Organizational Setting and Reporting Relationship

The position of Digital Technology Specialist (AI and Data Analytics) is assigned to the Digital Sector Division (DIG) within the Sectors Department 2 (SD2). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.

You will report to Director, Digital Sector Division and will oversee Junior team members.


Your Role

As Digital Technology Specialist (AI and Data Analytics), you will support ADB's data analytics programs and provide technical support and knowledge to help incorporate the use of big data and data analytics in ADB strategies and operations.


You will:

  • Contribute to the development of an ADB-wide data analytics program and support its implementation.
  • Support the design and implementation of ADB's data analytics and big data policies and programs, in coordination with operations departments, sector and thematic groups, as well as other relevant departments in ADB.
  • Support developing member country (DMC) government efforts to implement data analytics and big data initiatives in development projects.
  • Develop and disseminate knowledge products in data analytics and big data.
  • Develop and conduct capacity building and knowledge sharing sessions, and serve as resource person in events for data analytics and big data.
  • Support development and implementation of TA programs with components related to data analytics and big data.
  • Build and manage partnerships with leading organizations to support ADB capacity building and development programs.
  • Serve as a focal point for coordination with other departments concerning data analytics and big data matters and track global trends in these areas relevant to ADB operations.
  • Support policy dialogues and readiness assessments for DMCs in integrating the use of data analytics and big data in country partnership strategies, country operations business plans, pipeline development, and projects/programs,.
  • Provide direct technical support for operations across concept, design and implementation stages of ADB projects/programs in multiple sectors and thematic areas.
  • Introduce approaches and pilot projects including data analytics and big data in partnership with other development partners in multiple levels.

Qualifications

You will need:

  • A University Degree in Public Policy, Public Administration, Business Administration, Engineering, Computer Science; preferably at post-graduate level or its equivalent.
  • At least 6 years of relevant professional experience leading agile teams with diverse skills that provide solutions to complex development projects including international experience working on development in several countries.
  • Practical development experience in data analytics, big data, and related fields
  • Demonstrated analytic, strategic, and technical knowledge combined with experiences in development and ability to promote digital transformation.
  • Established global network of professional relationships across the development and technology sectors.
  • Proficiency in expressing ideas in both spoken and written formats in English.
  • Two years of relevant experience outside ADB within the past five years is required. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB.

Additional Information

This appointment is open to internal and external applicants.

This position is crucial to the Workforce Rebalancing Framework (2022-2027), a strategic initiative aimed at enhancing ADB's in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue, and projects focused on delivering knowledge solutions. Successful applicants may occasionally undertake short-term assignments in other departments or offices, when required.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
