The World Food Programme (WFP) Nepal supports the Government of Nepal in advancing food security, nutrition, emergency preparedness, and sustainable, resilient supply chains across all levels of the federal system. Operating within a dynamic, hazard‑prone context marked by geographic complexity, shifting market systems, and evolving governance structures, WFP’s supply chain plays a central role in enabling efficient, accountable and innovative programme delivery.

The Head of Supply Chain in the Nepal Country Office reports to the Deputy Country Director and leads all supply chain functions, including procurement, logistics, retail/market‑based arrangements, and supply chain service provision to ensure that WFP operations are agile, efficient and future‑ready. The role requires a forward‑looking perspective that leverages innovation, technology, and market systems to optimise end‑to‑end supply chain performance in support of WFP’s portfolio.

In the Nepal context, this role is particularly critical for strengthening government systems at the federal, provincial, and local levels, with a strong emphasis on developing national capacities for emergency logistics, food systems resilience, and integrated supply chain management.

While working under broad guidance from the Deputy Country Director, the position requires a high degree of independent judgment, proactive problem‑solving, and the ability to design and implement supply chain optimisation initiatives suited to Nepal’s diverse socio‑geographic landscape. The role serves as a key enabler of integrated, cost‑effective and coordinated supply chain solutions that support WFP’s strategic outcomes in Nepal.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority)

Under the supervision of the Deputy Country Director, the incumbent will:

  • Oversee all country office supply chain functions, including procurement, logistics, retail, and market‑based arrangements, ensuring alignment with global, regional and country policies and strategies to deliver efficient, reliable, and quality operations.
  • Take charge supply chain optimisation and innovation efforts, to augment and support the design programmatic interventions, including through market analysis, network design, systems strengthening, and identification of opportunities to enhance agility, cost‑efficiency and operational performance.
  • Drive integrated, cross‑functional planning and collaboration across programme, admin, finance, IT and other units to ensure cohesive, timely, and cost‑effective end‑to‑end supply chain support and services for all operational modalities.
  • Provide strategic and technical leadership in supply chain service provision, including warehousing, transport, procurement support and other on‑demand services to internal units, UN agencies, government, NGOs and private‑sector partners.
  • Manage and continuously improve HSA operations, ensuring the Humanitarian Staging Area functions as a high‑performing hub for logistics coordination, emergency preparedness and response, and partner service delivery.
  • Oversee financial management and supply chain risk mitigation, ensuring robust internal controls, quality assurance, loss prevention, and evidence‑based use of resources.
  • Build and maintain strong operational partnerships with government counterparts, UN agencies, NGOs and private sector actors to strengthen coordination and foster harmonized, cost‑effective supply chain solutions.
  • Strengthen national capacities by guiding and supporting technical assistance, training, simulation exercises and knowledge‑transfer initiatives with government and partners.
  • Oversee emergency supply chain preparedness and response, coordinating the mobilisation of assets and representing WFP in its co‑lead role within the National Logistics Cluster.
  • Supervise, guide and develop staff, fostering a high‑performing team capable of delivering analytical work, reporting, and effective day‑to‑day supply chain operations

Qualifications & Experience Required.

  • Advanced university degree in Supply Chain Management, Logistics, Engineering, Business Administration, Transport Economics or a related field; or a first‑level degree with additional years of relevant professional experience and/or specialized training.
  • A minimum of three years of progressively responsible professional experience in supply chain or logistics operations, including hands‑on experience coordinating or supervising activities in warehousing, transport, procurement support, or integrated logistics facilities. Private sector experience is an advantage.
  • Proven experience supporting or leading end‑to‑end supply chain operations, including operational planning, service delivery, and cross‑functional coordination with programme, finance, admin and other units.
  • Experience managing logistics hubs, staging areas, or other integrated operational facilities, including oversight of day‑to‑day workflows, team supervision, compliance with procedures, and service delivery to partners.
  • Demonstrated experience delivering supply chain or logistics services to internal clients or external partners with a strong service‑orientation, including work with government institutions, UN agencies, NGOs, or private‑sector stakeholders.
  • Experience conducting analytical, conceptual, and financial reviews (e.g., cost analyses, performance assessments, optimisation studies) to support operational decision‑making and improve supply chain efficiency.
  • Experience contributing to multi‑unit or partner planning processes, ensuring timely alignment of supply chain requirements with programme timelines, emergency readiness needs, and partner operations.
  • Experience supporting emergency preparedness and response operations, including mobilization of logistics assets and participation in coordination platforms such as logistics clusters.
  • Experience designing or facilitating technical assistance and capacity strengthening activities, such as training, workshops, simulation exercises, or advisory support to government or humanitarian partners.
  • Strong communication, coordination, and digital skills, with proficiency in Microsoft Office; experience with logistics information or supply chain management systems (e.g., LESS, WMS, transport management systems) is highly desirable.

Language: Fluency in both written and spoken English and Nepali languages.
