Organizational Setting and Reporting Relationship
The position of Digital Transformation Officer is assigned to the Digital Sector Office (DIG) within the Sectors Department 2 (SD2). You will be based at our Headquarters in Manila, Philippines.
You will report to Director, SD2-DIG, designated International Staff and/or Senior Officer, as applicable.
Your Role
As a Digital Technology Officer, you will provide technical, operational, and coordination support to the Digital Sector Office (DIG) in implementing ADB's digital transformation agenda. You will focus on (i) supporting execution of ongoing digital operations and technical assistance in Philippines, (ii) providing regional support on digital initiatives, and (iii) contributing to business development, pipeline expansion, and upstream digital engagement in collaboration with Resident Missions and Headquarters.
You will help ensure that digital elements of sovereign projects, technical assistance, and regional initiatives are well-designed, and effectively implemented. You will also support procurement processes, partnerships, knowledge work, and coordination with government agencies and development partners in the Philippines and the broader region.
You will:
a. Support Execution of DIG's Ongoing and Planned Programs in Philippines
- Provide day-to-day operational support for digital components of ADB-financed projects and TAs in Philippines (e.g., cybersecurity, digital public infrastructure, digital governance, sector digitalization such as education, health, agriculture, transport).
- Support the monitoring of implementation progress, procurement, contract management, and coordination with executing agencies and sector divisions.
- Assist in preparing TORs, procurement packages, solution specifications, and evaluation reports for digital investments.
- Identify implementation bottlenecks and propose corrective actions in coordination with DIG International Staff colleagues.
- Participate in project-related missions (fact-finding, review, inception, midterm, and completion) as part of the digital technical team.
b. Regional Digital Support
- Assist in the preparation and implementation of regional TAs related to digital public infrastructure, AI readiness, cross-border digital corridor work, digital skills, e-government modernization, and cybersecurity.
- Support harmonization of regional digital priorities and ensure consistent application of DIG guidance across countries.
- Participate in regional digital missions, including scoping visits, consultations, and workshops.
c. Business Development and Upstream Country Engagement
- Support DIG in identifying digital transformation opportunities in Philippines and the region, including potential PBLs, sector programs, and regional initiatives.
- Assist in pipeline planning by preparing background inputs and analytical materials for project concept notes, technical assistance proposals, and upstream engagement.
- Contribute to stakeholder consultations and assessments of gaps and opportunities in support of upstream digital engagement.
- Support donor coordination efforts by helping identify potential trust fund and cofinancing opportunities relevant to digital operations.
d. Stakeholder Coordination, Government Engagement & Partnerships
- Support DIG's engagement with Philippine government counterparts, including ministries, regulators, digital agencies, and sector line ministries.
- Support organization of consultations, workshops, trainings, and steering committee meetings.
- Coordinate with development partners and private-sector actors to align digital investments and identify partnership opportunities.
e. Knowledge Support and Sector Analytics
- Support the development of digital knowledge products, case studies, and analytical work relevant to Philippines and South Asia.
- Contribute to digital maturity assessments, mapping exercises, and baseline studies in support of ongoing and upcoming operations.
- Assist in disseminating DIG knowledge resources through regional events, publications, and RM-hosted engagements.
- Track global and regional trends relevant to Philippines's digital transformation (e.g., DPI, cybersecurity, AI, GovTech).
f. Internal Coordination and Reporting
- Ensure effective coordination between DIG-HQ, and sector divisions.
- Prepare briefing notes, mission documents, talking points, and progress reports.
- Maintain updated analytical inputs on Philippines' digital sector that feed into CPS, pipeline planning, and regional strategy processes.
Qualifications
You will need:
- Bachelor's Degree in Information Technology, Cybersecurity, or relevant fields preferably with advanced training.
- At least 8 years of relevant experience in digital transformation, ICT project implementation, digital government, cybersecurity, data governance, or related areas.
- Experience supporting project implementation, procurement, and contract management for digital systems in a government or development context.
- Familiarity with digital sector challenges in Philippines and/or South Asia is an advantage.
- Experience assisting in the identification, processing, and implementation of public-sector projects and TAs.
- Support regional workstreams and collaborate with multiple country teams.
- Coordination skills, with experience working directly with government agencies.
- Proficiency in expressing ideas in both spoken and written formats in English.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
