Organizational Context and Scope

Under the direct supervision of the Chief of Mission for IOM Mauritania and in close coordination with the Preparedness, Transition and Recovery Head of Unit, the Project Officer will be accountable and responsible for implementing an ECHO funded project, including the coordination with authorities, partners and communities and ensuring smooth implementation and monitoring of resilience and community stabilization projects.

Responsibilities

1. Ensure the effective implementation, monitoring, and reporting of the ECHO funded project on disaster preparedness in full compliance with donor requirements.


2. Implement and monitor the administrative and operational activities of resilience and community stabilization related projects in Bassiknou.


3. Contribute to the development of new project proposals on community stabilization, peacebuilding, disaster risk reduction and migration, environment, and climate change.


4. Supervise project support staff responsible for the execution of projects as well as sub-office resources management support staff. Check the consistent application of procedural standards and policies of IOM projects.


5. Support the coordination of activities between IOM projects and relevant stakeholders in the different sectorial working groups, national and local authorities and donors, and bring issues to the attention of the supervisor, proposing a course of action to address problems.


6. Draft, review and coordinate the production of documents and reports on disaster risk reduction as well as migration, environment and climate change for government counterparts, the international community and other stakeholders.


7. Report regularly to the Chief of Mission on issues about migration, forced displacement and IOM activities in the Hodh Ech Chargui region.


8. Contribute to the management, recruitment, training and capacity building of the Sub-Office’s staff and implementing partners, if applicable, based on programme assessment, available budget and performance indicators.


9. Participate in meetings with Government Authorities, International Organizations, non-governmental organizations, and voluntary agencies. 


10. Provide technical inputs to the design and development of new projects in close coordination with the CoM and other Programme Management counterparts.


11. Coordinate the adherence to the safety and security procedures for IOM staff, premises, and assets in the Sub-Office in collaboration with the local Office of the United Nations Department of Safety and Security (UNDSS) and other relevant stakeholders, through regular participation in Area Security Management meetings.


12. Identify key gaps and operational challenges and recommend solutions, provide technical support for programme implementation in coordination with the CoM/ Senior Management Team to check the efficiency and cost-effectiveness of staff performance. 


13. Contribute to establishing the visibility of IOM and the donors as per donor agreements and as relevant to the context. 


14. Perform such other duties as may be assigned.
 

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in Political or Social Sciences, Humanitarian Affairs, Law, International Relations, Preparedness, Disaster Risk Reduction/Disaster Risk Management, or a related field from an accredited academic institution with two years of relevant professional experience; or,

  • University degree in the above fields with four years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in managing humanitarian, complex and post-conflict emergencies at an international level; 
  • Experience in liaison with the government authorities, donors, national/international institutions and multi-stakeholders;
  • Experience in project development and reporting;
  • Experience in programme implementation, monitoring and evaluation; and,
  • Experience working in the Region.

Skills

  • Knowledge of migration management principles, concepts and techniques; 
  • Experience working in post-conflict or emergency operations;
  • Ability to coordinate multiple activities and work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
  • Ability to work well under pressure and in difficult conditions;
  • Good communication and negotiation skills, project development skills, and ability to draft clearly and concisely; and,
  • A high degree of computer literacy.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English and French is required (oral and written).

Working knowledge in Arabic is desirable.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
