About this position
We are looking for a dynamic and innovative Consultant for the position of Operations Analyst. In this role, you will be an integral part of the IDB Barbados Country Office (CBA) Operations team, reporting to the Chief of Operations and working closely with Sector and Fiduciary Specialists in the design and execution of the Bank’s operations in a variety of thematic areas.
You will work in the Country Department Caribbean Unit which is part of the Country Office Barbados.This team is responsable of the implementation of our programs in Barbados;you will work closely with Barbados Government counterparts as well as other public and private sector institutions, as well as with civil society and academia, to identify country development needs; and helpimplement, and monitor the Bank’s Country Strategy.
What you’ll do
- Support project planning and design by assisting in the preparation of project documents, drafts of project profiles, and operational plans for technical cooperation projects, while monitoring project approval timelines.
- Participate in the project design cycle, including supporting the organization of and participation in project preparation missions as required.Provide technical support on Bank operational policies and procedures during project execution, including the preparation of annual operating plans, execution plans, procurement plans, disbursement requests, and other project documentation.
- Develop and support project supervision activities, including preparing supervision plans, monitoring reports, and results reports, and following up on implementation of recommendations.Review project documentation such as terms of reference, procurement bidding documents, and consultant contracts to ensure alignment with procurement plans and compliance with Bank policies and standards.
- Support technical, fiduciary, and administrative supervision visits by providing inputs to Sector and Fiduciary Specialists and following up on recommendations made to executing agencies.
- Coordinate project-related missions, workshops, and logistics, while maintaining updated sector and fiduciary files and information systems.
- Analyze and process disbursement requests, validate eligibility of expenses, input financial transactions into Bank systems, assist with budget transfers, and monitor disbursement projections in coordination with specialists.
- Serve as a primary liaison with Project Execution Units (PEUs), responding to requests for technical, administrative, and operational support while maintaining strong working relationships.
- Monitor project implementation and results, proactively identifying implementation challenges, tracking progress against results matrices, supporting project closure activities, and contributing to the preparation of Project Completion Reports (PCRs).
What you'll need
Education: Master’s degree in business administration, Economics, Finance, Engineering or other fields relevant to the responsabilities of the role.
Experience: At least 5years of progressive experience in administration of projects financed by multilateral development institutions or other external donors.
Languages: Proficency in English.

Type of contract and duration
National consultant Full-Time, 12 months (up to 48 months, subject to eligibility).
