Assisted Voluntary Return and Reintegration (AVRR) is one of the core areas of IOM expertise, and a field in which the organization has over 40 years of experience. IOM USA works with the US Department of State to provide eligible beneficiaries, both in the United States and in third countries, with their access to assisted voluntary return to their countries of origin or of legal status in a safe and dignified manner. In addition to travel arrangements, IOM’s assistance may include counselling of voluntary returnees, acquisition of travel documents, provision of medical or other escorts, departure, transit and arrival assistance.
Under the overall supervision of the Senior Programme Advisor and the Return and Reintegration Coordinator, and the direct supervision of the Programme Officer (Monitoring, Evaluation, and Reporting), the incumbent will be based in Washington DC, USA and will have the following duties and responsibilities:
Responsibilities
Assist in the monitoring of project activities, in adherence with the overall monitoring and evaluation framework for the U.S. Global Assisted Voluntary Return (AVR) Programme, and in close coordination with the Programme Officer (Monitoring, Evaluation, and Reporting).
- Collect, summarize, analyse, and present M&E information/data (including from MiMOSA) on specific project topics in collaboration with programme coordinators and field teams, in accordance with IOM and donor standards and requirements.
- Contribute to regular sharing of M&E findings with field colleagues, IOM Headquarters, and the donor.
- Support the Programme Officer (Monitoring, Evaluation, and Reporting) in collecting and preparing information/data for donor reports and strategic external/internal programme documents.
- Act as focal point for the administrative coordination and implementation of project M&E activities, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
- Draft status reports, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions.
- Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation.
- Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions;
- Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
- Provides guidance/training to new/junior staff.
- Perform other related duties as assigned.
Qualifications
Required Qualifications and Experience
Education
- High school diploma with five years of relevant experience;
- Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with three years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Experience in project development, monitoring, reporting and evaluation.
Experience in applying monitoring and evaluation methodologies and tools.
Experience in supporting the organization of consultations, workshops and seminars with stakeholders.
Experience with assisted voluntary return and reintegration programs is preferred.
Skills
Strong reporting, writing and research skills, preferably related to M&E.
Excellent computer skills: excellent knowledge of MS Word, Excel, PowerPoint, Kobo Toolbox, MiMOSA, and email/internet software, statistical analysis packages.
Knowledge of UN cooperation frameworks and bilateral donor programming requirements.
Knowledge in quantitative and qualitative data collection and analysis.
Ability to consolidate information from multiple sources.
High degree of judgment and initiative, ability to work with a high degree of independence within assigned areas.
Strong interpersonal and teamwork skills.
Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
REQUIRED
For this position, fluency in English is required (oral and written).
DESIRABLE
Proficiency in Spanish and French is a distinct advantage
