POSITION SUMMARY

The Project for Renewable Energy Expansion and Capacity Development in Fiji is a KOICA-funded initiative implemented by GGGI to enhance rural energy access and sustainability. The project focuses on building technical and financial capacity within 30 remote communities, supporting 10 existing mini-grid sites and preparing 20 sites for upcoming solar installations under the Fiji Rural Electrification Fund (FREF). By implementing a "Training of Trainers" model and prioritizing gender inclusion, the project empowers beneficiaries to manage local renewable energy infrastructure.

The Senior Energy Officer, Fiji, will lead the implementation of the KOICA-funded Capacity Building Project, and play a critical role in advancing green growth planning, project development, capacity building and knowledge sharing to achieve results under approved biannual and annual work plans. Moreover, the Senior Energy Officer will lead the development, implementation, and evaluation of energy sector programs and activities in Fiji, while also supporting the Regional Energy Lead in the coordination and delivery of Pacific regional programs. The role requires providing technical leadership, conducting analysis and overseeing the preparation of reports to ensure alignment with GGGI’s corporate policies, standards, and operational procedures.

This role is integral to ensuring effective program delivery, strengthening institutional capacity and promoting sustainable energy development in Fiji, while supporting the achievement of national development priorities and GGGI’s green growth objectives.

 

PURPOSE

The Senior Energy Officer will lead a Capacity Building project targeting 30 communities and manage energy sector initiatives with a focus on renewable energy, energy efficiency and rural electrification. The position involves guiding policy development, overseeing project implementation, strengthening stakeholder engagement, and leading capacity-building activities. In addition, the Senior Energy Officer contributes to analytical work, knowledge development, and program design to ensure the successful delivery of high-impact energy projects in Fiji, while also supporting regional energy initiatives across the Pacific when required.

The Senior Energy Officer is responsible for leading the implementation, coordination and management of energy sector initiatives in Fiji and the Pacific working with Regional Energy Lead in ensuring effective delivery of programs that support green growth outcomes, national energy priorities and sustainable development goals. The role requires strong technical, policy, and project management expertise to support the different Government in the Pacific in advancing renewable energy, energy efficiency and rural electrification initiatives in alignment with national policies and GGGI strategic objectives.

  • Lead the implementation of the KOICA-funded project, focusing on building technical and financial sustainability within 30 remote communities in Fiji.
  • Drive the "Training of Trainers" model to empower local beneficiaries to manage and maintain renewable energy infrastructure across 10 existing and 20 future FREF sites.
  • Provide technical leadership in analyzing Fiji’s evolving energy sector priorities, identifying policy and investment opportunities to advance renewable energy, rural electrification, and green growth in line with national strategies and GGGI frameworks.
  • Lead the design, development, and implementation of energy sector programs and projects, including policy roadmaps, feasibility studies, technical assessments, and investment initiatives to support sustainable energy transition.
  • Oversee program execution, monitoring, and reporting to ensure timely delivery of outputs, effective resource utilization, and full compliance with GGGI standards, government requirements, and donor obligations.
  • Manage strategic engagement with government ministries, utilities, development partners, and private sector stakeholders to strengthen collaboration and ensure alignment with national development priorities.
  • Ensure effective coordination with the Regional Energy Lead, Country Representative, Regional Director, and technical teams to maintain strategic coherence, quality assurance, and successful delivery of energy sector initiatives.

 

ENGAGEMENT
  • Acts as the lead representative for the KOICA project, ensuring high-level alignment between GGGI, government ministries, and the Fiji Rural Electrification Fund (FREF).
  • Leads community-level consultations and gender-inclusive training initiatives to ensure local ownership and effective management of the 30 project sites.
  • Provides technical leadership in data analysis, policy review, and program planning to support the development and implementation of energy sector activities in Fiji.
  • Coordinates with GGGI Regional Energy Lead, regional country teams and headquarters divisions to identify and lead opportunities for collaborative activities, contributing to integrated delivery under the “One GGGI” approach.
  • Engage proactively with partner government agencies, regional organizations, utilities and key stakeholders to monitor green growth priorities and ensure alignment with national energy objectives and program outcomes.
  • Represents GGGI in meetings, workshops and consultations, promoting awareness of green growth initiatives and GGGI methodologies to government counterparts, donors and development partners.
  • Identifies and develop opportunities for GGGI engagement by analyzing national, regional, and global trends in sustainable energy, climate resilience and green growth.
  • Leads stakeholder consultations and technical discussions to advance project objectives, ensuring effective coordination between GGGI and the Government of Fiji.
  • Oversees community consultations and planning activities for renewable energy, energy efficiency and rural electrification projects to ensure inclusive, practical and sustainable implementation.
  • Develops and implements stakeholder engagement strategies that strengthen collaboration, promote local ownership and ensure long-term sustainability of project outputs

DELIVERY
  • Leads the KOICA Project in the planning, coordination and implementation of program activities to ensure timely delivery of outputs in accordance with approved work plans and project objectives, including the delivery of technical toolkits and capacity-building modules for 30 communities, ensuring all outputs meet KOICA and GGGI standards.
  • Prepares and reviews briefing notes, concept notes, technical reports, and analytical documents to support high quality delivery of GGGI’s energy sector initiatives in Fiji.
  • Maintains close coordination with the Regional Energy Lead, Pacific Regional Representative, Country Representative, regional teams and HQ technical divisions to ensure effective collaboration and quality assurance in program delivery.
  • Leads engagement with national and regional stakeholders to build awareness, ownership and support for green growth principles during project development and implementation.
  • Identifies potential risks and implementation challenges early and develops practical solutions to ensure smooth execution of activities and achievement of program targets.
  • Oversees monitoring of project timelines, budgets, and resource allocation to ensure efficient implementation and delivery of outputs to the Government of Fiji.
  • Ensure accurate and timely reporting on project progress, outputs, and outcomes to management, government counterparts, and development partners.
  • Ensuring that all activities are implemented in line with national priorities, GGGI procedures, and donor requirements, maintaining high standards of technical and operational quality

 

REQUIREMENTS
QUALIFICATIONS
  • Bachelor’s Degree (Masters considered an advantage) in the field of engineering, science, social sciences, or economics and/or a combination of engineering, science, social science or economics.
  • At least seven years relevant experience in policy, planning, techno-economic analysis and/or project implementation in the energy, renewable energy, energy efficiency or rural electrification sectors, particularly travelling to and working with remote rural communities.
  • Experience in the sustainable transport sector would be an advantage.
  • Experience in identification, design, preparation and/or implementation of energy and transport projects for islands; experience in electric mobility, renewable energy, energy efficiency or rural electrification projects is an asset
  • Experience in day-to-day engagement with Government ministries and agencies
  • Experience in engaging with private sector actors, including investors and banks and other stakeholders (NGOs, civil society) would be an advantage
  • Experience of requirements and procedures of international financing institutions, bilateral donors/organizations or multilateral organizations.
  • Experience in project cycle management
  • Experience applying participatory approaches, gender, environmental and social inclusion safeguards.
  • Experience working in SIDS or developing countries. Experience in the Pacific and/or Fiji is an advantage.
  • Overall understanding of the concept of green growth and climate change vulnerability in the context of small island countries
  • Fluency in English and excellent report writing skills are essential

WORKING CONDITIONS 

The Senior Energy Officer is an G9, national grade level in GGGI's salary scale. For G9 National grade, the base salary starts from USD 40,485. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
