Unit Context:
The Enablement Unit is dedicated to uplifting the World Bank Group’s enterprise maturity in data, information, and AI by driving technology-related capability-building, adoption, and innovation in the business areas across the institution. This unit leads the design and delivery of literacy programs, self-service platforms and practices, and citizen enablement initiatives, ensuring that staff and business units are empowered to leverage data, AI and knowledge technology responsibly and effectively. Through strategic planning, stakeholder engagement, and community-building, the Enablement Unit fosters a culture of continuous learning, experimentation, and collaboration.
Duties and accountabilities:
Role Purpose:
The Associate Senior Transformation Officer drives the Enablement Unit’s Responsible AI and data agenda by shaping strategy for the AI Studio accelerator program, facilitating workshops and ideating with clients, and establishing process and practices for citizen enablement initiatives. The role convenes and stewards champions communities, brokers partnerships, and sets prioritization and benefits-realization processes that translate experimentation into scaled, responsible adoption.
Key Responsibilities:
1.Strategy and Portfolio Management
• Define the strategy and roadmap for citizen enablement platforms and practices (e.g., AI Studio), aligned to governance and enterprise priorities.
• Establish portfolio management and prioritization mechanisms (intake, triage, stage-gates) and lead benefits/value tracking from pilots through scale.
• Develop value cases and measurement frameworks (KPIs, OKRs, adoption and outcomes metrics) to guide investment decisions and demonstrate impact.
2. Facilitation and Stakeholder Engagement
• Facilitate design thinking and co-creation sessions with business units to surface use cases, pain points, and value hypotheses; translate insights into pilot backlogs.
• Lead and nurture champions/communities of practice (e.g., AI Champions) to accelerate knowledge sharing and peer enablement.
3.Partnerships & Coordination
• Structure and manage partnerships (internal, IFIs, vendors, academia) to co-develop solutions, share curricula, and extend platform capabilities.
• Coordinate with product and governance teams on responsible AI and data use, embedding guardrails and compliance in enablement and platform strategies.
• Collaborate with Learning and Adoption leads to ensure innovation outputs are supported by training, communications, and change readiness.
• As needed, prepare and deliver strategic communications, executive briefings, and/or thought leadership artifacts to promote innovation outcomes and lessons learned.
Selection Criteria
Education and Experience:
• Typically requires a master’s degree with 8 years relevant experience or bachelor’s degree with a minimum of 10 years relevant experience, or equivalent combination of education and experience.
Core Competencies:
• Strategic Planning: Develops and operationalizes innovation strategies, including roadmaps, prioritization frameworks, and scaling processes.
• Design Thinking and Co-Creation: Expert-level facilitation skills, including experience in design thinking methodologies (empathy mapping, journey mapping, ideation, prototyping) with diverse stakeholder groups.
• Portfolio and Benefits Management: Proficiency in managing innovation portfolios from intake through scale, including defining KPIs, tracking benefits realization, and managing trade-offs across competing priorities.
• Community and Ecosystem Building: Ability to establish, grow, and sustain champions networks and communities of practice. Designs governance and engagement models that incentivize participation and peer learning.
• Responsible AI and Governance Literacy: Working knowledge of responsible AI principles, AI/data tools and technologies, and governance frameworks.
• Behavioral Competencies: Strategic thinking, strong communication skills, leading through influence, empathy, systems thinking, collaboration, innovation.
