Mission and objectives

UNDP’s Programme of Assistance to the Palestinian People (PAPP) derives its mandate from the United Nations General Assembly Resolution 33/147 of 20 December 1978. Called upon by United Nations Member States in that year, UNDP was requested “to improve the economic and social conditions of the Palestinian people by identifying their social and economic needs and by establishing concrete projects to that end”. UNDP/PAPP is a responsive development agency that works together with the Palestinian people to fulfil their aspiration for sustainable human development based on self-determination, equality and freedom.

Context

As part of the Gaza debris management and early recovery portfolio, UNDP implements large-scale debris removal, recycling, environmental risk mitigation, and livelihood support activities. Robust monitoring and evaluation (M&E) is essential to ensure compliance with UNDP standards, inform decision-making, and demonstrate results to national counterparts and donors.

The UNV Project M&E Associate will support all project-level M&E functions under the direct supervision of the Project Manager and the technical guidance and delegated authority of the RBM Analyst.

Task description

Under the delegated authority of the RBM Analyst, and direct supervision of the Project Manager, the UNV M&E Associate will support the full implementation of project monitoring and evaluation functions, including:

A. Monitoring, Data Collection, and Field Verification

- Support implementation of the Project M&E Plan, ensuring alignment with the Theory of Change and Results Framework.
- Collect, verify, and maintain baseline and periodic indicator data in line with RBM Minimum Standards.
- Conduct regular field monitoring visits to debris management sites, document findings, and support corrective actions.
- Use UNDP-approved monitoring tools (checklists, ITT, site visit forms, progress tracking sheets).
- Ensure all M&E activities integrate gender, protection, and disability-inclusive considerations.

B. Data Analysis, Reporting, and Results Documentation

- Compile quantitative and qualitative monitoring findings and contribute to progress reports, donor reports, and internal briefs.
- Support data analysis, including trends, performance gaps, and progress against targets.
- Maintain the Indicator Tracking Table (ITT) and ensure alignment with UNDP's corporate reporting requirements.
- Support timely preparation of evidence for audits, spot checks, and evaluation missions.

C. Compliance and Quality Assurance

- Ensure project compliance with UNDP RBM minimum standards, including risk logs, monitoring logs, and documentation requirements.
- Support project managers in ensuring complete and up-to-date information in Quantum/Quantum+, contributing to accurate corporate reporting.
- Maintain the project’s M&E archive, including field evidence, datasets, and documentation.

D. Surveys, Assessments, and Evaluation Support

- Support design and implementation of surveys, focus group discussions (FGDs), key informant interviews (KIIs), and other assessment tools.
- Assist in preparing TORs, reviewing deliverables, and gathering evidence required for evaluation missions.
- Support documenting lessons learned, case studies, and good practices for knowledge products.

E. Accountability, Feedback, and Knowledge Management

- Act as secretariat for the project Grievance Response Mechanism (GRM), ensuring timely recording, referral, and closure of cases.
- Support monitoring of social and environmental safeguards in line with UNDP SES requirements.
- Facilitate internal learning by synthesizing monitoring findings and sharing insights with the technical team.

F. Additional Duties

- Perform any other M&E-related tasks assigned by the RBM Analyst or Project Manager, including support to cross-project M&E needs in the Environment & Climate Change Portfolio.
