Purpose of consultancy

Support the PCO Manager in planning, supervising, and monitoring SHEIP’s health service delivery, preparedness, and climate-resilient interventions

Background 

Sudan is facing severe public health emergencies caused by armed conflict, population displacement, disease outbreaks, economic instability, and natural disasters. These pressures undermine the health system and emphasize the need for sustainable energy solutions to strengthen service delivery and resilience.

WHO is working to expand access to healthcare services through the project specifically by improving access to basic essential primary healthcare services; strengthening emergency preparedness and response; and building health system resilience in Sudan including investments in renewable energy.

The African Development Bank has approved a grant of $ 54.5 million (USD) for Sudan to implement the SHEIP through WHO. The Project Management Unit (PMU), hosted by WHO, will manage planning, implementation, monitoring, evaluation, finances, and compliance with AfDB/WHO standards.

A Project Coordination Office (PCO), located in the Ministry of Health (MoH), will serve as the central hub for SHEIP. It will coordinate with MoH directorates, state ministries, local authorities, AfDB, the PMU, and implementing partners, while also leading stakeholder engagement and community consultations to promote local ownership.

In this context, WHO seeks to recruit a National Consultant – Program Coordinationto oversee and ensure the effective implementation and coordination of SHEIP.

Deliverables

The consultant will support the Project Coordination Office (PCO) in ensuring effective planning, coordination, and technical oversight of SHEIP implementation. The consultancy will deliver the following outputs:

Deliverable 1: Planning Support

-Support the preparation and consolidation of the SHEIP annual and quarterly implementation plans.

-Assist in updating implementation timelines and activity tracking tools.

Deliverable 2: Progress Reporting

-Support in the preparation of monthly and quarterly technical progress updates summarizing key activities and implementation status across project components.

Deliverable 3: Coordination Documentation

-Develop summaries of coordination meetings with WHO technical teams, implementing partners, and government counterparts.

-Keeo track of log to support follow-up on agreed actions.

Deliverable 4: Monitoring and Field Visit Reporting

-Assist in the documentation of monitoring visits and implementation reviews.

-Prepare brief reports highlighting progress, challenges, and follow-up actions.

Deliverable 5: Project Documentation Support

Collaborate in preparation and compilation of project documentation, including periodic implementation reviews and knowledge notes.

Educational Qualifications

Essential:First university degree in health sciences, Health Policy, or Project Management.

Desirable:An advanced degree in Public Health or a professional certification in project management is an asset.

Experience

Essential:The candidate must have at least 2 years of relevant professional work experience in health care management.

Desirable:Relevant professional work experience with similar activities in high level management, preferably in managing health projects or programs funded by donors in fragile or conflict-affected settings.

Skills/Knowledge

•Program Management: Planning, coordinating, and monitoring programs; ensuring alignment with organizational goals and donor requirements.

•Financial Oversight: Budget preparation, expenditure tracking, grant management, and compliance with donor/organizational policies.

•Monitoring & Evaluation: Designing and implementing M&E systems, analyzing data, preparing reports, and ensuring evidence-based decision-making.

•Stakeholder Engagement: Building partnerships with government, donors, NGOs, and communities; effective communication and negotiation.

•Technical Knowledge: Project management tools (PRINCE2, PMBOK), results-based management, health systems strengthening/UHC, social protection, and digital solutions for program tracking.

•Soft Skills: Leadership, teamwork, problem-solving, cultural competence, and ability to work under pressure in complex environments.

Language

Essential: Fluency in written and spoken English and Arabic.

The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel

The Consultant is expected to travel according to the required needs to give face-to-face technical assistance and/or training.

Remuneration and Expected duration of the contract (Maximum contract duration is 11 months per calendar year)

  • Remuneration: National grade at NOB level.

  • Expected duration of the contract: 6 months within this period: Start date: 15/04/2026- End date: 14/10/2026
