Project background
GGGI has a diverse portfolio of programmes in developing countries around the world. These in-country programmes, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.
Over the last decade, the Global Green Growth Institute has consolidated its role as a trusted advisor to Mexico’s federal and subnational governments, actively working collaboratively with key counterparts to establish a strong green growth foundation in the country. In 2014, the Mexican Senate ratified the Agreement for the Establishment of GGGI, which signals Mexico’s commitment to green growth and its recognition of the shared value of this development paradigm in cooperation with GGGI. In 2021, the Country Agreement between GGGI and Mexico was signed between the Mexican Foreign Affairs Secretariat and GGGI; hence, formally recognizing GGGI as one of the country’s key partnering international intergovernmental organizations.
Mexico’s development priorities have evolved in the context of global and domestic changes, resulting in a significant push to transform public life to achieve a greater benefit for all. This intent is ingrained in the National Development Plan 2025-2030, which serves as an umbrella for sectoral and institutional plans and a key tool for cooperation fostering inclusive development. The goal of its political, social, and economic pillars is to bring the nation toward prosperity, security, sustainability and inclusion; thus, green growth and a low-carbon society are key development objectives for the country.
Between 2019 and 2021, the Ministry of Finance and Public Credit of Mexico (SHCP for its acronym in Spanish) as National Designated Authority (NDA) of the Green Climate Fund (GCF), through the GCF Readiness Programme, has received funding to support activities that enhance and strengthen Mexico’s sustainable finance architecture to mobilize public and private, national, and international, climate financing for mitigation and adaptation projects and programmes in the country.
In 2023, a Multiyear GCF Readiness Programme (MEX-RS-003) started its implementation to support the enhancement of Mexico’s priorities via Direct Access Entities (FIRA and NadBank), the SHCP requires support to develop inputs that will allow the prioritization of projects based on national strategies and objectives. Additionally, FIRA requires support in providing inputs for the development of a Manual to continue advancing with the PSAA process.
Objective of the Assignment
The Sustainable Finance Consultant will support the Ministry of Finance (SHCP) in the monitoring of the 2025 Eligible Sustainable Expenditures (ESE) under Mexico's Sustainable Taxonomy (MST), as well as in their integration into the 2026 SDG Bond Allocation and Impact Report. The Consultant will also assess the 2026 Eligible Sustainable Expenditures to determine their degree of alignment with the MST’s Technical Evaluation Criteria and support the identification and analysis of 2027 Federal Expenditure Budget Project (PPEF) budgetary programs with potential alignment with the MST.
This includes supporting the operational application of the MST through the monitoring of the 2025 ESE, their incorporation into the 2026 SDG Bond Allocation and Impact Report, the assessment of the 2026 ESE to determine their degree of alignment with the MST’s Technical Evaluation Criteria, and the identification and analysis of 2027 PEF budgetary programs with potential alignment with the MST, as well as developing visual materials and, where relevant, supporting the design of training workshops on the MST.
The Consultant will report to the Directorate of Environmental, Social and Governance (ESG) Control and Monitoring within the Public Credit and International Affairs Unit of SHCP, and deliverables will be submitted to GGGI Mexico’s Office following approval by the aforementioned Directorate.
Scope of Work
The Consultant will undertake, but not limited to the following activities related to the role of the SHCP in Environmental, Social and Governance (ESG) matters:

Carry out the monitoring of the 2025 Eligible Sustainable Expenditures (ESE) under Mexico’s Sustainable Taxonomy (MST), including their integration into the 2026 SDG Bond Allocation and Impact Report, as well as the systematization of relevant information in structured analytical databases. This also includes conducting follow-up on the recommendations issued in the 2025 assessment, tracking their implementation, and supporting actions to enhance the degree of alignment with the MST

Assess the 2026 Eligible Sustainable Expenditures to determine their degree of alignment with the MST’s Technical Evaluation Criteria, including the application of relevant evaluation methodologies, the identification of alignment gaps and areas for improvement, and the consolidation of results in structured analytical tools and databases to inform subsequent analysis and reporting.

Support the identification and analysis of 2027 Federal Expenditure Budget Project (PPEF) budgetary programs with potential alignment with the MST, including the screening of programs, the preliminary assessment of their alignment with the MST’s Technical Evaluation Criteria, and the consolidation of results in structured analytical tools and databases to inform subsequent analysis and reporting.

Formulate technical recommendations aimed at strengthening alignment with the MST, compiling proposed adjustments and implementation considerations in dedicated recommendation databases, and producing written and visual materials, including a final consultancy report summarizing key findings and outlining proposed next steps.

The expected outputs are the following:

Workplan. Development of a comprehensive and structured workplan that defines the methodology, key activities, timelines, and deliverables for each phase of the project. The workplan will establish clear sequencing of tasks, roles and responsibilities ensuring the organized and timely delivery of outputs related to Mexico’s Sustainable Taxonomy.

2025 ESE Monitoring and Recommendation Tracking Database. Development of a structured analytical database to monitor the 2025 Eligible Sustainable Expenditures (ESE), including their integration into the 2026 SDG Bond Allocation and Impact Report, as well as the review and follow-up of recommendations issued in the 2025 assessment for their application to 2026 budgetary programs. The database will track implementation progress, identify remaining gaps and challenges, capture actions undertaken to enhance alignment with the MST, and support the formulation of additional recommendations to further strengthen alignment with the MST.

2026 ESE Alignment Assessment Database. Compilation of a database containing the results of the alignment assessment of the 2026 Eligible Sustainable Expenditures against the MST’s Technical Evaluation Criteria, including alignment levels, identified gaps, areas for improvement, and supporting technical rationale.

PPEF 2027 Programs – MST Alignment Analysis Database. Development of a structured database capturing the screening and preliminary alignment assessment of PPEF 2027 budgetary programs with the MST, including potential alignment levels, technical justifications, and key findings derived from the analysis.

MST written or Visual Materials. Creation of infographics, notes and/or presentation materials on Mexico’s Sustainable Taxonomy, incorporating key findings, data tables, and graphical outputs generated from the analysis and alignment assessments conducted during the consultancy.

Final Consultancy Report. Preparation of a final report that consolidates the overall outcomes of the consultancy, summarizing key findings, alignment results, and proposing next steps and recommendations to further integrate Mexico’s Sustainable Taxonomy into budgetary planning, expenditure classification, and sustainable finance reporting processes.

Reporting Arrangements
The development of the consultancy will be monitored and coordinated mainly through activities with the SHCP and supervised by the ESG and Gender Officer of GGGI’s Mexico Office. The consultancy will be based on-site at SHCP offices (Plaza Inn, Av. Insurgentes Sur 1971, 8th floor, Álvaro Obregón, CDMX). The schedule will be defined by the SHCP.
All deliverables must be written in Spanish/English (when required), in accordance with GGGI’s formatting requirements, and submitted with proof of an editable file back-up (e.g. .docx, .pptx) in an external hard-disk and GGGI SharePoint system. Where relevant, the consultant shall also provide sets of raw data, research materials, and meeting notes related to the contractual objective. Every deliverable must be previously approved by the SHCP before being sent for GGGI’s review in order to complete the payment process and should be kept in strict confidentiality as well as all project-related information. The consultant's Employment period will be finished until the last payment is completed.
Suggested methodology and competence requirements
The consultant should follow the specific methods provided by the Contract Supervisors and ensure full confidentiality of the work delivered. The consultant will make the best use of both primary and secondary sources of information for the development of activities defined under the contract objective. The consultant will always provide the information to the Ministry of Finance and Public Credit and the ESG and Gender Officer of GGGI Mexico’s office for review and approval, prior to taking final action.
The consultant should demonstrate the credentials described below.
Expertise required

(REQUIRED) Bachelor’s degree in Economics, Finance, International Relations, or similar majors.

(REQUIRED) At least 2 years of experience in business administration, administrative support, data management or related areas.

Experience working with databases and conducting data analysis.

Proficiency in Spanish and working knowledge of English.

Knowledge of analytical tools such as Phyton, R Studio, R Markdown, Excel, and Microsoft Office.

Strong self-learning ability and teamwork skills; clear and professional communication; high sense of responsibility; adaptability; and resilience under work-related pressure.

Experience managing multiple tasks under tight deadlines.

Strong attention to detail and commitment to high-quality deliverables.
