Important:
Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality. Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.
Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.
A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.
Organisational Context
Under the direct supervision of the Director of the Division of External Operations (DEO), the Judicial Cooperation Support Section (JCSS) is responsible for providing a coordinated, strategic approach to judicial cooperation within the Registry and Court’s stakeholders as a whole, both internally and externally, allowing the Registry to exercise a more prominent and strategic role in this regard.
The JCSS consists of two units, the Judicial Cooperation Unit (JCU) and the Suspects-at-Large Unit (SLU). The Judicial Cooperation Unit (JCU), under the direction of the Head of Unit and the oversight of the Chief of JCSS, is responsible for cooperation matters pertaining to the implementation of Judicial Orders (including, inter alia, tracing and freezing of assets, (interim) release, witness appearance and evidence collection, observations from States) and to the provision of support to Defence, Legal Representatives of Victims and Registry sections for the discharge of activities in the context of their respective mandate.
The Suspects-at-Large Unit, under the direction of the Head of Unit and the oversight of the Chief of JCSS, is responsible for identifying and developing strategies to optimize the arrest of suspects at large, collecting information on their whereabouts and other relevant information that could lead to their arrest, developing networks of partners to reinforce operational and /or diplomatic support, in consultation and coordination with the Office of the Prosecutor, and providing advice to the Chamber on possible courses of actions in this area as appropriate.
Duties and Responsibilities
The Analyst Assistant will report to the Head of Unit and be responsible for the following:
- Assist in the monitoring, collection, and verification of information with respect to the whereabouts and potential movements of suspects at large;
- Assist in the collection, collation, and analysis of open-source information on trends, risks, perceptions and developments of relevance for the implementation of the Unit’s objectives in ICC situation or non-situation countries;
- Utilise and maintain the databases available for analysis tracking, including advanced searches and analytical output;
- Support field missions to identify reliable intermediaries, assist the Unit in establishing and maintaining contact with such intermediaries, and collect relevant information, including on matters related to suspects at large;
- Support in evaluating and analysing information collected, in line with established policies and strategies;
- Assist in fact-checking for the purpose of risk assessments and/or specific operations and projects, other assessments and reports, as required;
- Perform any other duties as assigned by the supervisor.
Travel and Field Missions:
- Demonstrate availability to travel on missions as required to support the unit’s objectives;
- Assist in the conduct of field visits to gather information and liaise with national authorities.
Essential Qualifications
Education
Diploma of secondary education is required.
Experience
A minimum of six years of progressively responsible relevant work experience in information collection, analysis and reporting in political, human rights or security settings, of which a minimum of two years of relevant experience in liaising with intermediaries, is required. An advanced or a first-level university degree may be considered as a substitute for two years' working experience only to determine eligibility.
Proficiency in IT skills, particularly working with databases, OSINT, storage solutions, Word and Excel is strongly desired.

Knowledge of Languages
Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is highly desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.

General Information
- Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2) to implement a tenure policy at the Court as of 1 January 2025.
- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.

- Post to be filled by a national of a State Party to the ICC Statute, or of a State which has signed and is engaged in the ratification process or which is engaged in the accession process. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.3) to introduce a moratorium on the recruitment by the ICC of staff of non-States Parties’ nationality.
