Project Context and Scope

The candidate will be responsible for supporting the implementation of environmental sustainability and climate action components across the mission. This includes leading the development of safeguard documentation related to environmental, social, and security risks for basic infrastructure and WASH interventions under the Peace and Recovery and the African Development Bank  (AFDB) projects. The consultant will also contribute to initiatives related to peacebuilding, resilience, and durable solutions in relation for climate nexus, and support the application of a communitybased planning approach across the portfolio, including Food Security and Livelihoods interventions. 


 
Organizational Department / Unit to which the Consultant is contributing

Multiple projects, including the African Development Bank Project; Strengthening the Security–Climate Nexus in Gedaref, Sudan; SUIDAC II; KDMECC; and CAD activities implemented across the mission. 
Under the overall supervision of the Deputy Chief of Mission/Head of Programmes, the consultant will work under the direct supervision of the Programme Manager for the African Development Bank (AfDP) Project for all AfDPrelated activities. All other activities not related to AfDP, including environmental sustainability and climate action components implemented across the mission, will be carried out under the supervision of the Transition and Recovery Officer/Coordinator.

Responsibilities

Tasks to be performed under this contract
  • Support the implementation of environmental sustainability and climate action components across the mission’s portfolio.

    • Ensure integration of climatesensitive and environmentally sustainable approaches within peacebuilding, resilience, and durable solutions programming.

      • Provide technical support on the security–climate nexus to inform programme design and implementation.

      • Review and screen planned and ongoing procurement, infrastructure, and operational interventions for environmental and social (E&S) risks in line with IOM ESS standards and applicable donor safeguard frameworks (e.g. World Bank ESF, AfDB ISS and Cities Alliance (UNOPS)).

      • Ensure mitigation measures are integrated into technical specifications, tender documents, contractor agreements, and Environmental and Social Management Plans (ESMPs).

      • Support the development of SOPs, tools, monitoring indicators, and reporting templates to embed E&S requirements into procurement and implementation processes.

      • Conduct awareness raising and capacity strengthening activities for project staff, procurement and logistics teams, engineers, vendors, and partners.

      • Undertake periodic field visits to monitor compliance with E&S mitigation measures and prepare summary and safeguarding reports.

      • Report environmental and social incidents, recommend corrective actions, and produce Root Cause Analysis (RCA) to capture lessons learned.

      • Provide technical inputs to donor reporting on E&S compliance and lessons learned.

      • Coordinate with the RO MENA on Climate Change and Migration (CCMD) related activities and with RO Nairobi on KDMECC implementation and reporting.

      • Report relevant information and updates to CAD at HQ level, in line with corporate reporting requirements.

      • Support the organization and facilitation of KDMECC related workshops in coordination with government HCNER and other counterparts, including documentation, logistical arrangements, and reporting.related workshops in coordination with government ‑related workshops in coordination with government 

      • Contribute to UN Country Team (UNCT) reporting under Pillar Four on environment and climate change.

      • Perform such other duties as may be assigned.

Performance indicators for the evaluation of results
  • Timely and effective implementation of environmental sustainability and climate action components across the mission’s portfolio, as reflected in approved workplans and activity reports.

      • Timely integration of E&S mitigation measures into technical specifications, tender documents, contractor agreements, and approved ESMPs. 

      • Development and adoption of SOPs, tools, monitoring indicators, and reporting templates to mainstream E&S requirements into procurement and implementation processes.

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in environmental Sustainability, Climate Change, Social Sciences, Environment, International Relations, or a related field from an accredited academic institution with minimum six years of relevant professional experience; or, 

  • University degree in the above fields with seven years of relevant professional experience with demonstrated concrete results

Experience

  • At least five years of senior level experience in strategic evaluation and strategic development in both the humanitarian and development field with international organizations or Governmental institution. 
    • Demonstrated skills in knowledge management, innovation, policy development, and strategic planning and advocacy.

    • Work experience within the UN system, particularly in leading and/or coordinating Or high council of environment and natural resources would be a strong advantage

Skills

  • Ability to conceptualize and strategically analyze complex issues related to environmental sustainability

    •  Excellent technical writing skills, including the ability to draft strategic papers, thematic reports and policy briefs.

      • Proven ability to lead collaborative exercises across internal stakeholders.

      • Speaks and writes clearly and effectively in English and Arabic; tailors communication style to different audiences.

      • Proactive and independent worker with strong teamwork and interpersonal skills, a fast learner with sound administrative and time management abilities, strong analytical and planning skills, the ability to prepare clear and concise reports, proficiency in computer applications and data analysis tools, and a demonstrated commitment to integrity in carrying out assigned responsibilities.

Languages

For this consultancy, fluency in English and Arabic is required.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
