Organizational Setting and Reporting Relationship
The position of Project Analyst is assigned to the Bangladesh Resident Mission (BRM) within the South Asia Department (SARD). You will be based at the Bangladesh Resident Mission Office in Dhaka, Bangladesh.
You will report to designated technical international staff and officer.
Your Role
As a Project Analyst, you will provide statistical, administrative, and analytical support to project administration and portfolio management in general.
You will:
- Contribute to the administration of assigned projects which includes reviewing technical reports, bid documents, and evaluation reports, preparing project performance reports and drafting correspondence following ADB guidelines for procurement and consultants' recruitment.
- Provide and quality data entry, verification, and retrieval. This data is necessary for the maintenance and active use of monitoring tools, such as procurement review system, audit tracking tool, contract awards, and disbursement.
- Update individual eOperation/SovOps records for loans and technical assistance projects (TAs) and upload all necessary reports to the eOperations/SovOps, and maintain data integrity through a quarterly data validation process.
- Maintain database for managing Bangladesh and sectors portfolios and compile statistical data on projects/TAs and processes.
- Monitor progress on contract awards and disbursements and implementation of agreed actions, and alert project officers and portfolio manager on possible risks and suggest steps to be undertaken to improve progress.
- Coordinate meetings on portfolio performance including preparing project performance reports, minutes of meetings, and following up with concerned parties on the implementation of the agreed measures.
- Help plan the performance of projects, including consolidating projections of contract award and disbursement targets, and other performance indicators.
- Help prepare Tripartite Portfolio Review Meetings (TPRMs), Country Portfolio Review Missions (CPRMs), Project Review Missions, Programming Missions, and other high-level meetings.
- Conduct a review of audited project financial statements. Collaborate with the financial management specialist to ensure compliance with financial agreements. Provide guidance to executing agencies for actions. Additionally, contribute to the review of multiple documents, and help draft papers for assigned projects.
- Liaise with and support BRM Staff, HQ Staff, and government agencies to facilitate administration and monitoring of ADB-financed loan and technical assistance projects. Implement the agreed plan for project administration.
- Monitor physical progress of the loan and TA projects implementation, by following up on standing obligations of executing agencies (EAs).
- Help implement procurement plans, review procurement documents in monitoring project and loan/TA closing dates and take necessary administration actions.
- Help recruit consultants and staff consultants and administration of consultancy contracts.
- Provide support in the preparation of Project Completion Reports and TA Completion Reports.
- Help process disbursements for assigned projects by reviewing withdrawal applications for compliance with the loan agreement, and preparing/reviewing data input for Procurement Contract Summary Sheet (PCSS).
- Participate in multiple missions by providing assistance in collecting data on contract awards and disbursements, reconciliation of project accounts, compliance of loan covenants, field reviews, compliance with ADB safeguards and gender policies.
- Be the first line of information for BRM in handling requests from government agencies and others for data and status reports on ADB assisted projects.
Qualifications
You will need:
- Bachelor's degree in engineering (preferably in civil/water resources engineering), agriculture, economics, rural development, business administration or related area.
- At least 5 years of relevant work experience across sectors preferably with the agriculture, food, nature, and rural development (AFNR) sector, and/or water resources sector; related experience in international agencies is an advantage.
- Knowledge of contract administration practices, procurement rules and regulations, safeguard implementation and their applications in the country context.
- Ability to quickly understand operational procedures of multilateral/development financial institutions.
- Proven ability to undertake background research and analysis on difficult but well-defined tasks, collect and organize required data and information, apply appropriate computer skills in analyzing and developing the data, and prepare notes, papers and sections of reports across sectors including the AFNR sector.
- Good analytical thinking and demonstrate expertise in critical analysis and understanding on feasibility studies, technical drawings, and design reports related to AFNR sector.
- Understanding on bill of quantifies (BOQ), technical design specifications, and bidding requirements such as employers' requirements will be an advantage.
- Establish and maintain productive contacts with appropriate officials of host government, donor agencies and executing agencies.
- Proficiency in using Microsoft software packages for performing word processing, spreadsheets, graphics, database applications and other required information technologies.
- Familiarity with local languages and institutions
- Excellent written and verbal communication skills in English.

Additional Information
This appointment is open to internal and external applicants.
This opening is a local staff position. It is open only to nationals and permanent residents of Bangladesh.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
