Organizational Setting and Reporting Relationship
The position of Principal Integrity Specialist is assigned to the Investigations Division (AIID) within the Office of Anticorruption and Integrity (OAI). You will be based at our Headquarters in Manila, Philippines, and relocation is required. All reasonable relocation expenses will be covered.
You will report to the Director, AIID and oversee junior team members.
Your Role
As a Principal Integrity Specialist, you will lead an external investigation team (EIT) within AIID, with responsibility for delivering high-quality and impactful investigative outcomes in ADB operations and activities. Your principal responsibilities include:
- Manage a portfolio of integrity-related cases and lead EIT through case assignments, prioritization, and review of work products.
- Direct investigations following ADB's Investigation and Enforcement Framework, international best practices, and evidentiary standards.
- Oversee investigation reports and submissions to the Integrity Enforcement Committee (IEC), ensuring accuracy and completeness.
- Provide strategic advice on investigation findings, enforcement options, and integrity risk mitigation.
You will:
a. External Investigations
- Provide strategic oversight of investigations, including investigative approaches, lines of inquiry, and evidentiary strategies
- Ensure case progression through planning, prioritization, and active case management
- Uphold due process, procedural fairness, and evidentiary standards across investigations
- Draft, review, and quality-assure investigation reports and IEC submissions
- Promote the use of technology, data analytics, and digital tools to enhance investigative effectiveness
- Engage with partners, including multilateral development banks (MDBs) and investigative bodies, to support cooperation, and information sharing
b. Staff Management and Team Leadership
- Ensure allocation of resources and prioritization of cases among investigators based on risk, complexity, and institutional impact
- Provide leadership, support, and guidance to reporting staff. Set clear goals, provide feedback on performance and ensure on-going learning and development.
- Mentor investigators to strengthen investigative, analytical, and report-writing capabilities
- Support recruitment, onboarding, and retention of investigative staff and consultants
- Foster a culture of accountability, collaboration, and continuous improvement within the team
c. Advisory, Policymaking, and Organizational Development
- Provide strategic, evidence-based advice to OAI leadership and ADB stakeholders on investigation outcomes, enforcement approaches, and integrity risk mitigation
- Contribute to the strategic direction and planning of OAI, including inputs to work plans, Key Result Areas, and operational priorities.
- Identify systemic issues, new risks, and trends arising from investigations, and translate these into relevant recommendations for policy and operational improvements
- Lead the development and continuous improvement of investigation policies and standard operating practices that are consistent, efficient, and aligned with applicable frameworks and international standards
- Develop standardized templates, guidance materials, and tools to enhance the quality and consistency of investigative outputs
- Provide inputs into ADB-wide policies to ensure integrity considerations are integrated into operational and control frameworks.
d. Capacity Development and Prevention
- Collaborate with OAI and other relevant departments and offices to strengthen preventive controls and integrity risk management frameworks
- Contribute to the delivery of training programs, guidance, and tools to enhance awareness of integrity risks and investigative processes
- Help translate investigative findings into preventive measures, including control enhancements and risk mitigation strategies
e. Awareness Raising and External Engagement
- Support OAI's outreach and awareness-raising initiatives, including delivering presentations and training on ADB's anticorruption framework and investigative practices
- Contribute to MDBs and international forums to promote harmonization of investigative standards
- Build relationships with stakeholders to support cooperation and knowledge sharing
f. Other
- Provide strategic input on the management and continuous improvement of ADB's investigation function and support staff development initiatives
- Perform other tasks assigned by the Director, AIID, or Head, OAI.
Qualifications
You will need:
- Master's degree in business administration, law, project management, finance, or related fields, or University degree and at least 5 years' experience directly relevant to the role.
- At least 12 years of relevant professional experience including investigative work in fraud, corruption, and other integrity-related violations in conducting investigations, including international experience working in several countries
- Demonstrated investigative, analytical, and writing skills
- Familiarity with administrative investigative principles, including due process, transparency, accountability and reasonableness
- Uphold ethical practices
- Cross-cultural collaboration experience, proficiency in balancing numerous priorities within tight schedules
- Management experience
- Demonstrated experience overseeing the work of others in a leadership or coordination role, such as project or team lead responsibilities
- Written and verbal proficiency in English

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
