Background
The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.
The successful candidate will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance and continuing need for the post. The incumbent will work in the Human Resources Section of the Mission's Administration Unit.
Tasks and Responsibilities
Under the direct supervision of National Human Resources Officer, the incumbent is responsible for:
- Reviewing Payroll administration and oversight of the Mission’s payroll processes, ensuring accuracy, compliance and timely processing of all payroll-related transactions. Reviewing, verifying and processing of recurring and non-recurring payroll elements and coordination of Labour Distribution (LD) data entries, ongoing and retroactive. Performing comprehensive quality check of payroll reports, identification of inconsistencies, including potential cross-charging between unified budget and extra-budgetary projects and advise on corrective actions. Preparing and analysing payroll related reports and supporting documentation, ensuring adherence to organizational policies and financial regulations;
- Reviewing UB and ExB projects and ensuring alignment with the Common Regulatory Management System (CRMS). Advising on proposed personnel arrangements, staffing modalities and contractual arrangements in line with the regulatory framework, and liaising with programme managers and relevant administrative units to resolve HR-related issues and compliance;
- Supporting the preparation of Mission annual unified budget proposals by ensuring accurate technical implementation of staffing-related data in Oracle/IRMA system. Updating and verifying all post-related changes, including grade levels, organizational assignments and staffing structures, ensuring consistency with approved classification decisions and budgetary provisions;
- Administering contracts and staff entitlements, including initiation and management of contract issuance, extensions and amendments based on performance assessments and operational requirements. Administering Special Service Agreements (SSAs) and maintenance of contractual records;
- Performing HR data analytics and reporting, including in payroll, recruitment, performance management, training and consultancy engagement. Collaborating with the Department of Human Resources Data Analytics Team in testing and implementation of the new automated reporting tools, dashboards and data solutions, and preparing of analytical briefs, reports and presentations summarizing key findings and trends;
- Performing the role of IRMA/Oracle Functional Super User, serving as the Mission’s HR functional super user for the IRMA/Oracle system, acting as the primary focal point for technical and functional matters related to HR modules. Providing guidance and training to HR and programme staff on system use in areas such as Talent Management, leave management and consultant engagement. Participating in User Acceptance Testing (UAT) for system updates and organizational ICT changes affecting HR processes. Coordinating and submitting system-related service requests in accordance with established procedures and ensures effective communication between Mission users and central support teams;
- Acting as the Acting National Human Resources Officer, when needed.
Necessary Qualifications
- Citizenship of or permanent residence in the Republic of Serbia.
- Completion of secondary education, supplemented by formal training in the field of human resources or general administration.
- Minimum six (6) years of working experience in human resources, of which at least two (2) years in an international or multinational environment.
- Established experience in at least one of the following areas: HR administration, contracting, or payroll.
- Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet. Experience with an ERP software is an asset;
- Ability to conduct research and collect information from a variety of sources.
- Excellent written and oral communication skills in English and Serbian;
- Knowledge of OSCE or similar administrative framework would be an asset;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.
- Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity.

Remuneration Package
The incumbent will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance and continuing need for the post.
Appointments are normally made at Step 1 of the applicable salary scales.
Monthly remuneration, subject to social security deductions, is approx. EUR 2,245.92. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
