Organizational Context and Scope

Under the overall supervision of the Senior Resources Management Officer in Republic of Türkiye and direct supervision of the National Budget Officer; and, in collaboration with relevant units at Headquarters, Administrative Centres and Regional Offices, the successful candidate will be responsible and accountable for providing specialized support to the budget monitoring and reporting functions in Sub-Office of Istanbul.

Responsibilities

1. Provide procedural guidance to managers and staff; supervise, guide and train other budget staff as per donor requirements and internal regulations.
2. Prepare cost estimates in terms of staff and non-staff requirements for regular budget and extra-budgetary resources as required by the donors. Coordinate with PSU, PM and ROs for the preparation and submission as required by the donor in coordination with Budget Officer.
3. Provide regular and ad hoc financial information as scenario estimates to Project Managers, Senior Management, ROs, DOE and other offices related in coordination with Budget Officer to support informed financial decision making.
4. Support the administration of financial resources through monitoring and controlling assets, reserves, funds, supplies, etc. in accordance with IOM rules and regulations of the project portfolio assigned.
5. Provide specialized advice and support to Project Managers and Senior Management in coordination with Budget Officer on financial and administrative scenarios regarding taking into consideration donor and office requirements.
6.Participate in the preparation of annual budget submission and revisions including estimating the cost of staff as well as rental and utilities, office equipment and supplies, printing, and other contracts, services or running expenses.
7.Assist the Program Coordinator in reviewing financial expenditure and accountability. Provide forecasts of cash flows according to activities of all projects. Ensure all commitments are registered and reflected in financial reports. Ensure that salaries and all other expenses are correctly charged.
8.Support the preparation of donor financial reports in accordance with IOM regulations and established procedures. Assist Program Coordinator and Budget Officer in preparing annual budget for all project activities; monitor budget control process and analyse variances between budget and actual expenditures.
9.Assist Program Coordinator and Budget Officer in the preparation of budgets for new programmes/ projects. Maintain all project financial and administration-related files.
10.Assist monitoring that closed projects remaining funds have been cleared and reviewed by designated stakeholders after final financial report has been submitted.
11.Support payroll preparation by executing validity checks on monthly payroll results.
12.Suggest procedural improvements and train the project team in the relevant areas of administration and finance in accordance with the donor/grant agreement requirements.
13.Perform approval functions of financial reports, accounting transactions and PR approval as per delegation.
14.Suggest and assist in development of staff and office costs projectization plans.
15.Support the Budget Officer in preparing office sustainability plan,
16.Assist in the process of audits, providing all necessary documentation, information and support.
17.Support with conducting clearance of the cost centers, vendor reconciliations and vendor accounts clearance.
18.Support as OIC in budgetary matters in case the Budget Officer is out of the office in coordination with SRMO.
19.Perform other related duties as required.
 

Qualifications

Required Qualifications and Experience

Education

  • High School diploma with seven years of relevant experience; or,
  • Bachelor’s degree in Business Administration, Accounting, Finances, or related field with five years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
  • Expertise in preparing and managing budgets, including cost estimation and variance analysis.
  • Proficient in preparing financial reports and ensuring compliance with donor requirements and internal regulations.
  • Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP is a distinct advantage;
  • Proficient in monitoring and controlling financial resources according to organizational rules and regulations.

Skills

  • Attention to detail, ability to organize paperwork in a methodical way;
  • Discreet, details and clients-oriented, patient and willingness to learn new things; and,
  • Strong skills in supervising, guiding, and training budget staff.
  • Strong communication skills with donors and related stakeholders.

  • Effective coordination with various stakeholders and providing specialized financial and administrative advice.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in Turkish and English is required (oral and written).
