The International Commission on Missing Persons (ICMP) is a treaty-based intergovernmental organization with Headquarters in The Hague, the Netherlands. Its mandate is to secure the cooperation of governments and others in locating missing persons from conflict, human rights abuses, disasters, organized crime, migration and other causes and to assist them in doing so. About the Position

The Talent Acquisition Specialist will support the operational efficiency of ICMPs Syria/MENA Program by building a strategic talent pipeline to proactively meet the staffing needs of the DNA Laboratory and NCMP, ensuring timely recruitment of highly qualified staff. The incumbent will advise the NCMP on staffing strategy, aligning recruitment and staffing practices with international standards and organizational priorities. This position requires a highly organized and detail-oriented individual capable of working in a dynamic, multi-disciplinary environment.


Key Responsibilities 


Under the overall guidance and supervision of the Head of Human Resources, and in close consultation with the Head of Program (Syria), the Talent Acquisitions Specialist’s duties and responsibilities will include, but will not necessarily be limited to, the following:

  • Lead the full recruitment lifecycle for the Syria Program, shifting focus from passive advertising to active market mapping and direct headhunting, including scheduling of interviews, reaching out to candidates, and providing feedback to candidates and hiring managers.
  • Act as a strategic partner to hiring managers and conduct intensive intake meetings to define technical requirements and set realistic market expectations.
  • Identify and engage niche technical profiles within local and the MENA region.
  • Advise the Syrian National Commission (NCMP) on organizational design, staffing needs, and recruitment best practices.
  • Conduct talent gap analyses and develop long-term staffing plans to ensure the NCMP is sustainable and technically proficient.
  • Develop and maintain monthly talent acquisition reports and track critical metrics including Time-to-Fill, Source-of-Hire, and Pipeline Health.
  • Audit current workflows and implement a tech-savvy, streamlined process that prioritizes speed, efficiency, and a high-quality candidate experience.
  • Work closely with the HR team to ensure Syria's staffing aligns with international standards.
  • Act as a bridge between local Syrian operations, regional MENA stakeholders, and HQ leadership.
  • Other related duties as assigned.


Mandatory Requirements

  • A secondary degree in Talent Acquisition/Management, Human Resources, International Relations, Business Administration, or a related field.
  • A minimum of six years of relevant professional experience in talent acquisition, including executive search and headhunting.
  • Previous experience working within international organizations and field-based teams.
  • Deep understanding of the MENA labor market and the NGO/International Organization landscape.
  • Advanced knowledge of LinkedIn Recruiter, Boolean search, modern Applicant Tracking Systems (ATS) and HRIS.


Other Requirements

  • Professional fluency in written and spoken English and Arabic. 
  • A commercial mindset and the ability to drive recruitment as a strategic, business-critical function.
  • A high level of cultural diplomacy. 
  • Ability to maintain effectiveness and resilience in high-risk, or hostile environments, both mentally and physically.
  • Proficiency in Microsoft applications, including Word, Excel and Power Point.
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender.
  • Ability to travel at short notice and to work flexible hours including weekends and evenings.
  • Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner.
  • Willingness and ability to work and live in hardship conditions with limited infrastructure and personal privacy.


The candidate must be a Syrian national and able to work and live in Syria.

This is a full-time, fixed-term position with a competitive base salary at the LES 6 on the ICMP Syria salary scale, generous paid leave, and extensive health insurance benefits for the incumbent and any eligible dependant(s). This position is not eligible for expatriate benefits and allowances.
