Position Summary

VDO is seeking a highly qualified CDG Coordinator (International) to lead resource mobilization, donor engagement, grants management, and institutional positioning.

The position will be based in Kabul with international travel, representing VDO with UN agencies, INGOs, donors, and global platforms. The role will drive strategic growth by developing high-quality proposals, building partnerships, and positioning VDO as a leading Afghan NGO.


Key Responsibilities

1. Resource Mobilization & Business Development

  • Contributes to VDO’s fundraising and donor engagement strategy
  • Identify and pursue funding opportunities (UN, EU, bilateral donors, INGOs)
  • Develop and manage a pipeline of proposals and partnerships
  • Lead concept note and proposal development processes

2. Proposal Development & Technical Leadership

  • Lead the preparation of high-quality proposals, budgets, and annexes
  • Develop innovative, context-sensitive project concepts
  • Ensure proposals align with donor priorities and VDO strategy
  • Coordinate inputs from technical, finance, and program teams

3. Donor Engagement & Representation

  • Represent VDO at high-level meetings, conferences, and donor forums
  • Build and maintain strong relationships with:
    • UN agencies (UNICEF, WFP, UN Women, UNFPA, OCHA/AHF)
    • INGOs and consortia partners
    • Embassies and international donors
  • Present VDO concepts, proposals, and institutional strengths

4. Grants Management & Compliance

  • Oversee the full grant lifecycle (design → implementation → reporting → close-out)
  • Ensure compliance with donor requirements and agreements
  • Review donor reports and ensure quality and timeliness

5. Strategic Positioning & Partnerships

  • Strengthen VDO’s global visibility and positioning
  • Lead partnership development and consortium building
  • Support negotiation of agreements and MoUs

6. Team Leadership & Capacity Building

  • Lead and mentor the CDG team
  • Build internal capacity on: Proposal writing, Donor compliance, Grants management

Qualifications & Experience

  • Master’s degree in International Development, Public Policy, Business, or related field
  • Minimum 8–10 years of experience in:
    • Resource mobilization
    • Proposal development
    • Donor-funded programming
  • Proven experience working with:
    • UN agencies, INGOs, and donors
  • Strong experience in proposal writing and fundraising success
  • Experience in fragile or complex contexts (Afghanistan experience preferred)

Skills & Competencies

  • English ( to be native) Excellent proposal writing and communication skills
  • Strong negotiation and representation skills
  • Strategic thinking and leadership
  • Strong understanding of donor compliance frameworks
  • Ability to work in complex and sensitive environments

Languages

  • Fluency in English is required ( English native speakers are preferred)
