The International Commission on Missing Persons (ICMP) is a treaty-based intergovernmental organization with Headquarters in The Hague, the Netherlands. Its mandate is to secure the cooperation of governments and others in locating missing persons from conflict, human rights abuses, disasters, organized crime, migration and other causes and to assist them in doing so. About the Position

The Project Manager (Syria Program) will oversee and coordinate all aspects of establishing a quality‑assured, fully operational human identification DNA testing laboratory and workspace facility in Syria. This includes ensuring that all construction and installation activities are completed on time, within budget, and in accordance with international quality standards and national regulatory requirements. The incumbent will be a solutions‑focused practitioner with strong hands‑on project management skills and the ability to maintain effective communication with diverse stakeholders. 


Key Responsibilities 


Under the overall guidance and supervision of the Head of Program (Syria), the Project Manager’s duties and responsibilities will include, but will not necessarily be limited to, the following:


  • Project Management: Lead day‑to‑day delivery, including budgeting, scheduling, scope control, reporting, and quality assurance.
  • Technical & Contract Oversight: Coordinate with the ICMP Science and Technology Division on lab design and validation; vet, hire, and manage MEP (Mechanical, Electrical, Plumbing) and civil contractors to meet laboratory‑grade specifications.
  • Regulatory Compliance: Serve as the primary liaison with Syrian authorities to secure required permits and certifications and ensure compliance with national codes, health, safety, and construction standards.
  • Procurement, Logistics & Installation: Manage international and local supply chain of specialized materials and supervise the installation and testing of laboratory equipment, utilities, and systems.
  • Risk Management & Additional Duties: Identify and mitigate project risks to ensure timely, on‑budget completion, and perform related duties as assigned.


Mandatory Requirements

  • A Master's degree in Civil Engineering, Architectural Engineering, Biomedical Engineering, or a closely related field.
  • A minimum of 7-10 years of progressively responsible experience in construction project management.
  • Demonstrated success delivering complex construction projects, ideally within the life sciences, healthcare, or pharmaceutical sectors.
  • A Project Management Professional (PMP) certification or equivalent international project management qualification.
  • An active membership in the Syrian Syndicate of Engineers.
  • Previous experience working within international organizations and field-based teams.


Other Requirements

  • Native-level of Arabic and professional fluency in written and spoken English, required for technical coordination, review of documentation, and engagement with international vendors and ICMP experts.
  • Strong interpersonal skills essential for effective collaboration with diverse stakeholders and excellent communication, organisational, and interpersonal abilities.
  • Strong problem‑solving, judgment, and decision‑making skills, particularly under pressure.
  • High attention to detail.
  • Established network of reliable local suppliers (Syria) for construction materials.
  • Ability to maintain effectiveness and resilience in high-risk, or hostile environments, both mentally and physically.
  • Proficiency in Microsoft applications, including Word, Excel and Power Point.
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender.
  • Willingness and ability to travel at short notice, work flexible hours, and operate in hardship environments with limited infrastructure or privacy.
  • Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner.


The candidate must be a Syrian national and able to work and live in Syria.


Benefits

This is a full-time, fixed-term position with a competitive base salary at the E5 level on the ICMP professional salary scale, including a post adjustment, six weeks of paid leave and extended health and dental benefits. The position is eligible for expatriate benefits including relocation allowance, education allowance for eligible dependent children and dependent health insurance coverage.
