Project Context and Scope

Migration has long played a central role in shaping Albania’s economy, society, and demographic landscape. However, despite the increasing relevance of migration in national development, significant gaps persist in the availability of reliable, comparable, and up to date data on migration dynamics and their economic implications. These gaps limit the ability of policymakers, institutions, and stakeholders to design evidence based policies and to fully leverage the contribution of migrants and diaspora communities to the country’s development.
To address this gap, the International Organization for Migration (IOM), through the collaboration between IOM COMED (Coordination Office for the Mediterranean) and IOM Albania, is launching a research initiative aimed at generating robust evidence on the economics of migration in Albania. 
This project aims at adapting the established methodology developed by the Fondazione Leone Moressa (FLM) for Italy to  the Albanian context, with the objective of producing a comprehensive, robust evidence-based analysis on migrants’ contribution to the national economy, including GDP, labour market structure, sectoral added-value, and fiscal impact, that can inform strategic planning and support policy dialogue at national and regional levels.
The research will contribute to strengthening national migration governance and Albania’s efforts toward evidence based policymaking by providing a contextualized, point Intime analysis of labour market dynamics. Findings and recommendations are framed to inform ongoing policy dialogue and programme planning in support of longterm development priorities, including labour market planning socioeconomic inclusion, and the broader migration–development nexus.

Responsibilities

Tasks to be performed under this contract
The purpose of this consultancy is to provide overall technical leadership and methodological oversight for the study, ensuring analytical rigor, international comparability, and alignment with IOM research standards.
More specifically, the International Consultant in collaboration with the local consultant, will be engaged to provide the design, implementation, and analysis of a study on the economic impact of migration in Albania, with a focus on migration flows, labour market dynamics, demographic trends, and migrants’ contribution to the national economy.
 
The selected expert will contribute to the development of a methodologically sound, analytically rigorous, and policy relevant study, ensuring that findings are based on credible data sources, robust statistical methods, and consultations with institutional stakeholders. The International Consultant will provide technical guidance to the Local Consultant, and ensure consistency across outputs.
Under the overall supervision of the IOM Head of Office in Albania and the direct supervision of IOM Albania’s Programme Support & Development Officer and in close coordination with IOM COMED, the consultant will deliver the following outputs:
  • First deliverable -  Inception Report and Technical Methodology Note – Refined methodology, analytical framework, data sources, risk analysis, and detailed workplan including a detailed description of GDP, sectoral added value, and cost–benefit analytical methods – Deliverable by email potentially by 18 May 2026
  • Second deliverable - Organize 2 focus groups – Conduct virtual or in-person consultations, focus groups – Deliverable by potentially 1 June 2026
  • Third deliverable- Interim Analytical Brief – Preliminary findings on migrants’ economic contribution and labour market role – Deliverable by email potentially by 29 June 2026
  • Fourth deliverable- Draft Study Report – Full draft report integrating quantitative and qualitative analysis – Deliverable by email potentially by 17 August 2026
  • Fifth deliverable- Final Study Report – Revised and finalized report incorporating IOM and stakeholder feedback – Deliverable by email potentially by 26 October 2026
  • Sixth deliverable- Policy and Dissemination Inputs – Policy brief and presentation materials (slide deck and others) – Deliverable by email potentially by 30 November 2026

Qualifications

Required Qualifications and Experience

Education

  • Advanced university degree (Master’s or PhD) in Economics, Migration Studies, Statistics, Social Policy, Development Studies, or related fields

Experience

  • At least 7 years of relevant experience in data collection, economic research and analysis, migration research, or labour market studies
  • Professional or academic experience in combining qualitative and quantitative research methods
  • Experience in migration, international development and research and analysis, with experience on Albania is highly desirable
  • Experience in  writing and editing documents for IOM or other UN Organizations is an advantage

Skills

  • Familiarity with migration governance and socio economic trends in the Albania and the Western Balkan region
  • Ability to work independently and meet deadlines
  • Excellent communication skills and excellent attention to detail and quality with ability to prepare clear and concise reports
  • IT skills, especially Microsoft Office (Word, Excel, PowerPoint), Adobe Creative Cloud (Illustrator, Indesign) and any tool for data visualization and layout preparation is a strong advantage
  • Knowledge of common quantitative and qualitative analysis softwares (e.g. NVivo, RStudio, Python, SPSS, Stata) is desired
     

Languages

Fluency in written and spoken English is required; knowledge of Albanian and/or Italian is an advantage

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
