Purpose of Job


As part of the Gender Team, the Principal Gender Adviser (PGA) is responsible for supporting the implementation of the EBRD Strategic Gender Initiative by providing technical advice and support to operational teams to integrate gender considerations in EBRD investments, strategies, policy dialogue, and knowledge generation and management, and by building the institutional capacity of EBRD staff to mainstream gender in their operations and functions.  In addition, the Principal Gender Adviser liaises with internal and external stakeholders and clients to establish partnerships and coalitions to support the effective mainstreaming of gender in the EBRD. The PGA assists the Chief Social Counsellor and the Senior Gender Adviser in strategic planning and advises the CSC on complex issues related to the mainstreaming of gender in the EBRD.

Accountabilities & Responsibilities


•    Lead and manage gender components of EBRD projects and share OLship of complex, high-profile gender-focused projects with banking as needed; 
•    Lead the development and implementation of processes to mainstream gender in different EBRD business processes (e.g. ESD mitigation work);
•    Lead the process of innovation and product development in the area of Access to Finance, and contributes to innovation and product development in other pillars and sectors of EBRD operations.
•    Under the leadership of the CSC, promote, and deliver  gender related policy dialogue in strategic areas to support the implementation of the SGI and to contribute to the process of mainstreaming gender in the EBRD, involving Ministries, CSOs, IFIs, and other stakeholders;  
•    Generate and manage gender related knowledge and research to support the mainstreaming of gender in the EBRD;
•    Design and implement capacity building strategies to enhance the institutional capacity of EBRD staff to integrate gender issues into the EBRD operations; 
•    Support the development of internal and external partnerships and represent the gender team in internal and external meetings up to Director level for the effective implementation of the SGI and the mainstreaming of gender in the EBRD;
•    Support and advise senior management in strategic planning and complex issues regarding the mainstreaming of gender in EBRD.
•    Directly accountable for the engagement and effective overall management of staff including recruitment, compensation (as agreed with the Head of Department, if applicable), performance management, coaching and development. 
•    Champion and role model the Bank’s Behavioural Competencies and Corporate Behaviours, ensuring adherence within the team(s) so that the highest standards of integrity and ethical conduct are exhibited at all times

Knowledge, Skills, Experience & Qualifications


•    At least Masters degree in Gender and/or or relevant Social Sciences;
•    Substantial progressive responsibility mainstreaming gender in international organizations;
•    Substantial progressive responsibility mainstreaming gender in projects and programs in a variety of sectors relevant for EBRD operations; 
•    Strong social analysis and research skills including command of quantitative and qualitative methods of research, and excellent knowledge of gender issues in a variety or regions;
•    Knowledge and experience applying results-based approaches to project and program management;
•    Excellent oral and writing skills in English. Strong communications skills in Russian, Turkish and/or Arabic will be considered an advantage;
•    Fieldwork experience in EBRD countries of operations will be considered an advantage;
•    Ability to think strategically, and to innovate, results oriented, ability to work under several deadlines simultaneously;
•    Ability to work in a multicultural team.
