Organizational Context and Scope

The International Organization for Migration (IOM) is the UN Migration Agency. With 175 member states, it is committed to the principle that humane and orderly migration benefits migrants and society. Established in 1951 and now active in over 400 field locations worldwide, IOM works with partners, government and civil society to: 1. Assist in meeting the operational challenges of migration and human mobility; 2. Advance understanding of migration issues; 3. Encourage social and economic development through migration; and 4. Uphold the human dignity and well-being of migrants.

Over the past years, IOM has worked closely with national and local authorities and communities across sub-Saharan Africa to address displacement, supporting the planning of and implementation of evacuation measures, the provision of humanitarian assistance to displaced populations, the coordination and management of sites hosting displaced communities, and promoting the achievement of durable solutions. IOM is also at the forefront of efforts to support the mainstreaming of migration into disaster preparedness, disaster response, disaster risk reduction and climate change adaptation into continental, regional and national development policies and plans, and actively engages with governments, communities and local partners to build the resilience of communities to climate change.

In May 2023, representatives of the International Organization for Migration (IOM) and the Directorate General for International Partnerships (DG INTPA) of the European Commission began discussions on an action to be implemented under the Regional Multi-Annual Indicative Plan for Sub-Saharan Africa (RMIP SSA) for 2024 which resulted in the development of the “Regional Responses to Climate Displacement  in Sub-Saharan Africa” programme (RE2CLID) outlining a regional response to climate displacement. 

The RE2CLID programme seeks to enhance the resilience, self-reliance, and protection of Displacement-Affected Communities (DACs) living in areas at risk of disasters, environmental degradation, and the adverse effects of climate change. The programme operates across two highly vulnerable sub-regional clusters, inclusive of Cluster 1 - the Lake Tanganyika Basin, encompassing Burundi, the Democratic Republic of Congo, and Tanzania, and Cluster 2 - the Southern Africa and South-West Indian Ocean region, including Madagascar, Malawi, Mozambique, Mauritius, Seychelles, and Comoros.  The objective of the programme is to improve overall capacity to respond to and increase overall resilience to disaster displacement at regional level through strategic interventions regionally, nationally and locally. 

Under the direct supervision of the Chief of Mission for Mauritius and Seychelles and in close collaboration with the RE2CLID SAIO Programme Coordinator in Malawi and the RE2CLID Regional Expert, Project Officer (Regional Responses to Climate Displacement in Sub-Saharan Africa(RE2CLID)) will be responsible for supporting the operational and technical implementation of the activities of the RE2CLID project in Mauritius and Seychelles.

Responsibilities

1. Support the implementation of activities under the RE2CLID Action in Mauritius and Seychelles including the planning, executing and monitoring of country-level interventions.

2. Support stakeholder engagement for the programme in Mauritius and Seychelles at national and local levels in coordination with the COM, including with relevant authorities, the EU Delegation in Mauritius, project partners and other key stakeholders.

3. Support activities aimed at strengthening national and local capacities on displacement management in Mauritius and Seychelles, identifying synergies, sharing tools, and supporting capacity building efforts. 

4. Contribute to identifying opportunities and support efforts to integrate displacement and climate mobility into disaster preparedness, disaster response, disaster risk reduction, durable solutions and climate change adaptation frameworks and policy in Mauritius and Seychelles ensuring coherence with efforts carried out regionally. 

5. Support coordination with RE2CLID project staff, consultants, and partners in Malawi, ensuring clarity of roles and quality of outputs.

6. Contribute to the drafting and timely submission of periodic progress reports, briefings, and other documents, and ensure accurate documentation of RE2CLID programme achievements, challenges, lessons learned, and best practices in Mauritius and Seychelles countries.

7. Support alignment with donor requirements and contribute to ensuring compliance with IOM's institutional project management policies and procedures, including financial management, human resources, reporting, visibility, and risk management protocols.

8. Participate in relevant engagements, coordination forums, and working groups (both UN and government) as delegated by the COM.

9. Undertake duty travel in as required to monitor and support the project implementation in Mauritius and Seychelles.

10. Perform such other duties as may be assigned.

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies or a related field from an accredited academic institution with two years of relevant professional experience; or,

  • University degree in the above fields with four years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in programme implementation, monitoring, reporting and evaluation, including experience in the fields of disaster preparedness, disaster response, displacement management, disaster risk reduction, community stabilization, durable solutions, and climate action are essential;
  • Experience in supporting displacement management activities – including policy and operational response framework development, and the development and implementation of multilayered capacity building strategies to avert, minimize and address disaster displacement;
  • Experience liaising with government authorities, and national/international partners, UN agencies, non-governmental organizations, local communities in a multi-cultural settings; 
  • Familiarity with financial and business administration;
  • Experience in organizing consultations, workshops and seminars with high-level stakeholders;
  • Knowledge of EU-funded programming, including donor relations, strategic planning, visibility, and reporting; and,
  • Experience in field operations in emergency, fragile, displacement-affected, conflict and/or disaster-prone contexts is essential.


Skills

  • Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities;
  • Excellent coordination, and information management skills;

  • Detailed knowledge of the UN System, NGOs and other international organizations/institutions;

  • Good knowledge of human and financial resources management;

  • Strong analytical and writing skills;

  • Strong communication, organizational and interpersonal relationship skills;

  • Ability to meet deadlines and work under pressure with minimal supervision; and

  • Ability to establish and maintain partnerships with development partners, government counterparts, UN agencies, local authorities and other relevant stakeholders.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English and French is required (oral and written).

Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
