This role directly supports NORCAP’s mission by strengthening international cooperation and evidence‑based action on energy security—an area that underpins economic stability, environmental resilience, and broader human security.
The Organisation for Security and Co‑operation in Europe (OSCE) applies a comprehensive approach to security, addressing politico‑military, economic‑environmental and human dimensions across its 57 participating States. Within the OSCE Secretariat in Vienna, the Office of the Co‑ordinator of Economic and Environmental Activities (OCEEA) advances work on sustainable energy, protection of critical energy infrastructure, energy efficiency and dialogue on emerging energy‑security challenges.
The Programme Officer, Energy Security (Seconded to OSCE) will strengthen OCEEA’s work on energy security by driving analysis, partnership engagement and the design, delivery and review of regional activities and projects. Success in this role means enabling evidence‑based decision‑making, enhancing dialogue among participating States, and supporting well‑designed initiatives that address emerging risks across the energy sector.
This is a 12‑month NORCAP secondment, based in Vienna, reporting to the Senior Energy Security Adviser at the OSCE.
