Job Description

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, inter-governmental, and non-governmental partners. With 175 member states, a further 8 states holding observer status and offices in over 100 countries, IOM, the UN Migration Agency, is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Brazil is a Member State of IOM since 2004. 

Responsibilities

Under the overall supervision of the Chief of Mission and the direct supervision of the Senior Emergency Coordinator and the Internalization and Integration Coordinator, the incumbent will support community communication, community strengthening and direct assistance activities, as well as data collection, analysis, and systematization. The position will also contribute to the implementation of strategies in support of communities assisted by IOM in Northern Brazil. In particular, the incumbent will be responsible for the following duties and responsibilities:

  • Support, in close coordination with relevant IOM units and partners, the implementation of community communication and awareness-raising campaigns related to community strengthening, access to public services and policies, and the promotion of rights.
  • Participate in needs assessments, focus group discussions and community engagement processes with refugees and migrants, host communities — including Indigenous communities — municipalities, community representatives, and beneficiaries, in coordination with the Internalization and Integration Coordinator.
  • Provide basic technical inputs to support IOM’s regional strategy for direct assistance to migrant and refugee populations and host communities, including Indigenous communities.
  • Support WASH-related activities, including monitoring of water points, sanitation conditions, and hygiene practices, as well as identification of needs and reporting of irregularities to supervision.
  • Contribute to food security and humanitarian assistance activities, including the organization of beneficiary lists, logistical support to food and NFI distributions, post-distribution follow-up, and monitoring of beneficiary satisfaction.
  • Liaise with relevant stakeholders — including local government authorities, United Nations agencies, NGOs, and civil society organizations — regarding project activities, representing IOM in meetings, forums and working groups, when delegated.
  • Support regular field data collection, including interviews, form administration, and direct observation, and contribute to data analysis, consolidation, and systematization; ensure that beneficiary records and project databases are kept up to date.
  • Support the continuous monitoring of community-based activities and services, identifying challenges, good practices, and recommendations for the improvement of interventions.
  • Support the organization and logistics of meetings, capacity-building activities, and field actions, including preparation of materials, attendance tracking, photo documentation, and follow-up inputs, as required.
  • Maintain regular contact with community leaders and local focal points; channel community feedback and demands to the Direct Assistance Coordinator; identify and report situations of vulnerability, protection risks, and other critical needs in line with internal referral pathways; conduct monitoring visits.
  • Perform any other duties as may be assigned. 

Qualifications

Education
​Bachelor's degree in international relations, social sciences, political science, data management, business administration, law, or related fields, with a minimum of four years of relevant professional experience.

Experience
​​Experience in liaising with Brazilian Government agencies, national/international institutions, United Nations Agencies, and non-governmental organizations.

  • ​Experience working with migrants, refugees, internally displaced people, victims of trafficking, and other vulnerable groups.  
  • ​Knowledge of project monitoring and Monitoring and Evaluation (M&E) methodologies.
  • ​Previous experience with non-governmental and/or international organizations is considered an asset.
  • ​Ability to work independently, following established structures, guidelines, and administrative requirements.​

    Languages
    REQUIRED
  • Fluency in Portuguese and Spanish (both oral and written) is required for this position.
