The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened an area office in Cox’s Bazar, and a country office in Dhaka.
POSITION PROFILE
The Protection Information Management Specialist (PIM) will be responsible for the revision/design, implementation, and management of protection program data collection and information management systems, such as protection monitoring tools, Power Bi, case management tools, and referral tracking. The PIM Specialist will support the Protection Manager, Protection Coordinator and Protection TLs in quantitative and qualitative data analysis for each subcomponent of DRC protection programme and will play a key role in contributing to and supporting protection programming, including the Protection Consortium This work will further contribute to improved, evidence-based programming across the mission and the wider humanitarian response by improving the production and analysis quality of PIM products, including protection reports and rapid protection assessment snapshots (if needed) to be shared internally and externally with key stakeholders.
The PIM Specialist is responsible for collecting, storing, cleaning and analyzing all data related to Protection operations. This includes all field reports, protection information databases, Protection Sector data as relevant, and information from local partners. Additionally, this includes managing and maintaining the case management database and related analytical tools (e.g. Power Bi, custom tools) while driving the development and rollout of digital tools for protection data collection and reporting. This role involves supporting the Protection Strategy, as developed with the Protection Manager and Protection Coordinator, as well as developing, implementing, and enhancing PIM systems, processes, and policies in accordance with DRC's operational standards and procedures. This position is required to uphold DRC’s data security policies, PIM data sharing best practices, and confidentiality. The position reports to the Protection Manager and closely coordinates with Protection Coordinator and Protection Team Leaders.
DUTIES & RESPONSIBILITIES
Design and Implementation of IM Systems
- In collaboration with Protection Coordinator and Protection Manager, regularly assess the information landscape and support in defining purpose and information collection needs.
- Responsible for reviewing and designing IM systems (and tools) for data management based on evolving needs of the Protection programme. This may include, but is not limited to, contextualizing data management systems to the context and evolving challenges.
- Responsible for leading and updating the PowerBI dashboard, data cleaning, and data analysis process Advise and verify protection data, set up Kobo tools and train enumerators for data collection and data security.
- Conduct monthly protection data analysis to enable identification of trends, patterns, and gaps in protection services and the protection environment unique to CxB and ensure that protection concerns are evidenced to inform and advise the protection response.
- Maintenance of tools from an IM perspective and according to updated guidance issued by DRC, the Protection Sector, Protection Consortium, and/or the Global Protection Cluster.
- Manage data cleaning and quality from the IM perspective.
- Proactively provide recommendations to the Protection Manager and Protection Coordinator on system improvements and potential alternatives in keeping with programme needs.
Data Visualization
- Generate and maintain regular dashboards, analytical reports, and visualizations based on the Protection program.
- Created data visualization is required for specific Protection and Advocacy deliverables including ad hoc thematic emergency and high-level reporting.
Information Management Standards
- Ensure the compliance of information systems and process with the applicable SoPs, standards and guidelines related to information management and data protection, including the Protection Information Management (PIM) standards and principles specific to national and local legislation, DRC’s internal guidelines on Protection, GBV and data sharing, relevant IASC standards such as the GBViE Minimum Standards, and other Protection and GBV AoR endorsed guidance such as the UNHCR IRC Case Management Guidance.
- Ensure availability of updated and quality information for informed decision-making by DRC’s Protection Management and Coordination team inclusive of GBV, including analyzing and interpreting multiples datasets, identifying trends and patterns.
Capacity Development
- In collaboration with Protection Manager and Protection Team Leaders, support onboarding and training of DRC Protection field staff on the use of platforms including quality data collection and management.
- Support in training local partners with capacity building trainings while working closely with the Protection Manager and Coordinator in preparing reports and analysis relevant for these teams and stakeholders.
- Provide the Protection Manager, Protection Coordinator, and the Protection Team Leaders with adaptations of tools and updates relevant to the data and prioritized needs according to work plans and flow.
Coordination and Representation
- Serve as DRC’s usual focal point for 5W reporting, Joint Protection Monitoring Platform led by protection sector, GBVIMS and future potential PCM IMS fora with the Protection sector and Consortium.
- Represent DRC protection in relevant IM coordination forums with the support of the Protection Manager.
Data Protection and Data Security
- In coordination with Protection Coordinator and Protection Manager, ensure Data Management Registry, Data Processing Impact Assessments, Data Sharing Protocols and Agreements are in place and regularly updated.
- Comply with global and CO-specific data safety rules, policies, and procedures. Report safety incidents, near-misses, and other relevant information to the safety team and the Protection Manager. Failure to adhere to safety procedures is a disciplinary offence, and failures may put position holder, DRC Bangladesh, and beneficiaries at risk.
- Ensure that DRC data protection policies are shared, understood and upheld by all staff in compliance with the highest standards of privacy and confidentiality.
Safety
- Comply with all global and location-specific safety rules, policies, and procedures. Report safety incidents, near-misses and other relevant information to the safety team as shall be briefed during onboarding. Failure to adhere to these is a disciplinary offence while it may also leave the position holder, their colleagues and DRC Bangladesh.
SKILLS AND EXPERIENCES
- Overall, 3 years of work experience in developing, managing information and using databases in an INGO. Background in Protection Information Management (including GBV, Protection Child Protection, Community Based Protection, Case management, and Protection Monitoring) will be an advantage.
- High level of attitude and practice consistent with IM Core Competencies Framework and Professional Standards for Protection Work.
- Proven abilities in different data collection methodologies, compilation, with capacity to analyze statistical information with proven capacity for reporting in a clear and concise manner. Proven skills in infographic management.
- Strong knowledge of data collection, analysis and visualization tools and techniques, such as Kobo, Power-BI, PivotTables/charts, google forms, among others.
- Good understanding of monitoring and evaluation processes, including conducting assessments and surveys.
- Demonstrated skills in PC troubleshooting, software and hardware support, networking, data backup, creating data entry forms and generating database reports.
- Good communication and capacity-building skills.
- Strong knowledge of Microsoft office suite.
- Demonstration of DRC Core Competencies.
EDUCATIONAL QUALIFICATIONS
- University degree in Information Management, Information Technology, Computer Science and/or equivalent professional qualifications.
- In cases of candidates with substantial work experience in similar profiles, an educational background that develops planning and organization skills is also considered a good fit for the position.
