Organizational Context and Scope
Under the overall supervision of the Chief of Mission and direct supervision of the Humanitarian Hubs Project Coordinator and guided by the Technical Service Assistant in the operation team of Humanitarian Hubs, the successful candidate will be responsible for the preparation of technical designs and bill of quantities of all construction-related projects of the program, supervision of the construction works and ensure that all construction-related projects are completed in accordance to the quality and quantity indicated in the project bill of quantities.
Responsibilities
1. Collaborate closely with the Technical Service Assistant in the HHs to monitor and inspect the humanitarian hubs' facilities, documenting any deficiencies or issues and proposing solutions for improvement. Communicate findings to the Program Coordinator for necessary action.
2. Coordinate the repair, maintenance, and installation of infrastructure, including both conventional and temporary installations, to ensure the functionality and safety of the facilities.
3. Prepare technical documents such as Technical Drawings, Bill of Quantities (BOQs), and project implementation plans for all construction and facilities improvement projects. Conduct site inspections in collaboration with relevant units, UNDSS, and IOM security unit or partners as needed.
5. Work closely with Procurement colleagues to ensure bidders understand the technical requirements of projects and conduct technical evaluations of all bids and quotations received.
6. Monitor and supervise all construction and facility improvement projects, ensuring contractors adhere to agreed timelines, technical specifications, and quality standards.
7. Maintain accurate records and conduct quality audits, ensuring drawings and records of actual quantities are kept up to date and any variations are documented correctly.
8. Prepare weekly progress reports for all construction-related projects, providing updates on project status and milestones achieved.
9. Conduct routine visits to field locations to assess the condition of hub facilities and oversee the practical implementation of construction and facility improvement projects.
10. Perform any other duties as required to support the effective management and operation of humanitarian hub facilities.
Qualifications
Required Qualifications and Experience
Education
Completed secondary education with at least five (5) years of relevant professional experience; or
Bachelor’s Degree in Engineering (Civil, Electrical, Mechanical), Architecture or an equivalent with 2 years relevant working experience
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Technical background in construction
- Prior experience in setting up of Hubs and field-based staff accommodation
- The job requires the incumbent to show competency in teamwork, reliability under pressure, capacity to handle several tasks of varying priorities at the same time and careful observance of technical guidelines
- The staff will be expected to support the project in multiple locations as well as provide on-job support/training to the staff that will be deployed to these Hubs and Base Camps
Skills
- In depth knowledge of the broad range of construction and engineering project support duties in humanitarian situation.
- Knowledge of compilation of technical reports.
- Knowledge of inputs to technical reports and project planning.
- Produces accurate statistics and relevant figures.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
