The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian network, with 191 member National Red Cross and Red Crescent Societies. IFRC uses the Triple R – response, resilience and respect – to deliver on Strategy 2030. IFRC responds to disasters and crises, ensuring timely, coordinated and locally led humanitarian action. IFRC is led by its Secretary General and has its Headquarters in Geneva and five regional offices in Africa (Nairobi); the Americas (Panama); Asia Pacific (Kuala Lumpur); Europe (Budapest); and MENA (Beirut) as well as representation offices, service centres and delegations across the globe.

The IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

The IFRC Asia Pacific Regional Team supports 38 National Societies, many of which have significant capacities and resources as well as domestic and international programmes. Partner National Societies are active both bilaterally and multilaterally in the Region, with IFRC coordination and support, and significant programming is under way to support National Societies to carry out their Strategic Plans and to assist them in case of disaster responses as well as in longer-term development programs.

The profile of national societies in Asia Pacific is diverse, encompassing some of the largest societies in the world with vast resources, as well as some very small organizations with few staff or resources. Despite overall economic growth in Asia Pacific and the evolution of more national societies with adequate revenue, many of these organizations rank financial sustainability as a major challenge. While some national societies in the past have relied on international development and relief funding from PNS, foreign governments, and other international organizations, these resources tend to decrease given the current funding landscape. Concurrently, national government, business, and individual wealth is increasing. To adapt to this changing environment, a shift in the financial model for raising or generating resources is essential that uses an entrepreneurial approach emphasizing domestic long term funding sources.

Job Purpose

This position will play a key role in supporting Asia Pacific National Societies with their financial sustainability (FS) and Resource Mobilization (RM) efforts. In particular, the Financial Sustainability Manager will be responsible for understanding the NSs as complex institutional systems, identifying the gaps towards long term financial sustainability and coordinating the right technical support from movement partners and external organizations based on National Society demands. While not required to be a technical specialist in all resource mobilization streams, the FSM must be able to understand diverse RM challenges, frame the right strategic questions and coordinate appropriate technical support.

Job Duties and Responsibilities

Regional Focal point of Financial Sustainability

  • Serve as the focal point to support AP NS Financial Sustainability alongside CD/CCDs.
  • Align regional and global efforts with the NS priorities identified in the National Societies plans.
  • Through the Joint Resource Mobilization Development Initiative (JRMDI) and other initiatives, map and connect expertise across the Movement to ensure support is delivered with capacities that match the needs and the proper coordination of such approaches.
  • Attract and expand resources for FS in the region, mostly for direct NS investments, in collaboration with SPRM

Ensure effective coordination with focal points from CD/CCDs and Geneva focal points.

  • Coordinate and provide advisory support to NSs on Financial Sustainability strategies and plans.
  • Analyze National Societies as complex organizational systems (governance, management, operations, etc.) to identify financial sustainability bottlenecks
  • Together with finance and finance development teams, advise institutional cost structures and sustainability models
  • Work with NSs in defining a low-risk funding mix, which allows for long-term, independent delivery of its humanitarian mandate
  • Support NSs in identifying, assessing and prioritizing business development opportunities aligned with their humanitarian mandate
  • Prepare NSs to be able to leverage the opportunities that arise from emergencies for emergency fundraising
  • Support the development of RM tools and systems within the NS (market studies, online donation platforms, CRM systems, business models, etc.)

Support APFN and Peer platforms

  • Work closely with the Asia Pacific Fundraisers Network (APFN) to support Peer exchange and learning
  • Facilitate alignment between APFN and broader Financial Sustainability discussions
  • Support the organization of regional skill shares, webinars and communities of practice around Resource Mobilization
  • Facilitate spaces for APFN to promote its work at leadership meetings

Support on Leadership engagement and Strategic Dialogue

  • Facilitate discussions with National Society leadership on Financial Sustainability
  • Support head of NSD to ensure strategic FS issues are included at leadership forums and regional platforms
  • Encourage long-term, leadership-driven ownership of Financial Sustainability processes
  • Work together with finance teams to provide data based financial sustainability advise to NSs
  • Support the head of NSD to ensure Financial Sustainability discussions are holistic approaches of overall National Society Development
  • Create Peer to Peer opportunities among leaders around Financial Sustainability challenges

Education

  • University degree in relevant field.
  • Relevant post graduate qualification/technical training (or equivalent experience) would be preferred

Experience

  • 10 – 15 years of experience with minimum 5 years of relevant experience in business management, business development, institutional strategy or resource mobilization.
  • Experience in analyzing organizational models and identifying structural improvement opportunities.
  • Experience facilitating senior-level discussion and strategic workshops.

Knowledge, Skills and Languages

  • Strong analytical skills with ability to assess complex institutional systems.
  • Strategic thinking and ability to translate analysis into actionable pathways.
  • Solid understanding of business models, financial planning concepts, and revenue generation mechanisms.
  • Ability to coordinate technical expertise across multiple stakeholders.
  • Excellent facilitation and leadership engagement skills.
  • Fluent spoken and written English.
