This service will ensure that UN-Habitat and the end users have a functioning registration system with minimum bugs and glitches, fulfilling UN-Habitat’s requirements in terms of functionality and end-users’ satisfaction. As the system starts registering the claims applied by the citizens, the level of tenure security in the city will improve as people will have access to their properties.

Duties and Responsibilities

Background: Since 2014, UN-Habitat has been working closely with the Syrian local governments and communities to address the implications of the conflict. Support to the cadastral offices and municipalities in cities at the local level to provide suitable HLP services, and to secure property rights to the affected individuals and communities has become a key UN-Habitat objective. In 2017, UN-Habitat Syria Programme started supporting the efforts to rehabilitate the damaged cadastral offices and create digital archives of the cadastral contracts in affected cities where the land sheets were lost or destroyed. In this respect, an e-archiving and document management system was developed and used to secure the cadastral documentation in Aleppo based on the UN-Habitat’s Social Tenure Domain Model (STDM), a concept and system used by UN-Habitat globally to register lands and property in countries where no functional land registration system exists. A guidance note on the application of STDM in Syria was developed and published as one of the key fit-for-purpose land administration tools that could be used during and post of the conflict context. Following the devastating earthquake that struck in February 2023 UN-Habitat has been committed to responsive projects that aim to support the resilience of the population and the buildings affected by the earthquake, focusing on cities affected widely by the earthquake like Aleppo and Jableh, where many residents fled the city and significant part of its urban texture damaged, and part of its land records was destroyed. With the accelerated return of Internal Displaced Peoples (IDPs) and refugees following the collapse of former regime, returnees claiming their HLP rights will encounter difficulties in proving their rights since many of them have lost their HLP and civil documentation while land registries were damaged in several parts of the country. UN-Habitat Syria, through a private company, has developed an enterprise system to register and maintain HLP rights claims as the first step towards an effective restitution of HLP rights (The System). The system is planned to be deployed in at least three locations: Aleppo, Damascus and Homs. Objective The consultancy aims to oversee installation, operation, and performance of the System during the maintenance phase by monitoring the system’s performance and supervising issue resolution until System is stale and functioning. Duties and Responsibilities: The Consultant will be responsible for the following: 1) Preparation Phase a. Ensure Sound System Installation and Handover i. The system is installed and functions as expected. ii. All handed over documentation, source code, training materials, user accounts and credential are complete. b. Ensure Training Is Completed i. End users know how to operate the system. ii. Admin users know how to manage basic tasks (user accounts, backups, etc.). c. Communication Channels Are Established i. Who users contact for technical issues and via what means. ii. Issue reporting templates and expected response time for issues. 2) Operation and Maintenance Phase a. Monitor Issues Reported by Users i. Collect problems users encounter. ii. Categorize them in terms of criticality iii. Verify issues before sending them to the developer. b. Validate Fixes i. When the developer provides an update or patch: 1. Test the fix on a test machine if possible. 2. Ensure it does not break other features. 3. Confirm with end users that the issue is resolved. ii. Follow Up on System Performance 1. Check the system is running smoothly. 2. Ensure backups are happening (daily/weekly as needed). 3. Monitor system logs as needed. c. Ensure Documentation is Updated i. Every fix or change should be recorded 1. Issue log and change logs are maintained properly. 2. Manuals are updated accordingly as needed. d. Manage Change Requests i. If users request new features: 1. Record users’ requests for new features. 2. Discuss with management whether they are approved. 3. Communicate decisions to the developer and track progress. 4. Track progress. Supervision: The Consultant shall work under the direct supervision of the Housing and Cadastral Officer and the overall guidance of the Deputy Head of UN-Habitat Syria Office.

Qualifications/special skills

• An advanced university degree (master’s degree or equivalent) in computer science, software engineering, information technology, or a related field is required. A first level university in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • A minimum of 2 years for advanced university degree holders or 4 years for first level university degree holders of demonstrated experience in designing, developing, and overseeing the development of enterprise computerized systems is required. • Previous working experience with international organizations is desired. • Strong understanding of software development life cycle (SDLC) and familiarity with system architecture, databases, APIs, and web technologies is required. • Ability to review and assess code quality and system design and knowledge of software testing methodologies and tools is required.

Languages

English and French are the working languages of the United Nations Secretariat.
