Organizational Context and Scope

Under the overall supervision of the Head of Sub-Office (HoSO) in Cotabato and direct technical and administrative supervision of the Sr. Peace, Transition and Recovery Project Assistant in Marawi City, the successful candidate is responsible and accountable for facilitating the fulfilment of quality implementation of peace, transition and recovery programming at the filed level in Mindanao, particularly the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), in accordance to IOM’s polices, standards, and commitments. The candidate is expected to work closely with Barangay Local Government Units (BLGUs) of Lanao del Sur and Marawi, and field focal points of Marawi Rehabilitation Program (MRP), Marawi City’s Project Management Office (PMO), and National Housing Authority (NHA), and other relevant government and non-government stakeholders for the quality implementation of shelter and settlement assistance and other interventions focused on supporting the transition, recovery, and durable solutions of IDPs and affected populations. 

Responsibilities

  1. Provide clerical and administrative support to daily implementation of shelter, settlement, and durable solutions project activities.
  2. Retrieve, compile, and summarize information on specific project topics related to shelter, settlement, and durable solutions to support project planning, reporting, and decision-making.
  3. Support administrative coordination for project implementation, involving liaison with other organizational units or external parties to initiate requests, obtain necessary clearances, process, and follow-up on administrative actions.
  4. Assist in assessments, monitoring, feedback-gathering, and validation activities to inform appropriateness of IOM’s interventions.
  5. Support in logistical and administrative organizing of meetings, workshops, trainings, and other field activities. 
  6. Respond to general information requests and help set up / maintain the files and records updated. 
  7. Assist in the field of operationalization of the Accountability to Affected Population (AAP) mechanism and Prevention of Sexual Exploitation and Abuse (PSEA) measures for the project.
  8. Assist the project team in documenting best practices, human interest stories, and success stories, and provide support in developing communication materials that are culturally appropriate and conflict sensitive.
  9. Perform other duties that may be assigned.

Qualifications

Required Qualifications and Experience

Education

  • Bachelor’s degree in Community Development, Peace and Development, Social Work, or a related field from an accredited academic institution with a minimum of one year of relevant professional experience.
  • High School degree from an accredited academic institution with at least three years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in community organizing/mobilization, community engagement, social cohesion, and socioeconomic initiatives.
  • Work experience on humanitarian, development and/or peacebuilding nexus projects is an advantage.
  • Work experience and knowledge of BARMM context, post conflict settings, and on Mindanao protection issues is an advantage.
     

Skills

  • Field implementation skills on peacebuilding, community stabilization, and socioeconomic development in conflict or displacement affected areas.
  • Good knowledge of data protection and data management.
  • Strong computer literacy and familiarity with MS Office applications.
     

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English and Filipino is required (oral and written). 

Desirable, working knowledge of any BARMM language. 

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
