A: Support the draft of a publication on KAFO operations, including the achievements B: - Terms of Reference (ToRs) and timeline for each activity and submit activities to Global Firearms Program Management for validation; - Collect national action plans from all countries involved and develop an integrated regional plan for the operation; C: - Consolidate and align budgets and the various technical, material and financial resources available in close coordination with both national coordination platforms and with the Management of the Global Firearms Program; - Ensure the fluidity of information and early and regular communication with all national coordination platforms as well as the Management of FTS; D: - Organize weekly meetings with each national coordination and with the regional coordination with a report of each meeting shared with the FTS Program; - Produce and share bi-weekly reports upon signature of the contract, to be submitted to the Management of the Global Firearms Program with specific recommendations on the outlook process improvements as well as appropriate corrective actions to ensure that efforts are focused on a timely trajectory of results; - Ensure implementation of national operational plans by Member States, particularly of national trainings and assessments missions and provide advice as applicable. - During Operation KAFO VII, produce a consolidated daily report by using countries daily reports; - Work in close collaboration with the various experts involved in the operation at country level, UNODC and other technical partners; E: - Support FTS’s data colletion efforts and liaise with Member States in West and Central Africa for the collection and analysis of data on illicit firearms trafficking. - Ensure the fluidity of information and early and regular communication with all national authoties as well as FTS focal points on data collection; F: - Produced KAFO VI final report, including all the recommendations, lessons learned and good practices. - Organized the final debriefing meeting of the operation and the final report.

Duties and Responsibilities
1. Background of the assignment: Illicit trafficking in firearms, their parts, components and ammunition represents the core activities of many organized crime groups and other terrorist organizations. The United Nations Protocol against the Illicit Manufacturing of and Trafficking in Firearms, Their Parts and Components and Ammunition (the Firearms Protocol) is, along with the Arms Trade Treaty (ATT), one of the two legally binding international instruments in the field of regulating illicit firearms activities. It establishes a comprehensive framework enabling member states to control and regulate the flow of legal weapons, prevent their detour into the illegal trade for criminal or terrorist use, and facilitate the investigation and prosecution of related offences. In 2011, UNODC launched a Global Firearms Programme (GFP) to help Member States prevent and combat transnational illicit firearms trafficking through, among other pillars, the promotion of international and regional cooperation, the exchange of information and best practices between Member States on the investigation and prosecution of firearms trafficking and related crime, and the identification of firearms, their seizure, confiscation or destruction. UNODC via its Global Firearms Program (GFP), initiated in 2019 the implementation of cross-border joint operations called KAFO. The first edition, KAFO I in 2019, included Burkina Faso, Cote d'Ivoire and Mali; KAFO II in 2020 was extended to cover Niger; and KAFO III in 2021 included the four original countries plus Chad, Guinea and Senegal. In 2023, KAFO IV included Benin, Burkina Faso, Guinea, Mali, Mauritania, and Chad. And in 2024, KAFO V for the first time, Ghana. In addition KAFO VI in 2025 saw a new methodology for the operation with a stronger focus on the capacitibyt building of front line officers. At the initiative of the UNODC and in view of the persistent security challenges in the Liptako area, known as the three borders (Niger-Mali-Burkina), on the one hand, and the spread of the threat towards the Gulf of Guinea on the other, a new operation, KAFO VII, aims to intervene in countries in the two sub regions.
Qualifications/special skills
• Minimum of five (5) years of practical professional experience, knowledge and understanding of the international legal framework on arms control and organized crime incl. knowledge of the Firearms Protocol and its intergovernmental processes is required. • Experience in developing strategies and coordinating activities, including institutional advocacy with national and regional policy makers, evidenced by established relationships with key contacts among policy makers in the region is desirable. • Ability to facilitate coalitions and establish solid partnerships with technical executives and experts from various professional backgrounds is desirable. • Excellent interpersonal and communication skills, including a proven ability to build relationships with key contacts in the media, civil society and policy makers in West Africa is desirable. • Excellent administrative and project management skills and excellent organizational skills is desirable. • Ability to work as a member of a diverse and geographically dispersed team, with minimal supervision is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English and French is required. Knowledge of another United Nations Secretariat language is an advantage.
