Purpose of consultancy
The National Consultant will provide coordination and administrative support for the successful implementation of the identified project activities in close coordination with the WHO Division of Pacific Technical Support (DPS) Pacific Climate Change and Environment team based in Suva-Fiji, WHO project personnel in Tuvalu, the Ministry of Health and Social Welfare, key governmental technical staff, partners, and beneficiaries, with a particular focus on project planning, project implementation coordination support and reporting.
Background
The health impacts of climate change are diverse and serious, including water- and vector-borne diseases, undernutrition, and the mental and physical effects of extreme weather and climate events. Extreme weather and climate events also disrupt the delivery of health care services.
In response, the GEF LDCF project, âBuilding Resilience of Health Systems in Pacific Island Least Developed Countries to Climate Changeâ is designed to increase the capacity of national health systems and institutions, and sub-level actors, to manage long-term climate-sensitive health risks, through three complementary outcomes: (1) strengthening governance of health system and institutional capacities; (2) strengthening capacities of health system institutions and personnel to manage the health risks of climate change; (3) improving the coverage and quality of health services addressing climate-related diseases. The project is implemented in four countries (Kiribati, Solomon Islands, Tuvalu and Vanuatu), and specifically in Tuvalu, is implemented in close collaboration with the Ministry of Health and Social Welfare of Tuvalu.
A National Consultant is required to support the overall coordination of the project in Tuvalu.

Job Description
Expected Outputs and Deliverables:
The National Consultant position will provide coordination and administrative support for the project and will have the following responsibilities:
Output 1: Project Planning, Monitoring, and Reporting
Deliverable 1.1: Work closely with WHO (WHO Project Management Unit in Suva-Fiji and WHO project personnel in Tuvalu) and Ministry of Health and Social Welfare, to develop and implement a detailed country-level project workplan for engagement with stakeholders to implement the project, ensuring alignment with existing climate change and health-related strategies/plans/projects, ensuring synergies, and eliminating duplication, with ongoing activities of related projects.
Deliverable 1.2: Review and update the project workplan on at least a quarterly basis, incorporating risk management considerations and feedback from national counterparts and the WHO PMU in Suva-Fiji.
Deliverable 1.3: Identify emerging project risks and implementation challenges and prepare a risk update brief every quarter, outlining mitigation actions and solutions developed with other team members.
Deliverable 1.4: Provide inputs to WHO PMU for quarterly progress reports and the annual project report, including updates on countryâlevel activities, risks, achievements, and lessons learned.
Output 2: Project Coordination and Implementation
Deliverable 2.1: Coordinate the Tuvalu PMU by attending the weekly PMU meetings, documenting minutes, reporting on countryâlevel activities, and maintaining regular communication with PMU and Project PMU members.
Deliverable 2.2: Support the operation of the MoHSW led national climate change and health technical advisory group (CC&H TAG), including organising, attending, presenting, and reporting on meetings.
Deliverable 2.3: Support the WHO Tuvalu project team and partners to accelerate the implementation of specific project activities as per the project workplan, including but not limited to policy review and revision, awareness-raising campaigns, training, and/or assessments, as needed.
Output 3: Project Financial Management and Procurement
Deliverable 3.1: Take lead on Tuvalu specific financial management and procurement tasks related to the project in close coordination with the Ministry of Health and Social Welfare and WHO PMU in Suva.
Deliverable 3.2: Draft procurement documentsâincluding terms of reference, technical specifications, and bid evaluation criteria and facilitate the procurement solicitation process by issuing procurement notices, responding to requests for clarifications, and ensuring transparent receipt and handling of bids.
Output 4: Implementation of Social and Environmental Safeguards (SES) and Gender Action Plan
Deliverable 4.1: Lead the implementation of the country-level Social and Environmental Safeguards (SES) risk management plans, as needed, outlining concrete actions to mitigate specific identified risks, ensuring compliance with WHOâs social and environmental standards, compliance with local regulations, and international best practice standards.
Deliverable 4.2: Implement a Stakeholder Engagement Plan, including maintaining a Grievance Redress Mechanism and preparing quarterly summaries of stakeholder engagement activities and grievances received/resolved.
Deliverable 4.3: Lead monitoring and reporting on SES compliance by preparing quarterly SES compliance reports, including reporting against indicators, risks, and corrective actions.
Deliverable 4.4: Work closely with the PMU team in Suva on the development of the Tuvalu country-specific Gender Action Plan, and ensure its effective implementation and progress monitoring.
Output 5: Project Visibility
Deliverable 5.1: Support the planning and implementation of visibility and communication plans, including a country-level launch event, press releases, project briefs, and/or other activities.
Qualifications, experience, skills and languages
Educational Qualifications
Essential: A university degree (bachelor's) in finance, management, accountancy, economics, or business administration, or any other related field.
Desirable: An advanced degree (master's) in finance, management, accountancy, economics, or business administration, or any other related field. Training in business administration or programme management, environmental health, environmental sciences, and/or climate change is a plus factor.
Experience
Essential: A minimum of five years of relevant experience working in administration, project/programme management/coordination, undertaking administrative and managerial service position, in compliance with related rules and procedures.
Desirable: Experience in project management in the field of climate change, environmental health or public health is a plus factor. Experience working with governmental, nongovernmental and international organizations is a plus factor.
Technical skills and knowledge
Knowledge of project and workplan planning and implementation, including an understanding of timeline monitoring and risk management.
Competent in using a computer, including MS Teams and/or Zoom, MS Excel, MS Word, and MS PowerPoint.
Strong organizational skills and results management.

Languages:
Essential: Fluency in English language and the local Tuvaluan language is essential.

Travel
The consultant is expected to travel around Tuvalu and to the WHO Office in Fiji.
Remuneration (travel costs are excluded)
- Remuneration: The consultancy fee ranges between AUD34,005 to AUD41,100 on a pro-rated basis based on the number of working days

Expected duration of contract: 16 working days per month (4 working days per week) for the duration of 11 months.
