The Program Coordinator will provide leadership and day to day management of IRC’s programs implementation in Colombia, under the supervision of the DDP for Colombia.  The Program Coordinator will be responsible for leading the programmatic quality and overseeing the smooth running of the IRC’s programs’ implementation in the field offices. S/he will serve as focal point for the coordinators from Health, Women Protection and Empowerment, Child Protection, Education and Economic Recovery and Development. The incumbent will also represent the Colombian program when needed, ensuring a high level of visibility and acceptance of IRC programs. The Program Coordinator participates in the Extended Senior Management Team and will drive program, implementation, which requires effective coordination with all departments across the country program.

 

Responsibilities

 

Program management (planning, implementation & future development)

  • Under the leadership of DDP and in close coordination with technical sector managers, ensure timely planning, implementation and follow up of IRC’s multi sector programming, including health, women’s protection and empowerment, child protection, economic recovery and development and education.

  • Monitor the progress of projects against indicators and budgets and adjust work plans and spending plans as needed, to ensure targets are met, and budgets are spent out in compliance with IRC internal and donor policy and procedures.

  • Provide procurement planning support to field managers and staff (both program and support), in close coordination with the Supply Chain Coordinator.

  • Closely collaborate with technical sector managers to ensure programmatic quality, staff capacity building and sector specific strategic guidance.

  • Identify risk areas to delivery of projects and coordinate solutions and mitigation measures in a timely manner.

  • Keep abreast of the specific local context, needs, gaps and constraints to anticipate issues that may affect program implementation, recommending appropriate adjustments as needed and roll out timely actions.

  • In collaboration with the Grants team, keep donors up to date on key project developments and any implementation challenges.

  • Ensure consistent collaboration with Field Management Teams to ensure program implementation is collectively planned and coordinated.

Leadership and Staff Management

  • Direct supervision of leaders of field offices.

  • Ensure performance objectives and key performance indicators are established and regularly reviewed for direct reports.

  • Provide regular constructive feedback to direct reports, and support direct reports in performance management of their team members.

  • Under the guidance of DDP, promote appropriate norms and establish necessary measures that makes IRC Colombia a safe and healthy working environment.

  • Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.

  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

  • Approve and manage all time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews.

  • Hold high-quality meetings with each direct report on a regular and predictable basis, at least monthly.

  • Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.

  • As required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.

  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

  • Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff.

  • Look for opportunities to support staff in their career growth, where appropriate. As part of succession plan and nationalization goals, identify, train and develop capability and capacity of national staff to successfully transition role and responsibilities, by the end of assignment.

  • Adhere to and act in accordance with the IRC Global HR Policies and Procedures, and communicates through word and example a high standard of compliance with all applicable policies and regulations.

Coordination & Representation

  • As needed and in coordination with DDP and other program sector leads and country program management, represents IRC in inter-agency forums and discussions.

  • Represent and promote IRC with local authorities and coordination bodies in Colombia when needed, to ensure a high level of recognition and acceptance of IRC programming with government, host community and refugees.

Essential Requirements

  • Technical or technological degree in Social Work, Human Rights, Psychosocial Support, or a related field.

  • Minimum of 5 years of experience in management within humanitarian settings.

  • Experience working with refugees, migrants, or internally displaced populations, either through volunteer work or professional experience.

  • Proven fluency in both English and Spanish is required.

  • Proven ability to implement projects in volatile contexts (with donors such as DG ECHO and USG).

  • Confirmed ability to negotiate and work with partner organizations. Experience with organizational capacity strengthening and partnership building is helpful.

  • Previous experience managing programs financed by US government agencies, DFID, EU, foundations and private donors a must, with previous experience in competitive environments a plus.

  • Proven ability to manage projects to completion on time, within budget, and with the anticipated results.

  • Ability to respond to multiple priorities in a timely manner, producing high-quality outcomes.

  • Strong budget and fiscal oversight capacities.

  • Proficiency with the Microsoft Office Suite, especially Word, Excel, PowerPoint and Outlook.

Key Working Relationships

  • Country Director, Operations, Finance and People and Culture Coordinators and all members of the SMT and Extended SMT Other Colombia -based staff, including operations, finance, and grants.

  • Technical Advisors (based globally) and any roster staff Awards Management Unit to support all compliance and reporting for partners, as well as proposal development.

  • Global Supply Chain to procure goods and support partners to procure.

  • Communications and Advocacy units to support any key messages at external meetings.

  • Global Security to support any risk analysis and mitigation.

  • Emergency Unit.
