Support the implementation of the Finance component of the Partnership Platform for Localizing the SDGs in Tunisia. A joint initiative of UN-Habitat and the Italian Ministry of Environment and Energy Security (MASE), anchored within the Local2030 Coalition. The National and Local Strategic Planning, Data and Reporting Expert will facilitate the implementation of the activities of the Partnership Platform’s both at the National and the Local levels, ensuring coherence and alignment between the strategic planning ongoing processes (National Development Plan, National Territorial Master Plan, Local Development Plans), the enhanced linkages between the VNR and VLRs, the structured multilevel data flows and the multilevel governance, engagement and institutional arrangements for the Partnership Platform. This will be done in consultation with UN-Habitat, the Tunisian Ministry of Economy and Planning, Ministry of Finance, Ministry of Interior, Ministry of Equipment and Housing, as well as the four Pilot Municipalities of the PP: Kelibia, Sejnane, La Soukra and Sened and relevant other stakeholders.

Duties and Responsibilities

Organizational Setting The mandate of the UN-Habitat Sub-Regional Office in Tunisia is to provide policy advice, technical cooperation and capacity building, especially to empower and support the most vulnerable populations. In line with the key impact area of UN-Habitat's Strategic Plan 2026 - 2029 by identifying SDG localization and participatory multilevel governance as one of its key means of implementation. With a focus on delivering adequate housing, basic services and land for all, the Strategic Plan recognizes that accelerating the 2030 Agenda requires stronger multilevel governance collaboration, inclusive governance systems that engage communities, and the scaling up of local and regional solutions to drive systemic transformation. Tunisia has pursued sustainable development as a national priority for over five decades. Since 2015, the country has undertaken numerous legislative, institutional, and financial reforms aimed at advancing progress on the 2030 Agenda for Sustainable Development. The government has integrated the SDGs into national planning instruments and strengthened coordination for implementation. Tunisia presented two Voluntary National Reviews (VNRs) at the United Nations High-Level Political Forum (HLPF) – first in 2019 and again in 2021 – to report on its SDG progress, and it is preparing a third VNR for 2026. Tunisia has also prepared with the support of UN-Habitat, its first Voluntary Local Review (VLR) for the city of Ennour. Under the Partnership Platform, four VLRs will be prepared and create links with the Finance component, the national frameworks and priorities and the VNR2026. Reporting Line The consultant will be working under the direct supervision of the Head of Tunisia office. Duties and Responsibilities Under the overall supervision of the Head of UN-Habitat Tunisia Office in close coordination with the project team and national counterparts, the National and Local Strategic Planning, Data and Reporting Expert will support the implementation of the Partnership Platform in Tunisia by ensuring coherence between national planning frameworks, SDG localization processes, and local implementation mechanisms. The consultant will undertake the following duties and responsibilities: 1. Support strategic coherence and alignment between national planning frameworks and multilevel SDG localization processes • Conduct data collection and analytical review of the National Development Plan (2026–2030), the National Territorial Master Plan (SDATN) and other relevant national frameworks to identify entry points for strengthening coherence between socio-economic and spatial planning. • Organize and facilitate expert meetings and an interministerial seminar aimed at strengthening alignment between economic planning processes (NDP) and territorial planning frameworks (SDATN), ensuring the participation of relevant ministries, regional and district authorities, and other key stakeholders. • Develop policy recommendations and technical inputs to support the establishment of multi-level implementation mechanisms of the NDP in coherence with the SDATN and other relevant national and territorial development frameworks. • Lead the provision of technical support for the integration of SDG localization and the development of National SDG Localization Frameworks (NLFs) into Tunisia’s 2026 Voluntary National Review (VNR) process. • Support Tunisia’s participation in peer-learning events and knowledge exchanges related to VNR–VLR linkages and SDG localization processes at regional and global levels. • Contribute to the preparation and organization of the national launch event for the National SDG Localization Framework, including technical inputs, background materials, and coordination with relevant stakeholders. 2. Support the establishment and functioning of multilevel governance mechanisms for the Partnership Platform • Lead the establishment of the National Steering Committee and Technical Committee for the Partnership Platform in Tunisia, ensuring representation of key national institutions, regional authorities, local governments, and relevant stakeholders. • Facilitate the organization and coordination of regular meetings of the Steering Committee and Technical Committee to review progress, provide strategic guidance, and support the implementation of project activities. • Prepare background documentation, meeting agendas, presentations, and summary reports for committee meetings, including the initial meeting to present and finalize the project document. 3. Support the development of a multilevel SDG data ecosystem for cities conducting VLRs In close coordination with the National and Local Action Planning and Project Pipelines Expert, the consultant will support the establishment of a city-level SDG data ecosystem while ensuring strong linkages with national planning and monitoring frameworks. • Support the scoping activities at the local level, including stakeholder engagement, to collect baseline information and co-design project activities. • Support the organization of a kick-off event for the cities participating in the Voluntary Local Review (VLR) process. • Facilitate the establishment of city VLR Task Forces, ensuring appropriate participation from municipal authorities, technical services, and relevant stakeholders. • Conduct an assessment of data availability and existing data gaps relevant to the VLR process. • Support the definition of localized SDG indicator frameworks, aligned with national indicators and based on the Global Urban Monitoring Framework, ensuring consistency between national and local monitoring systems. • Coordinate and support quantitative and qualitative data collection for selected indicators, including spatial, socio-economic, and financial data. • Support the targeted roll-out of the City Scan tool to address spatial data gaps and strengthen evidence-based urban analysis. • Provide technical support to data processing, analysis, and cleaning, ensuring that the resulting datasets effectively inform the preparation of Action-Oriented Voluntary Local Reviews (AO-VLRs). 4. Contribute to the development of Action-Oriented Voluntary Local Reviews (AO-VLRs) In close coordination with the National and Local Action Planning and Project Pipelines Expert, the consultant will contribute to the development of Action-Oriented Voluntary Local Reviews (AO-VLRs), ensuring their strong alignment with national planning frameworks and their role as strategic instruments for territorial development. • Support the organization and facilitation of participatory City Vision workshops for the selected cities to co-design, update, or refine city development visions, ensuring alignment with national strategic planning frameworks and SDG priorities. • Contribute to the drafting of the Action-Oriented Voluntary Local Reviews (AO-VLRs), ensuring coherence between local development priorities, SDG monitoring results, and relevant national policies and strategies. • Support the preparation of VLR Action-Oriented Recommendations, including the identification of priority development areas and strategic interventions aligned with national development objectives. • Contribute to the finalization of the AO-VLR reports, ensuring the integration of analytical findings, strategic planning elements, and recommendations. • • Support the organization of VLR launch events for the participating cities, including the preparation of key messages, presentations, and communication materials.

Qualifications/special skills

Advanced university degree (Master’s or equivalent) in urban planning, public policy, economics, geography, development studies, statistics, or a related field. A first level university in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least 5 years of professional experience in strategic planning, policy analysis, urban or territorial development, or SDG-related processes is required. Experience with national development planning frameworks, data and monitoring systems, and multilevel governance processes is required. Experience supporting national or local reporting processes and working with governments or international organizations is desirable.

Languages

Fluency in oral and written Arabic and French is required. Knowledge of English is an asset.
