Togo is part of the Cote d’Ivoire Country Management Unit which covers Benin, Cote d’Ivoire, Guinea and Togo. The CMU has the second largest IDA program in the West and Central Africa region, with a lending portfolio of close to US$11 billion and an ambitious agenda of analytical and advisory work, reflecting a strong partnership with client governments. Cote d’Ivoire has access to IBRD funds in addition to IDA financing. The CMU program has a strong strategic focus on jobs, public sector transformation and human capital development and makes critical contributions to corporate priority programs like M300, access to quality health services, productive social safety nets and skills development. Benin and Togo receive the IDA Prevention and Resilience Allocation due to growing concerns over conflict and have ambitious national prevention strategies and programs which drive IBRD/IDA resource allocation.
The World Bank Group’s new Country Partnership Framework (CPF) with Togo is aligned with ongoing national strategies and focuses on three high-level objectives: Increasing quality private sector employment; Enhancing human capital; Promoting inclusive and resilient territorial development.
The current IDA country portfolio consists of 9 national investment operations (IPF and PforR) and a development policy financing program, for a total commitment of US$ 1.7billion. Togo also benefits from financing under 7 regional IDA operations. The program includes ambitious and transformative operations on agricultural sector transformation (a first joint IDA-IFC-MIGA integrated project and engagement), human capital development, energy sector transformation, public sector performance, with the strong pipeline including a further integrated IDA-IFC-MIGA operation on transport sector development. The program is anchored in an ambitious government reform agenda supported by a development policy finance program. The growing orientation of the portfolio towards Program for Result (PforR) financing exemplifies the alignment between the government program and IDA corporate priorities and initiatives.

Duties & Responsibilities
The key accountabilities of the Operations Officer are as follows:
• Provide general operational support to the World Bank Group Country Manager (CM) as needed, including attending meetings, facilitating provision of operational information; liaising between donors and stakeholders.
• Compile and disseminate information on behalf of the CM to the country team as necessary, including keeping and distributing minutes of key meetings.
• Contribute to teamwork, workflow coordination and an operating culture focused on client service as envisaged under the Country Partnership Framework.
• Coordinate management of the portfolio, including facilitating in-country missions, providing guidance and comments to task teams, and interacting with the client on a regular basis on portfolio management issues including leading results-based CPPR.
• Produce reports and analysis of the Togo’s portfolio, including ensuring the quality of portfolio performance management through project implementation, monitoring and assistance.
• Carry out regular corporate and country portfolio reviews; drafting briefing and speaking notes; coordinate the preparation of briefs, including for senior management and for Spring/Annual Meeting briefs; helping coordinate CMU contributions into the review of regional and corporate products; and other operational tasks, as needed.
• Carry out results tracking of the IDA and trust fund portfolio, working in collaboration with TTLs and M&E Specialist as needed, liaising regularly with task teams on both the framework and the progress towards project outcomes, raising issues to management as needed.
• In coordination with the country team, provides support to the CM in the preparation of management of work program delivery.
• Provide substantive input to the overall country program development and implementation
• Respond to routine inquiries from clients, donors, NGOs, and other civil society representatives.
• Under the supervision of the CM, provide strategic advice to Government, Civil Society Organization, and Donor Agency counterparts working with the World Bank.
• Foster and maintain on-going working relationships with international agencies that can be leveraged for coordination purposes and collaborate closely with Donors and Cooperation Agencies in Togo in the development and articulation of common actions
• Facilitate dialogue with a diversity of stakeholders and support the development of partnerships with them where relevant.
• Supervise and mentor the Junior Professional Associate dedicated to monitor the PRA/PREP program
Selection Criteria
• Masters’ degree with a minimum of 5 years of professional experience.
• Strong analytical skills – mastery of corporate systems (operations portal, standard reports, BI, etc.)
• Ability to function effectively in multi-disciplinary teams within a matrix environment.
• Experience with multi-stakeholder governance, social accountability, leadership, and managing multi-stakeholder networks that engage non-traditional World Bank clients such as networks of youth, private sector and other specific CSOs.
• Written and Verbal Communication – Delivers information effectively in support of team or workgroup.
• Preference Will be given to nationals of the duty station and candidates who have lived in the duty station for more than 12 months.
