Duties and Responsibilities
Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin America and the Caribbean (ROLAC) is based in Rio de Janeiro, Brazil, and coordinates UN-Habitat’s work across the region, supporting national and local governments and partners in advancing sustainable urbanization and strengthening regional dialogue on urban development. In this context, UN-Habitat is preparing for the 13th session of World Urban Forum (WUF13), which will take place in Baku, Azerbaijan, from 17 to 22 May 2026. The World Urban Forum is the premier global conference on sustainable urbanization, convened by UN-Habitat to bring together governments, local authorities, civil society, academia, and the private sector to discuss the most pressing urban challenges and opportunities. To support regional engagement and participation in WUF13, the ROLAC office will implement a communication effort aimed at disseminating key messages, highlighting regional initiatives, and mobilizing stakeholders from Latin America and the Caribbean to participate in the Forum. In order to support these communication and outreach efforts, UN-Habitat is seeking a Consultant (Video Maker) to produce audiovisual materials that will help promote the event and amplify the voices, experiences, and perspectives of stakeholders from the region, in close collaboration with the ROLAC communication and technical teams. Report to UN-Habitat Manager The Consultant reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The Consultant (Video Maker) will support the implementation of the project, and its activities, with the following responsibilities: a) Edit audiovisual materials, including interviews and event footage, incorporating subtitles, transitions, graphics, animations, and other visual elements, when necessary, in accordance with UN-Habitat’s communication standards and visual identity. b) Adapt and format edited videos for dissemination on digital platforms, including social media and YouTube. c) Maintain a shared and organized archive of all the produced multimedia. d) All Software licenses for editing images must be the property of the consultant, as well as it is their (his/her) responsibility to bring all audiovisual equipment, if needed, to perform the described activities (cameras, lenses, flashes, microphones, batteries, tripods, connectors, and cables) - excluding UN-Habitat of any liability for damage or cost related to it. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The consultant shall assist in the communication and visibility efforts related to the 13th session of the World Urban Forum, according to the stated responsibilities and the delivery of the following products: Product 1: Interview Compilation Video Production of one (1) horizontal video of up to five (5) minutes, compiling interviews recorded in previous events, highlighting key reflections, outcomes, and strategic positioning. Deliverables: • One (1) horizontal video (16:9), up to 5 minutes. • Delivery of o One (1) version with English subtitles. o One (1) version with Spanish subtitles. o One (1) version with Portuguese subtitles. • Quality: 4K. • Professional editing flow ensuring narrative coherence. • Integration of lower thirds for speaker identification. • Opening and closing institutional vignettes. • Inclusion of graphic elements aligned with WUF13 branding. • Audio treatment and basic color correction. • Delivery in formats suitable for YouTube and institutional dissemination. • Proper organization and archiving of final versions. • Scripts and interview selection criteria will be validated by the Communication and Technical teams. Expected delivery date: 30 days after contract signature. Product 2: Instagram Short-Format Videos Production of fifteen (15) short-format videos for Instagram, with a maximum duration of one minute and thirty seconds (1’30’’) each, optimized for digital engagement and social media dissemination. The videos may include edited interviews, event highlights, key quotes, thematic summaries, or animated lettering to reinforce strategic messages from WUF13. Deliverables: • Fifteen (15) vertical videos (9:16 format), up to 1’30’’ each. • Each video delivered in: o One (1) Portuguese version. o One (1) Spanish version. • Quality: 4K. • Integration of animated lettering, transitions, lower thirds, and graphic elements aligned with institutional branding. • Audio treatment and basic color correction. • Delivery in formats optimized for Instagram Reels and other social media platforms. • Organization and delivery of all final files in a shared digital archive. • Scripts or key messages will be provided and/or validated by the Communication team prior to finalization. Expected delivery date: 60 days after contract signature. Product 3: YouTube Institutional Videos Production of five (5) institutional videos in horizontal format, approximately three (3) minutes each, highlighting key messages, participation, and strategic themes addressed during WUF13. Deliverables: • Five (5) videos in horizontal format (16:9), approximately 2 minutes each. • Each video delivered in: • One (1) Portuguese version (with Portuguese subtitles, if applicable). • One (1) Spanish version (with Spanish subtitles). • Quality: 4K. • Inclusion of opening and closing vignettes, lower thirds for speaker identification, and graphic elements aligned with UN-Habitat’s visual identity. • Basic color correction and audio treatment. • Integration of logos, institutional animations, and official visual guidelines. • Delivery of final files in formats suitable for YouTube publication. • Organization and delivery of all final versions in a shared digital archive with standardized file naming conventions. • Scripts will be provided and/or approved by the Communication team prior to editing. Expected delivery date: 120 days after contract signature.
Qualifications/special skills
Education Required: • Bachelor's degree in Communications, Journalism, Marketing, Public Relations, Film Studies or related fields or additional three (3) years of relevant experience to the post, beyond the requirement. Work experience: • A minimum of four (4) years of professional experience in video editing is required, with a portfolio provided upon request. • Demonstrated experience in producing audiovisual content for institutional communication, including short-format videos for social media platforms and longer narrative videos for digital dissemination (e.g., YouTube), is required. • Experience in documenting public events, conferences, workshops, or institutional initiatives, including the recording and editing of interviews with participants, stakeholders, or authorities, is required. • Experience working with international organizations, development agencies, or public sector institutions is desirable. • Knowledge of local context is desirable. • Experience related to the UN and/or any other international agency is desirable. Skills: • Proficiency in the use of software such as Adobe Premiere or equivalent and Adobe Photoshop is required. • Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines is required. • Good understanding of social media platforms (Facebook, Twitter, Instagram, YouTube, etc.) and its different dynamics and characteristics for adequate application of graphic design products is required. Competencies • Professionalism: Experience working in an inter-institutional environment, project management, monitoring-evaluation; approaches and strategies regarding good urban governance and local and regional development. • Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines. • Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. • Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main streaming of vulnerability; willingness and ability to work in difficult environments. Knowledge Management • The person must know the processes, procedures, and norms of UN-Habitat, to guarantee an adequate quality of the activities described above, following the standards of the organization. • The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. • The person must know the file of the Office, work with it, and ensure its proper maintenance, accessibility for all staff, and due updating. • The person will prepare databases related to the project running. • The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. • The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. • The person will only share the information produced with the team agency, assuring the privacy of the content.
Languages
• English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. • For the post advertised, fluency in Portuguese is required. Working knowledge of Spanish and English are desirable.
Additional Information
Travel details: The consultant must be available to travel to the places related to the activities in the country, if requested by the Head of Brazil Office. Missions will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines. Remuneration LICA 2 UNOPS Salary Scale The consultant will receive a total amount of USD 5,000 according to the following • Payment 1 – 15%: Upon delivery and approval of Product 1 (USD 750) • Payment 2 – 45%: Upon delivery and approval of Product 2 (USD 2,250) • Payment 3 – 40%: Upon delivery and approval of Product 3 (USD 2,000) Notes Appointment against this post is on local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply. The extension of this contract is subject to availability of funds and/or performance. Any contract extension is not automatic.
