Organizational Setting and Reporting Relationship

The position of Associate Risk Management Officer is assigned to the Operational Risk and Risk Governance Unit (RMOD-OGU) within the Office of Risk Management. You will be based at our Headquarters in Manila, Philippines.

You will report to Advisor, RMOD & Head, Operational Risk & Risk Governance Unit or designated technical international staff.


Your Role

As an Associate Risk Management Officer, you will help implement the operational risk management framework for departments managing Third Party, Resilience, and Technology Change Management risks (included within the Process Execution, Operational Resilience and Vendor risk domains). You will collaborate with these departments to ensure required controls are in place and aligned with ADB's developmental impact goals. You will train stakeholders on updating the Operational Risk Management tool (OpRiM) and generating management reports, while supporting them in mitigating issues and identifying root causes of incidents. From a broader perspective, your role contributes to strengthening ADB's organizational resilience and enhancing risk management for both external and internal change.


You will:

a. Strategic Management

  • Ensure that stakeholders managing Third Party, Resilience, Process Execution, and Technology Change risks understand and comply with ADB's operational risk management framework. Foster a motivated and productive team culture consistent with ADB's values.

b. Operational Risk Management

  • Implement the Operational Risk Framework across departments managing Third Party, Resilience, Process Execution, and Technology Change risks. Ensure risks are identified, appropriate controls agreed and tested, and any mitigation actions monitored through the OpRiM tool, with progress promptly reported to management.
  • Ensure that any material events / incidents are reported in the operational loss database (including near misses).

c. Risk Governance and Reporting

  • Prepare documents relating to risk management of Third Parties, Resilience and Process Execution and Technology Change, for relevant governance meetings.
  • Collaborate with relevant multilateral organizations and educational institutions, to share industry best practices.
  • Review all communications and provide comments on any risks not identified in the areas of Third Parties, Resilience, and Process Execution and Technology change.

d. Institutional Coordination

  • Coordinate with departments managing Third Party, Resilience, and Change Management risks, along with risk domain Subject Matter Experts (SMEs), to embed operational risk into ADB's culture. Stay informed of departmental changes and collaborate with stakeholders to complete change risk assessments.

e. Policy and Methodology

  • Review amended and revised policies, and practices, and provide feedback on whether they are fit for purpose.
  • Work with your risk domain SMEs to develop Risk Appetite statements, metrics and key performance indicator / key risk indicator for Process Execution Change, and Vendor, aligned with industry best practice and the ADB vision.

Qualifications

You will need:

  • Bachelor's degree in business, finance, banking, economics, accounting, or related fields; preferably with advanced training.
  • At least 5 years of relevant professional experience in risk management.
  • Demonstrated experience and understanding of industry best-practice operational risk management tools and techniques.
  • Understanding of change risk management, including system and business change / projects, across a development banks portfolio.
  • Written and verbal proficiency in English.
  • Demonstrated relationship management and collaboration skills.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
