Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.  

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.  

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. 

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas.  The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat. 

The IFRC Jamaica Country Office was reestablished to support the response and recovery operation following Hurricane Melissa and continues to support ongoing recovery and country-level operations in coordination with the Jamaican Red Cross. The operation covers activities across island of Jamaica. The country office operates under regional oversight from the Americas Regional Office and works within the broader IFRC Secretariat structure. The Supply Chain function plays a central role in ensuring effective and accountable delivery of operational activities, and is expected to contribute to sustainable country-level logistics capacity over time. 

Job Purpose

The Senior Officer, Supply Chain Management is responsible for the day-to-day implementation and coordination of IFRC supply chain activities in Jamaica, including procurement, warehousing, transport, fleet management, asset control and logistics reporting, in line with IFRC policies and donor requirements. 

The role ensures effective, accountable and timely delivery of supply chain services in both emergency response and recovery operations, while maintaining compliance with IFRC procedures and internal controls. 

The position works under the technical guidance of the Regional Supply Chain team and in close coordination with the Operations Manager and programme teams. It also supports the Jamaican Red Cross through practical coordination and capacity support to strengthen country level supply chain systems and practices.

Job Duties and Responsibilities

1. Operational Supply Chain Management

  • Implement procurement processes in line with IFRC procedures and donor requirements, ensuring proper tendering, supplier selection, documentation and filing.
  • Coordinate warehousing operations including stock tracking, bin cards, stock records and regular physical inventories. Ensure reconciliation between records and physical stock.
  • Ensure proper storage, handling, rotation and safeguarding of goods.
  • Coordinate transport planning, dispatch and delivery of goods, ensuring proper documentation including signed waybills and proof of delivery.
  • Manage IFRC light vehicle fleet including maintenance, insurance, documentation and usage control.
  • Maintain and regularly verify asset registers and ensure accountability of all IFRC logistics assets.
  • Provide operational input to supply chain planning and support continuous improvement of processes and tools.

2. Compliance and Reporting

  • Ensure adherence to IFRC logistics policies, procedures and internal control requirements.
  • Maintain complete and accurate procurement, stock, fleet and asset documentation, ensuring all records are audit ready.
  • Produce regular logistics reports to support operational decision making and donor reporting.
  • Ensure proper use of IFRC approved logistics systems, including LogIC or equivalent tools.
  • Escalate complex, high risk or non-compliant issues to the line manager and technical supervisor.

3. Coordination

  • Coordinate supply chain activities with Programme and Finance teams within the Country Office.
  • Liaise with Jamaican Red Cross counterparts to align operational activities and support implementation.
  • Coordinate with the Regional Logistics Unit on technical and operational matters.
  • Engage with suppliers, service providers and relevant authorities as required.

4. Capacity Support to JRC

  • Provide practical on the job support and guidance to JRC logistics counterparts.
  • Support strengthening of warehouse management, documentation and reporting practices.
  • Contribute to capacity strengthening efforts and gradual transition of supply chain responsibilities where applicable.
  • Support implementation of systems, tools and standard operating procedures.

5. Preparedness and Emergency Support

  • Support logistics preparedness activities, contingency planning and pre-positioning of stock.
  • Participate in emergency logistics operations as required.
  • Contribute to maintaining operational readiness of supply chain systems and processes.

6. External and Regulatory Coordination

  • Support customs clearance processes and coordination with relevant government authorities.
  • Ensure compliance with local regulations related to transport, procurement and logistics operations.

7. Working approach

  • The role demands a proactive approach, strong ownership of tasks, and the ability to operate independently in a dynamic operational environment. The staff member is expected to maintain high standards of accuracy, accountability and timeliness, actively identify and address operational gaps, and demonstrate strong willingness to learn and consistently apply IFRC systems, procedures and compliance requirements.

Education

REQUIRED

Relevant university degree or equivalent professional qualification in logistics, supply chain management, business administration or a related field. 

Experience

REQUIRED

  • At least 5 years of relevant work experience in logistics, supply chain or procurement, including field-based operational roles
  • Experience managing procurement processes including tendering, supplier selection and contract documentation
  • Experience in fleet management and warehousing operations, including stock control and asset management
  • Experience in transport coordination and delivery management 

PREFERRED

  • Experience working with government authorities and local suppliers 

Knowledge, Skills and Languages

REQUIRED

  • Knowledge of IFRC logistics policies and procedures, including procurement rules and internal controls
  • Strong reporting, record keeping and data management skills; ability to maintain accurate documentation
  • Good coordination and communication skills; ability to work effectively with programme, finance and partner teams
  • Understanding of local regulatory environment including customs and transport requirements
  • Fluent spoken and written English 

PREFERRED

  • Good command of another IFRC official language (French, Spanish or Arabic)
