Duties and Responsibilities

The International Trade Centre (ITC) is the joint technical cooperation agency of the World Trade Organization and the United Nations. ITC has recently started the implementation of a project "The Botswana Green Value Chain Development for Job Creation" which aims to diversify Botswana’s economy and create decent jobs by strengthening the competitiveness of the ecotourism and horticulture sectors. The project will support small and medium enterprises (SMEs), with a focus on women, youth, and rural communities. Activities will include training, access to finance, and improving the policy environment, while fostering sustainable business practices and digital market access. The programme will operate in Greater Gaborone, Eastern and Northern Botswana, areas where tourism and horticulture offer strong growth potential. By strengthening local capacity and supporting green growth, the project aims to empower communities and promote inclusive economic transformation. The project has two outcomes: Outcome1: Increased trade competitiveness of ecotourism value chains in Botswana and Outcome 2: Increased trade competitiveness of the horticulture value chains in Botswana The ecotourism and horticulture value chains are developed and promoted to boost employment creation, especially for women and youth As part of output 1, ITC will support work related to the Botswana Tourism Masterplan and more precisely the components on Eco-tourism. To advance this work, ITC will retain the services of a national consultant to initial assessment and scoping mission.   Description of Duties and Responsibilities The National Consultant will work under the direct supervision of the Officer, Strategies and Policies for Trade and Investment, Division of Market Development and in close collaboration with other project staff in Botswana. He/she will perform the following tasks: Activity 1: Provide key inputs and analyses for the eco-and-adventure tourism sector strategy. In close coordination with the International Tourism expert, carry out the background research on the tourism sector. Including: • Mapping institutional framework of public and private support organizations and assessing the capacities and constraints. • Map national programmes, existing policies, strategies, and development partners’ contribution to the eco-and-adventure tourism sector development. • Mapping of the eco-and-adventure tourism sector value chain, and key actors • Provide preliminary insights on the current dynamics of selected eco- and adventure tourism areas, including existing initiatives, stakeholder engagement, coordination mechanisms, and enabling conditions, in order to inform a forward-looking assessment of development potential and readiness for cluster-based interventions. • Assessing the market size of the domestic industry, existing services, and compiling data on licensed guides, accommodation providers, transport services, attractions/experience providers, tour operators, certification schemes, training institutions, etc. • Support the assessment of the level of implementation of the Botswana Tourism Master Plan (2022–2032), with a specific focus on progress achieved during the first three years of implementation, including key priority actions, institutional arrangements, and coordination mechanisms. Activity 2: Prepare organisation and accompany scoping missing • Identify and prepare the relevant list of participants to meet during mission including public and private sector and the EU chambers of commerce and European companies operating in the tourism sector and potential investors. • Provide guidance on stakeholder engagement strategies, including identifying sensitive issues or coordination challenges that may influence discussions. • Follow up on the email and communication to secure and confirm the meetings • Accompany expert to the different meetings and provide relevant industry inputs to enrich discussions Activity 3: Inputs to mission report and findings • Prepare and share consolidated notes from mission meetings to the sector expert. • Provide inputs and feedback to the final mission and technical report. Copyright Clause: The consultant has to ensure that she has obtained the necessary permissions with regard to intellectual property rights required to perform her services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties, the consultant shall request the prior written permission from ITC. Qualifications/special skills

• Postgraduate degree (MA/MSc/MBA, PHD or other). • An advanced university degree in relevant discipline (e.g., tourism, economics, international trade and/or business administration). • Extensive relevant experience may be accepted in lieu of the university degree. • A minimum of eight (8) years of experience in the tourism sector in Botswana • Experience conducting stakeholder consultations, interviews, and writing strategic documents. • Work experience in trade development issues. Skills • A good understanding of political and institutional frameworks in Botswana. • Proven ability to synthesize complex information into clear reports and presentations. • Competent in Microsoft Word, Excel, Power Point. • Good interpersonal skills and ability to interact effectively with both government and the private sector.
