Organizational Context and Scope
Under the overall supervision and direct supervision of the Chief of Mission (CoM), and in close coordination with programme leads and resource management units in the mission, as well as the Regional Thematic Specialist (Humanitarian Response and Recovery) in the Regional Office (RO), Bangkok, the Programme Officer (Transition and Recovery) will be responsible for managing, and contributing to the expansion of IOM’s Transition and Recovery portfolio in Cambodia, as well as contributing to the management and administration of the IOM Sub-Office. The incumbent will ensure that programming is strategically aligned with IOM’s global and regional frameworks, national development priorities, and emerging sub-national recovery needs.
The Programme Officer (Transition and Recovery) will lead the implementation and coordination of integrated recovery, stabilization and resilience-building interventions in crisis-affected communities along the Cambodia–Thailand border. The role encompasses managing programme implementation across recovery, peacebuilding, infrastructure, and (re)integration initiatives, ensuring alignment with national priorities and IOM standards. The incumbent will manage budget management, financial compliance, and donor reporting, serve as the key focal point for donor engagement, and coordinate with government and partners, while promoting strong inter-unit collaboration to deliver coherent and sustainable stabilization outcomes.
Responsibilities
- Oversee the effective development and implementation the transition, recovery, and stabilization programme by exercising administrative, operational and financial management responsibility for relevant project.
- Provide operational management, guidance and technical supervision to transition and recovery national and international staff, assisting on programmatic strategy and implementation, including where to focus programme resources and operational challenges as they arise.
- Establish, maintain and further expand strong relationships across UN Agencies, humanitarian organizations, government and community interlocutors, and with a broad range of other local interests toward the successful implementation of the transition and recovery programme.
- Identify the priorities arose during the implementation of the Programme and coordinate the design and contribute to the development of the new projects under the Programme and activities based on solid results framework and in response to emerging trends and priorities, as well as donor interests and requirements, in close coordination with the COM, Regional Office, relevant Units at the Headquarters (HQ), as well as with Government counterparts and other relevant public/private sector’s partner organizations.
- Ensure timely and quality preparation and submission of all programme reports, in close coordination with the relevant units of the Country Office (CO) and Coordinate and manage the elaboration and compilation of programme updates/briefs for donors, government and other relevant stakeholders according to requirements of IOM, donors and relevant stakeholders.
- Monitor progress against strategic objectives, programme benchmarks, and provide advice with respect to improvements and corrections; oversee the establishment of a common Monitoring and Evaluation (M&E) framework that incorporates regular reporting requirements and impact evaluation strategies, in close coordination with M&E Officer of CO.
- Ensure that the objectives set in programme documents and budgets, M&E frameworks and work plans are compliant with IOM’s organizational policies and donor’s contractual requirements, interests and expectations.
- Oversee the production of visibility/communications materials in close coordination with Public Information Officer/Focal Point of the CO.
- Participate and engage actively at relevant donor or partner meetings, briefings and conferences at the international and national level.
- Supervise and provide technical support to all relevant Programme staff. Mentor and support staff, conduct relevant trainings and ensure the capacity building of Programme staff.
- Coordinate the development, dissemination and regular update of assessment and monitoring tools, draft Standard Operating Procedures (SOPs) and oversee the development and maintenance of data collection and analysis mechanisms and share relevant information with partners within the humanitarian community.
- Manage the Operational, Human Resources, Administrative, Financial and Supply Chain functions of the Sub-Office and in accordance with the IOM’s rules and regulations, and ensure the implementation of institutional procedures across the Sub-Office and Field Offices.
- Ensure adherence to the safety and security procedures for IOM staff, premises and assets in the Sub-Office, in coordination with the local Office of the United National Department of Safety and Security (UNDSS) and other relevant stakeholders, through regular participation in Area Security Management meetings.
- Provide regular updates to the CoM on the progress on programme implementation, achievements, challenges, cluster/sector discussions, donor liaison issues, as well as identified opportunities for geographical, operational and thematic expansion of IOM portfolio and other opportunities that might benefit the Country Office, IOM in the Region or globally.
- Undertake travel duties nationally or internationally, as required, including the regular visits to field locations, to coordinate, develop and/or support programme implementation.

Qualifications
Required Qualifications and Experience
Education
• Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies or a related field from an accredited academic institution with five years of relevant professional experience; or,
• Bachelor’s degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in programme conceptualisation, development, donor engagement, monitoring, reporting and evaluation;
• Experience in liaison with the government and diplomatic authorities, donors, national/international institutions and multi-stakeholders;
• Experience in programme development and capacity-building activities; and,
• Experience managing stabilization, recovery, or resilience programmes in fragile and complex settings.
Skills
• Sound and proven understanding of internal and international migration issues in the country and in the region;
• Proven oversight of multi-sectoral, multi-donor projects, including budgets and compliance;
• Strong coordination with government and representation in UN/inter-agency fora;
• In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
• Knowledge of UN and bilateral donor programming;
• Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities;
• Excellent leadership, coordination, and information management skills;
• Detailed knowledge of the UN System, NGOs and other international organizations/institutions;
• Knowledge of migration data, labour migration patterns in South East Asia and ability to negotiate with government authorities;
• Good knowledge of human and financial resources management;
• Strong conceptualization, analytical and writing skills;
• Strong communication, organizational and interpersonal relationship skills;
• Ability to meet deadlines and work under pressure with minimum supervision; and,
• Ability to establish and maintain partnerships with development partners, government counterparts, UN agencies, local authorities and other relevant stakeholders.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) and/or Khmer is an advantage.
