Organizational Setting and Reporting Relationship

The position Senior Project Officer is assigned to the Water and Urban Development Sector Office (SD2-WUD) within the Sectors Department 2 (SD2). You will be based in Headquarters in Manila, Philippines.

You will report to Director, Water and Urban Development and may oversee Junior team members.


Your Role

As a Senior Project Officer, you will lead portfolio management, project administration, budget preparation and monitoring, project processing activities related to loans and technical assistance (TA) projects, and knowledge management. You will be assigned to projects, knowledge work, budget management, or other activities to cover assigned geographies within the sector or different practice areas, subject to the skills, experience, career preference and goal of the staff, and business needs of the team.


You will:

  • Contribute, and when assigned, lead portfolio management activities by: (i) developing and maintaining database of key performance indicators and project administration issues and actions; (ii) preparing or clearing consolidated and analytical portfolio management and analysis reports; (iii) ensuring that necessary actions are being taken by the concerned team members without delay; and (iv) providing any stop gap support as necessary.
  • Analyze the team's portfolio performance, project administration workload, and provide guidance to other members of the team. Coordinate with the project administration teams across the sector office.
  • Contribute to and lead the analysis and review of mission reports and aide memoires, progress reports, and other available project performance indexes on a regular basis and ensure quality, conducting special loan/TA review missions, and preparing country portfolio review missions and tripartite portfolio review meetings. Contribute to addressing project administration red flags for corrective actions.
  • Monitor and review the accuracy and consistency of data to ensure the quality of individual Project Performance Report, monitor and analyze the division's projection and performance on contract awards/disbursement, project completion report/technical assistance completion report programs, and make recommendations to achieve targets, when necessary.
  • Review loan, grant, and/or TA processing and administration documents for approval.
  • Support processing for the (i) preparation of processing documents including Project Concept Note (PCN), Report and Recommendation of the President (RRP), Project Administration Manual (PAM)/Project Information Document (PID), and other RRP linked documents; (ii) processing schedule monitoring and quality assurance evaluation (QAE); (iii) regular communication with counterparts.
  • Provide inputs and feedback to WUD Sector Office and Sector Department initiatives in project administration, reflecting the operational issues and experience from the team and executing agencies (EAs)/implementing agencies to ensure system improvement leads to more efficient portfolio outcomes.
  • Ensure compliance with the checklist on use of no objection procedure for loan, grants, guarantees, multitranche financing facility, policy-based lending, results-based lending, or any other newly introduced instrument's quality.
  • Contribute, and when assigned, lead project administration tasks for assigned loans and TAs, especially in procurement and other project administration actions, and provide guidance to EAs on ADB's procurement guidelines and policies.
  • Participate in project inception, review, mid-term review, special loan administration missions, and project completion review missions.
  • When assigned, lead project processing missions in designing project implementation arrangements, including procurement/disbursement procedures and project management set up, and review of financing plans.
  • When assigned, lead preparation of annual portfolio management program (i.e., consolidates and prioritizes required project supervision missions), assess resource implications, and monitor achievement of program.
  • Working closely with the Director, lead and contribute to the preparation of work program and budget resource requirements, based on the Three-Year Rolling Work Program and Budget Framework and its related annual/mid-year budget estimates; monitor budget utilization.
  • Monitor progress and issues in budget utilization for efficient and effective resource use and ensure that deviations are properly accounted for and justified.
  • Contribute, and when assigned, lead undertakings of knowledge management products for the team and knowledge sharing.
  • Performs other duties that may be assigned as reflected in your workplan.

Qualifications

You will need:

  • Bachelor's degree in finance, business administration, public administration, or related disciplines; preferably with a Master's degree, or equivalent.
  • At least 8 years of hands-on experience in portfolio management, project administration, budget preparation/monitoring, and/or project processing activities related to loans and TA projects, and at least 4 years of supervisory experience.
  • Familiar with good industry practices and guidelines within area of expertise.
  • Strong analytical, interpersonal, and cross-cultural skills.
  • Extensive understanding of ADB procedures and practices related to TA and loan/grant project processing and administration, including safeguards compliance.
  • Proficiency in expressing ideas in both spoken and written formats in English.
  • Proficiency with computer-based applications.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
