Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Division of Nuclear Security (NSNS) is responsible, upon request, for establishing, coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to nuclear security events and threats thereof. NSNS comprises four Sections\:

• Information Management Section
• Nuclear Security of Materials Outside of Regulatory Control Section
• Nuclear Security of Materials and Facilities Section
• Programme Development and International Cooperation Section

The Nuclear Security of Materials and Facilities Section (MAFA) is responsible for activities related to the implementation of the Convention on the Physical Protection of Nuclear Material (CPPNM) and its Amendment, as well as the Code of Conduct on Safety and Security of Radioactive Sources, to establishing and sustaining nuclear security systems and measures for nuclear and other radioactive material in use, storage and during transport, as well as for associated facilities and associated activities being under regulatory control. These activities include developing nuclear security guidance in the area of regulation, assessment, protection, transport, accounting and control of nuclear and other radioactive material and security culture, which are consistent with relevant binding and non-binding international instruments, as well as assisting Member States in implementing their effective nuclear security legislative and regulatory frameworks. The Section performs assessment and provides advice through the International Physical Protection Advisory Service and expert missions, which are conducted upon the request of Member States, assists in capacity building, including education and training through international, regional and national training courses and workshops, develops methodologies and promotes dialogue and cooperation through consultancy meetings, Coordinated Research Projects and technical meetings, and assists security upgrades.
 


 

Main Purpose

Reporting to the Director of the Division of Nuclear Security, the Section Head ensures the planning and implementation of projects related to prevention within the IAEA's nuclear security programme, overseeing the quality and timeliness of the delivery of outputs and verifying achievements and outcomes using performance indicators. The Section Head is also responsible for defining, planning and evaluating separate projects and tasks and identifying the means for carrying these out.
 


 

Role

The Section Head is\: (1) a manager and team leader, planning, leading and coordinating the activities of the Section, in accordance with Member States' needs, and monitoring their implementation; (2) a substantive expert/contributor, managing projects of particular complexity and/or sensitivity; (3) a coordinator of projects involving IAEA-wide efforts and the participation of experts from Member States and other international organizations; and (4) a scientific secretary to international scientific meetings related to a specialized field, overseeing the preparation and editing of scientific reports, manuals, proceedings and other publications that provide nuclear security guidance, as well as scientific or technical documentation and papers for discussions.


 

Functions / Key Results Expected

Plans, leads, coordinates, monitors implementation results and supervises the activities of the Section, including but not limited to the development of nuclear security guidance, evaluation and advisory missions to States to identify and make recommendations regarding necessary nuclear security system improvements and technical upgrades and to verify the results, as well as making available technical and expert support for Member States in their efforts to establish effective nuclear security systems at facilities, in activities or for transport. 
Manages the development, maintenance and provision for application of relevant nuclear security guidance in the area of the security of nuclear and other radioactive material and associated facilities, including during transport, taking into account feedback on their application and emerging technical developments and trends. 
Leads efforts aimed at promoting research and development for improved nuclear security and prevention methodologies. 
Coordinates training, workshops and seminars in the area of the security of nuclear and other radioactive material and associated facilities, including during transport. 
Supervises and facilitates the implementation of projects included in the Integrated Nuclear Security Support Plans for individual countries. 
Ensures the continued high standing and recognition of the IAEA in representing the IAEA at national regional and international meetings as required; establishes and maintains contacts with relevant international organizations, committees and scientific societies.

Qualifications, Experience and Language skills

  • Bachelor's degree - University degree in nuclear engineering or physical sciences, or a related technical discipline with an additional of two years of relevant experience may be considered in lieu of advanced university degree. 

  • Master's degree  - Advanced university degree in nuclear engineering or physical sciences, or a related technical discipline. PhD in nuclear physics, nuclear engineering or a related field would be an asset.

  • Minimum of ten years of relevant professional experiences in nuclear security related subjects, including in the development or enhancement of regulatory infrastructures in nuclear security, nuclear material control and accounting systems at nuclear facilities for security purposes; of which at least five years of experience at the managerial level.

  • Experience in appraising the national nuclear security legislative and regulatory frameworks would be an asset.

  • Demonstrated excellent leadership and interpersonal skills.

  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, English, French, Russian and Spanish) is an asset.


 

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $103165 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 53749, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
