The consultant will deliver targeted technical support to advance U4E’s energy‑efficiency initiatives by developing regulatory recommendations, coordinating capacity‑building activities, and ensuring high‑quality, timely project outputs. The activities will strengthen policy implementation across regions through expert guidance, training materials, and stakeholder engagement, while producing communication assets and documentation that enhance visibility and impact. Additionally, the role will support guideline development to accelerate adoption of efficient and environmentally sound products.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. United for Efficiency (U4E) is a global initiative launched in 2015 to help developing and emerging markets quickly and comprehensively transition to energy-efficient lighting, room air conditioners, household refrigerators, electric motors, transformers and data centres (see http://united4efficiency.org The UN Environment Programme’s U4E initiative requires the services of an international technical energy efficiency expert to support the development of U4E´s initiative tools and resources as well as in several projects throughout Africa and Latin America, providing technical and management assistance to the country counterpart as well as international experts for the development and implementation of the project components. The consultant will also coordinate logistic arrangements, develop administrative and contracting documentations, and follow up and revise the expected project deliverables to ensure these are properly suitable to the expected Project outputs and delivered in a timely manner. The consultant will also coordinate and develop the training material for the Capacity Building events associated to the activities as well as communication pieces to ensure the recommendations, benefits and upcoming legislation are properly convey to the targeted audiences. The technical expert will develop and deliver the following activities: · Integrate findings of existing data sources to assess the current practices for MEPS, HEPS, MVE, ESM and Public Procurement, and support the development of strategic recommendations/ guidelines for energy efficiency regulations, market monitoring measures, environmentally sound product management measures and public procurement based on the recommended MEPS/HEPS and labels as well as related experience from pilot projects. · Technical and management assistance to country counterparts as well as international experts for the development and implementation of the project components and overall U4E´s initiative objectives. Review of reports and deliverables follow up from international experts and consultants to ensure that activities design and implementation are properly planned and executed. · Coordinate and support the preparation of material and delivery of the project´s Workshops, Trainings, Events and Meetings in the framework of the project activities and the corresponding logistic arrangements for United for Efficiency experts/partners as needed. · Development and revision of project related documentation, such as progress/expenditures reports, workplan, budget, expert and subcontract TOR, etc. · Participate in Workshop, Capacity Buildings and events as required to convey the message on energy efficient appliances benefits and engagement with different stakeholders for the development of the implementation of the project activities. Build capacities for MEPS/HEPS, Labels, market monitoring, verification and enforcement (MVE), Sustainable Public Procurement and other aspects related to energy efficient appliances. · Develop of outreach material for communication on U4E project advancements and support the development and revision of U4E Guidelines and recommendations, especially on regards U4E´s Model Regulations and Sustainable Public Procurement Guidelines. · Support the development of fundraising proposals as directed and overall documentation for the application and submission of national and regional energy efficient projects and programmes

Qualifications/special skills

Minimum Advanced university degree (Masters) or equivalent in engineering (electrical, mechanical, industrial, or similar) or in a relevant scientific development discipline with more than 7 years’ experience and proven technical competencies in the energy sector and specifically in the energy efficiency sector. Previous experience and understanding of Sustainable Public Procurement, MVE policies, technical and regulatory aspects of energy efficiency and the future market direction. Experience policy recommendations on energy efficiency strategies, tools, systems and measurements in line with international best practices. Experience in performing training and providing capacity building and development of didactive material Knowledge and experience in working with government and private sector internationally Experience working in Africa and Latin America regions and multicultural teams would be an asset Active involvement and knowledge of international best practices in energy efficiency strategies and technologies especially energy-efficient technologies, practices and programmes. Knowledge on management of data collection, review and assessment. Ability to rapidly analyze and integrate diverse information from varied field sources to produce highly qualitative presentations Skills for timeliness and quality development of report and documents as well as written and oral presentation. Interpersonal skills to stablish and maintain good relationship with government and stakeholders.

Languages

Fluency in English is required (both spoken and written). Knowledge of the other official languages of the United Nations will be an asset.
