We are looking for a Finance Officer to support the financial management of our programmes in Ukraine. 
In this role, you will ensure that financial operations, budgeting, and reporting are carried out in line with CBM policies and donor requirements, including EU ECHO. You will work closely with programme, logistics, and partner teams to ensure strong financial compliance and accountability. 
This position is only filled locally. With contractual conditions of the respective country. An expatriation is not intended.

These are your responsibilities

Budget Monitoring & Financial Operations 

  • Monitor project expenditures against approved EU ECHO budgets and ensure correct allocation to budget lines  
  • Support budget tracking, forecasting, and identification of variances in coordination with programme teams  
  • Process financial transactions in line with CBM systems and procedures  

Financial Compliance, Documentation & Payroll 

  • Ensure all expenditures comply with EU ECHO cost eligibility rules and are supported by complete documentation  
  • Maintain organised financial records with a clear audit trail  
  • Manage payroll processes in line with local labour laws and donor requirements  
  • Review partner financial documentation for accuracy and compliance  

Reporting (ECHO & CBM) 

  • Support the preparation of timely and accurate financial reports for EU ECHO and internal CBM reporting  
  • Ensure traceability between accounting records, supporting documents, and reported expenditures  
  • Coordinate with programme and MEAL teams to align financial and narrative reporting  

Procurement 

  • Support procurement processes in line with CBM and EU ECHO requirements, ensuring transparency and value for money  
  • Prepare and review procurement documentation and support bid evaluations  
  • Maintain complete and audit-ready procurement files  

Partner Support, Monitoring & Audit 

  • Provide day-to-day support to partners on financial management and compliance  
  • Participate in financial monitoring visits and support audits  
  • Follow up on audit findings and action points  

Coordination & Risk Management 

  • Process and track payments to partners and vendors  
  • Identify financial risks and support implementation of internal controls  
  • Ensure compliance with local regulations in coordination with partners 

These are your qualifications

  • A university degree in finance, accounting, business administration, or a related field, or equivalent practical experience  
  • Professional certification in accounting (e.g. ACCA or equivalent) is an asset  
  • Relevant experience in international NGOs (INGOs), ideally in humanitarian or development contexts, or strong experience in Ukrainian NGOs, private sector, or public financial management  
  • Experience working with institutional donors; familiarity with EU ECHO requirements is a strong asset  
  • Strong skills in budgeting, financial reporting, and accounting  
  • Experience managing donor-funded grants and ensuring compliance with reporting requirements  
  • Ability to analyse financial data, identify risks, and support decision-making  
  • Familiarity with accounting systems (e.g. 1C, BAS); knowledge of Power BI is an asset  
  • Strong communication skills and ability to work with diverse stakeholders  
  • Flexibility and ability to work in dynamic environments  
  • Fluency in Ukrainian; English is an asset  
  • Identification with the Christian values and mandate of CBM.
