.

The specific objectives of this assignment will be the following:

  • Support the identification, screening, and development of climate investment opportunities in the priority sectors of road infrastructure, water, solid waste management, wastewater, energy, health, among others.
  • Undertake fact-finding, scoping, prefeasibility, and technical-financial analysis for selected infrastructure projects to assess their climate rationale, investment potential, and readiness for financing.
  • Prepare and refine climate finance concept notes, investment briefs, and funding proposals for submission to development partners, climate funds, and other potential financiers.
  • Support the structuring of project approaches, financing options, and indicative implementation pathways for priority infrastructure investments.
  • Provide technical advice to GGGI projects on selected infrastructure projects under development and contribute to reports and other analytical outputs required by GGGI.
  • Engage with relevant stakeholders, including government entities, development partners, and potential financiers, to gather inputs and strengthen the quality and relevance of proposed investments.
  • Prepare concise technical notes, progress reports, and recommendations to inform internal decision-making and next steps for project development.
  • Coordinate with the Country Representative for PNG, SI and Vanuatu, Project Managers and relevant GGGI staff to ensure deliverables are aligned with donor priorities, and GGGI quality standards.
DELIVERABLES

The consultant will deliver the following deliverables over a period of 4 months, for a total level of effort of up to 60 working days.

Each monthly deliverable  will include: (i) a concise monthly progress report summarizing activities undertaken, key findings, stakeholder engagement, and recommendations; (ii) approved coversheet for the month; and (iii) relevant technical outputs produced during the period, such as concept notes, investment briefs, prefeasibility inputs, analytical notes, draft proposals, or sector/project-specific assessments, as agreed with GGGI.

A final completion note summarizing overall achievements, status of supported projects, outstanding issues, and recommended next steps shall be included with the Final report submission.

Payments will be made monthly upon satisfactory submission and acceptance of the corresponding deliverables and approved timesheet by GGGI.

Standard Instructions for Deliverables:

  • All deliverables shall be submitted in clear, professional English, following formats agreed with GGGI and according to donor financial reporting guidelines.
  • Reports must be concise, evidence-based, and properly referenced, with data sources clearly cited.
  • Draft reports will be submitted for review and comments by GGGI; the consultant shall incorporate feedback and provide revised versions within one week.
  • All deliverables shall be submitted electronically in editable formats (MS Word, Excel, PowerPoint, as relevant) along with final PDF versions.
  • All outputs, data, models, and materials produced under this consultancy shall remain in the property of GGGI.
EXPERTISE REQUIRED

The individual consultant is required to fulfill the following criteria:

  • An advanced university degree (master’s degree or equivalent) in climate finance, infrastructure finance, engineering, economics, environmental management, sustainable development, or a related field is required.
  • At least 5 years of relevant professional experience in infrastructure project development, prefeasibility assessment, technical-financial analysis, or preparation of investment and funding documentation is required.
  • Demonstrated experience preparing climate finance concept notes, funding proposals, investment briefs, or similar documentation for development partners, climate funds, multilateral development banks, or private investors is required.
  • Demonstrated experience in at least some of the following sectors is required: water, solid waste management, wastewater, and/or road infrastructure.
  • Experience working in developing countries, preferably in the Pacific region or other small island developing state contexts, is highly desirable.
  • Strong analytical skills, including experience with prefeasibility analysis, financial and economic assessment, and structuring of climate-relevant infrastructure investments, are required.
  • Excellent written and verbal communication skills in English, and the ability to work independently in a remote arrangement while coordinating with multiple stakeholders, are required.
