Job Overview/Summary:

IRC seeks a dynamic individual to support the expansion of livelihoods, food security, income generation and CVA programming in Myanmar. With XX cash first approach, we ambition to expand the emergency livelihood recovery and restoration and CVA programing in different outcomes areas to enable the crisis-affected communities meet their basic needs as they defined and prioritized them in a resilient and dignified manner and reduce the resorting of negative coping mechanisms by supporting them with conditional, unconditional cash supports, livelihoods support for self-reliance with foods security and income generation skill-building opportunities. While CVA program is contributing to different outcomes areas of country programs as a part of current emergency response, IRC aims to bring more sustainable impacts to communities with recovery and rehabilitation supports. Additionally, partnership is at the core of IRC value, where we work together with multiple local agencies in responding to the needs of the communities to relief the impacts of the shocks and bring more resilience outcomes for the clients we serve around Myanmar.   

Major Responsibilities: Under the supervision of Cash and Basic Needs Coordinator, ERD Manager will be responsible for performing the following,

 Program Quality and Implementation

  • Lead the ERD program across the Shan State where IRC present for humanitarian and development intervention

  • Conduct regular follow-up with ERD field team and local partner regarding the project planning, implementation and achievement against the plan

  • Conduct quality assurance and relevancy of the ERD tools against each context and projects in coordination with relevant ERD sector leads in Yangon, ERD MEAL focal and partners.

  • Lead the partner engagement process during the project designing stage including the development of partner SoP, Workplan and SoW

  • Support in the development of concept notes and proposals relating to the ERD programming particularly for Shan State, and continuation from emergency to long-term response, including budgets, logical frameworks, relevant indicators.

  • Review the program related reports released by MEAL department and partners such as progress reports, assessment reports, On-Site Monitoring, PDM and Indicators result reports, and ensure that all the reports are verified and good quality

  • Lead IRC ERD field team in Lashio and support partner in identification of target communities, selection, and monitoring of the most feasible CVA and livelihood modalities and mechanisms, according to the needs and operational context

  • Guide the ERD field team, and engage finance in preparing the spending plan and spending forecast

  • Lead the preparation of the capacity building plan for the team and partners and arrangement of all the required workshops and events

  • Support in FSP, partner, livelihood mapping for potential CVA and economic recovery efforts intervention in the country

  • Participate in the engagement with various interagency sub-national level coordination meeting including Cash Working Groups, Food Security Cluster and identification of strategic partnerships aligned with IRC approach

  • Coordinate and guidance with MEAL focal in keeping track of program achievements and preparation of the required reports

  • Coordinate with other IRC’s sectors (Protection, WASH, Health & WPE) focal to develop capacity building plan for integrated programming

  • Ensure that all the program related files are systematically and safely stored according to IRC’s data protection protocols

  • Lead to monthly Stripe reporting writing for ERD programming in Shan State area.

  • Perform other duties as required by the supervisor.

Partnerships and Representation

  • Overall technical support to the partners across all programing areas

  • Arrange necessary technical support training to partners such as CVA Core-Concepts, CASH Toolkits, EDE Toolkits and other capacity building training relevant to the program

  • Lead the engagement of partner SoP development prior to the project implementation and making necessary adjustments on Toolkits

  • Take lead in engaging with partnership team for the partner capacity assessment, SoW preparation and follow up on the partnership agreement status and payment

  • Conduct regular follows with the partner and team for activities updates, key challenges to provide required technical support in the process starting from assessment, distribution to learning phases

  • Deliver capacity-building sessions to partners/ new team members and community mobilizers as needed.

Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Ensure required reports for programmatic decisions are released in timely and quality manner by ERD MEAL focal.

  • Ensure that appropriate monitoring and control systems are in place throughout the implementation both by partner and internal IRC team.

  • Ensure data collections across programming areas are completed in the quality manner and conduct the data validation, ensuring they are done properly in collaboration with MEAL.

  • Ensure the planned and achieved targets for all programming areas are reflected in the tracks and dashboards in coordination with MEAL Focal.

  • Review assessment's reports, narrative and case studies and keeping track of all the program related documentation throughout the implementation.

Team Supervision

  • Supervise ERD Officer and Community Incentive Workers, ensuring quality performance, accountability, and adherence to program standards

  • Support staff in preparing high-quality project documentation, ensuring all forms, beneficiary files, and supporting documents are complete, accurate, and properly archived.

  • Deliver technical support and capacity-building sessions to field volunteers (enumerators, community mobilizers) on ERD concepts and cash programming toolkits

  • Guide team members during calls for applications, screening, and interviewing candidates for vocational training, business grants, and other livelihoods opportunities.

Professional Standards

  • Complete other duties as assigned by the supervisor to enable and develop IRC programs.

  • Adhere to the IRC Way Standards for Professional Conduct and the IRC country employment policies.
