OBJECTIVES OF THE PROGRAMME

L'objectif du Programme est de s'assurer que le pays atteigne un impact durable sur les maladies transmissibles et non transmissibles, a travers une guidance normative, un soutien a planification et la mise en œuvre des interventions a base factuelle, ainsi qu'au developpement des alliances qui renforcent les capacites institutionnelles du pays, y compris la collaboration efficace entre les pays et la facilitation du dialogue politique et du processus decisionnel sur les questions de sante pertinentes.

DESCRIPTION OF DUTIES

Sous la supervision du Representant de l'OMS, et en etroite collaboration avec l'ensemble du personnel technique du Bureau pays, du Bureau regional et du Siege, le/la titulaire aura entre autres les responsabilites ci-apres :1.Fournir l'assistance technique aux autorites sanitaires nationales pour la mise en œuvre des programmes et initiatives liees a la promotion de la sante, la prevention et le controle des maladies transmissibles et non transmissibles, avec un accent sur le paludisme, la tuberculose, le VIH/SIDA, les infections sexuellement transmissibles, les hepatites virales on malaria, la resistance aux antimicrobiens, le controle des vecteurs, les maladies emergentes et re emergentes, les maladies tropicales negligees ainsi que les maladies non transmissibles (diabete, hypertension arterielle, les maladies pulmonaires chroniques obstructives et les cancers, ainsi que la prevention des violences et accidents routiers etc.); 2.Assurer le plaidoyer et fournir l'assistance technique aux projets finances par l'Union Europeenne, le Fond Mondial, Global, GAVI et d'autres bailleurs de fonds, afin d'orienter les efforts et les financements vers le renforcement des capacites institutionnelles permettant de realiser les objectifs du developpement durables pour la sante3.Fournir l'assistance technique au Ministere de la Sante Publique (MINSAP) et aux autres institutions du secteur Sante pour la mise a jour des algorithmes diagnostiques, des protocoles therapeutiques, la prise en charge des patients, l'identification des facteurs de risque, les methodes et techniques de controle des maladies transmissibles et non transmissibles ; 4.Collaborer sur les initiatives, et promouvoir la promotion de la sante, la surveillance, la prevention et le controle des maladies transmissibles et non transmissibles, avec un accent sur le renforcement des services de sante des Districts/Regions sanitaires bases sur l'Approche des soins de sante primaires et les soins de sante integres centres sur la personne humaine ; 5.Promouvoir la collaboration entre le MINSAP et les Institutions academiques et autres secteurs pertinents, en vue de renforcer les capacites de suivi des progres programmatiques (monitorage) et d'impact (evaluation) des interventions de sante publique ; 6.Contribuer au developpement et a la mise en œuvre des programmes de prevention et de fourniture des services de sante destines au controle des maladies transmissibles et non transmissibles, avec accent sur le renforcement des competences au niveau decentralise ; 7.Developper des criteres, directives et procedures operationnelles normalisees (SOPs), pour l'organisation, l'execution et l'evaluation des activites programmatiques ; optimiser l'utilisation des systemes de sante du pays, ainsi que les infrastructures disponibles adaptees aux conditions locales ; 8.Collaborer dans l'application des concepts epidemiologiques, principes et methodes de planification, programmation, administration, et evaluation de la surveillance des maladies, et programmes de prevention et de controle ; 9.Fournir des conseils techniques pour la gestion des systemes d'information sanitaire, pour s'assurer de la disponibilite des bases de donnees et autres informations sur les services de sante ; contribuer au developpement des systemes nationaux d'information sanitaire pour le monitorage et le rapportage des donnees de surveillance epidemiologique des maladies ; 10.Analyser, organiser et disseminer les informations scientifiques et techniques a base factuelle, ainsi que les connaissances en vue de guider le developpement des politiques publiques et reglementations pour la prevention et le controle des maladies ; 11.Promouvoir et coordonner la recherche sur les maladies transmissibles et non transmissibles a tous les niveaux du systeme de sante, et dans les institutions academiques, en soutenant le developpement et la revision de l'agenda national pour la recherche en sante ;12.Collaborer dans la preparation du Budget Programme du Biennium de la Representation (PB, et le suivi de son execution en lien avec la Strategie de Cooperation Pays.13.Fixer des objectifs de travail clairs pour les membres du personnel sous sa supervision, faire un suivi efficace et regulier des performances, fournir le coaching et le feedback, et soutenir le staff a travers les opportunites de developpement des competences ; 14.Executer d'autres taches demandees par le superviseur.

REQUIRED QUALIFICATIONS

Education

Essential: Diplome universitaire de niveau licencedans une discipline connexe a la sante d'une Universite reconnue
Desirable: Diplome de Maitrise (Master) en Sante Publique; epidemiologie, ou autre domaine connexe d'une Universite reconnue

Experience

Essential: Au moins cinq annees d'experience progressive en epidemiologie de terrain et controle des programmes de sante publique, ou dans l'administration des services de sante lies au controle des maladies, analyses sanitaires et statistiques.
Desirable: Experience pratique des aspects gestionnaires et manageriaux des programmes de prevention et de controle des maladies/programme de sante publique, un plus

Connaissances averees dans le domaine de la surveillance et des systemes de surveillance connexes a la preparation et a la riposte face aux flambees, completees par les competences dans le domaine de la collecte des donnees epidemiologiques ou statistiques, de l'estimation, de l'analyse et de l'evaluation et du suivi dans le contexte de la sante publique. Connaissance etendue des activites et des strategies de prevention et controle des infections, la reduction de la mortalite due a la rougeole et l'elimination du tetanos neo-natal ainsi que des activites de vaccination, systematique et supplementaire. Aptitudes pour la conceptualisation et la promotion de politiques et de strategies novatrices. Aptitudes a communiquer et a rediger de maniere claire et concise, a elaborer des lignes directrices efficaces. Excellentes capacites de negociation et parfaite aisance relationnelle, completees par une aptitude a motiver et a diriger les autres ainsi qu'a promouvoir le consensus. REMUNERATION

Remuneration comprises an annual base salary starting at XOF 24,617,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
