Context
As part of the humanitarian system reform and the Inter-Agency Standing Committee (IASC) Cluster restructuring, the Shelter, Land and Site Coordination (SLSC) Cluster has been established as an integrated coordination platform bringing together the mandates and functions of Shelter and Camp Coordination and Camp management (CCCM) Cluster alongside the Housing Land and Property (HLP) Area of Responsibility (AoR). This reimagined cluster delivers a coherent vision for effective, sustainable support to affected people across the humanitarian-development-peace nexus, focused on transition and working towards solutions from the start. IOM is co-leading (alongside International Federation of Red Cross and Red Crescent Societies (IFRC)) this new Global SLSC Cluster.
Core priorities of the SLSC Cluster includes Shelter & Essential Household Items (EHIs) which focuses on ensuring people can live in a functional domestic space with essential household items in a safe dwelling, adopting an outcome-oriented approach centred on what people need to live with safety and dignity. A second core priority is the Site & Settlements Planning and Development (SSPD) which expands focus beyond traditional shelter to encompass the full spectrum of settlement types-including camps, informal sites, urban neighbourhoods, collective shelters, and host communities-involving the analysis, planning, improvement, and development of both temporary and permanent settlements using urban planning principles.
Under the overall supervision of the IOM Senior Emergency, Preparedness and Response Officer, the direct supervision of the Global SLSC Cluster Coordinator, and in close coordination with the Shelter & Settlement Head of unit, the Shelter and Settlements Technical Officer will provide specialized technical support to national SLSC Clusters and emergency and protracted operations in shelter programming, EHIs, and SSPD. The Shelter and Settlements Technical Officer-Global SLSC Cluster will support and contribute to ensuring that IOM upholds its obligation as the Global SLSC Co-lead. The Shelter and Settlements Technical Officer-Global SLSC Cluster will analyse settlement options and proposed sites, ensuring that settlement location and spatial layout decisions follow rights-based and protection-centred approaches that promote access to services, livelihoods, recreation, and support the socio-cultural life of displaced and host communities.
The Shelter and Settlement Technical Officer will deploy to field operations as needed for short-term missions, provide remote technical assistance, and support the ongoing work of the global Cluster to improve capacity for quality and timely coordination and programming across diverse displacement and emergency settings including camps, informal sites, urban neighbourhoods and rural host communities.
Responsibilities
Responsibilities and Accountabilities
Technical Guidance and Support:
Act as a technical focal point for shelter, EHI, and settlement planning and development interventions, providing specialized guidance to country-level clusters and programs.
Continuously assess capacity needs and existing resources, and contribute to the development of training resources, guidance notes, and technical standards for shelter, Non-Food Items (NFI)/EHI, and settlement planning programming.
Support the harmonization of tools and approaches to settlement planning and development, from site assessment to development, integrating risk identification and mitigation strategies.
Develop and maintain an overview of humanitarian settlement interventions including a database of settlements according to stages of development, and assess technical quality of settlement planning activities to facilitate learning and inform future quality programming.
Contribute to strenghtening the Cluster's capacity to engage in settlement development activities, including developing a database of deployable settlement planners and shelter technical experts, and compile tools and relevant guidance to facilitate site development (e.g., tendering and contractor management for specialized works).
Manage or contribute to relevant Technical Communities of Practice, including the settlement planning, damage assessment, shelter standards amongst others to ensure continued engagement of technical practitioners at the inter-agency level.
Promote and facilitate the integration of cross-cutting issues in shelter and settlement programming, such as Gender-Based Violence (GBV), Accountability to Affected Populations (AAP), environment and other cross-cutting issues of relevance.
Surge and Field Deployment:
Provide remote assistance and deploy to national clusters as required to support when the need for shelter, NFI/EHI or site/settlement planning arises, including conducting comprehensive assessments, developing sustainable settlement layouts which meet population needs, respond to the natural topography of the site, and ensure safe and equitable access to basic services.
Support country-level clusters during emergency surge, providing technical assistance on shelter response strategies, designs and specifications, NFI/EHI specifications and distributions, and settlement design.
Conduct analysis and adaptation plans of settlements in support of durable solutions, including the integration of settlements into local development plans with particular emphasis on meaningful inclusion of persons with specific needs.
Provide preparedness support (contingency planning) as well as work with others to ensure exit/transition and closure strategies include environmental considerations.
Coordination, Representation and Partnerships:
Actively liaise internally with relevant teams within the Global SLSC Cluster and externally (partner agencies, academia etc.) to ensure that interventions are coordinated, coherent, and complementary.
Participate in and represent the Cluster at technical working groups (e.g., urban settlements) and relevant interagency meetings.
Actively promote, develop and maintain interagency collaboration and operational partnerships in the sector, facilitating appropriate coordination with humanitarian and development partners.
Knowledge Management and Reporting:
Develop mechanisms to capture good practices, lessons learned and evidence of quality programming in shelter, NFI/EHI and settlement planning, ensure dissemination, and promote and monitor adoption.
Prepare progress and donor reports and provide advice and support for content development of reports, technical guidance notes, presentations, brochures, and web-based information as requested, ensuring that all relevant data and information is archived and shared appropriately.

Qualifications
Required Qualifications and Experience
Education
Master's degree in Architecture, Urban Planning, Civil Engineering, Structural Engineering, or a related built environment field from an accredited academic institution with five years of relevant professional experience; or
University degree in the above fields with seven years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Demonstrated experience in humanitarian shelter programming, settlement planning, and infrastructure development in emergency contexts is essential;
Experience in designing, coordinating, managing and implementing shelter and settlement programs required;
Experience working with international organizations specialized in humanitarian or development assistance (e.g., UN agencies, International Non-Governmental Organizations (INGO), International Organizations(IO), donors, IFRC or International Committee of the Red Cross (ICRC) required;
Experience in settlement planning, site assessment, and site development works, including management of construction activities directly or through contractors;
Experience in Water, Sanitation, and Hygiene (WASH), flood modelling, drainage and road design, or camp management operations is advantageous;
Experience in Disaster Risk Reduction (DRR), urban infrastructure, and market-based interventions is an asset;
Extensive knowledge of current humanitarian issues with a particular focus on climate and disaster-related emergencies, post-conflict interventions, DRR and Rehabilitation/Recovery;
Experience in the development or management of knowledge management systems/resources, including communities of practice, knowledge hubs, etc. is an asset;
Experience in coordinating inter-agency initiatives, working collaboratively to deliver tangible outputs, and cluster coordination is an asset; and,
Previous experience in program reviews and evaluations is an asset.
Skills
Strong technical skills in shelter design, settlement planning, and infrastructure development;
Knowledge and understanding of sustainable urban planning policy and design, and ability to analyse and provide guidance in complex urban environments;
Excellent leadership, coordination, organization, and management skills;
Strong ability to solve complex problems with investigation, analysis and creative thinking;
Strong interpersonal skills with the ability to quickly build relationships and work effectively and harmoniously in a team of colleagues and external partners of varied cultural and professional backgrounds;
Strong computer literacy, including knowledge of CAD (InfraWorks and AutoCAD 2D required, Civil3D or other relevant infrastructure software an advantage) and GIS software, in addition to Microsoft Office Suite;
Working knowledge of statistical packages, graphic and web design software is an advantage;
A portfolio of settlement designs is highly desirable;
Proven ability to produce quality work accurately and concisely according to set deadlines; and,
Ability and willingness to travel to the field, including hardship duty stations, is mandatory.
Languages
All staff members in all categories are required to be fluent in one of the IOM’s official languages (English, French, and Spanish).
For this position, fluency in English is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
